SAN DIEGO (KGTV) - A billing error has double charged approximately 411,000 Medicare beneficiaries, according to government officials.The error affected those who pay their premiums to the Center for Medicare & Medicaid Services (CMS) through Easy Pay (Automated Clearing House payments.) Officials say the premiums were deducted twice directly from beneficiary’s bank accounts.“They took out both my husband’s and my payment twice,” said Jacki Montierth.Montierth teaches tech seminars for seniors at Oasis Lifelong Learning Center in La Mesa, including about how to use their smartphones and computers to access financial and medical documents.She says, she closely monitors her account, but worries other people may not be as vigilant or even know how to check their statements.“I’m sure this will hurt many people on limited income and my bank says it may take a week to refund,” said Montierth.So far, officials say about 20% of the duplicated money has already been refunded. They said they are working to return the rest of the money by Wednesday, September 25.If the money has not been returned by then, Medicare officials claim the Treasury’s Bureau of Fiscal Service will begin reversing the rest of transactions to complete the reimbursement.Those who worry they have been overcharged can call 1-800-MEDICARE to report an issue. SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322

SAN DIEGO (KGTV) -- A fire destroyed an abandoned building in Barrio Logan early Wednesday morning, but no injuries were reported.According to the San Diego Fire-Rescue Department, crews were called to the structure fire in the 3500 block of Dalbergia Street at around 2:50 a.m.By the time firefighters arrived, the flames had already consumed much of the building. It took at least an hour to stop the fire from spreading.A deputy fire chief at the scene told 10News that crews have battled fires at this same address multiple times in the past.10News learned a fire occurred at the same location on April 14, and before that on Dec. 26, 2019.Additionally, on Oct. 25, 2019, a fire erupted inside of the same building; a trash can fire was reported on the property six days earlier.The cause of Wednesday’s fire is under investigation, and there is no immediate word on whether the fire is somehow connected to any of the previous incidents. SAN DIEGO (KGTV) — A 40-year-old man was assaulted and nearly kidnapped during a violent home invasion overnight in South Park.The victim and his girlfriend were asleep in their home when three armed suspects forced their way into the home at about 2:30 a.m., according to San Diego Police. The group demanded the victim's car keys, but he refused to give them the keys. The group struggled with the victim and assaulted him, before taking several electronics and attempting to kidnap the man, police say.The victim continued to resist and was able to escape the group and call police. The suspects then fled the scene.Police described the suspects as three Hispanic males, all wearing dark clothing, gloves, and partially covering their head and faces. SAN DIEGO (CNS) - The San Diego Zoo and Zoo Safari Park combined for a record attendance of more than 5.5 million visitors in 2018, it was announced today.More than 4 million people visited the zoo in 2018 and over 1.5 million visited the Safari Park. It was the first year in the zoo's 100-year history in which attendance surpassed 4 million, according to zoo officials, who believe the appeal of new exhibits such as Walkabout Australia and Conrad Prebys Africa Rocks contributed significantly to the record-setting year."We are delighted to have been able to host more than four million people at the zoo, and I know that a lot of this is due to the wonderful new guest areas and the commitment to guest service shown by our employees every day," said San Diego Zoo Director Dwight Scott. "It has been a pleasure to share our love of wildlife with so many people this year -- and we know that this high attendance will help to fund additional conservation work in the future."Zoo officials also touted the year's conservation efforts of San Diego Zoo Global, the nonprofit that runs the zoo and the Safari Park. The organization was able to continue increasing its work conserving and protecting at-risk species all over the world due, in part, to the record attendance numbers."This attendance record shows us that people care about wildlife, and care about saving species," said Douglas G.
