SAN DIEGO (KGTV) — Two University of San Diego graduates may eventually find themselves among the stars.USD Alumni Matthew Dominick and Jonny Kim will graduate as part of NASA's first class of astronaut candidates under the Artemis program Friday at the program's Johnson Space Center in Houston.Dominick, who graduated with a bachelor’s degree in electrical engineering from USD's school of engineering, is a U.S. Navy lieutenant commander born in Colorado. SAN DIEGO (KGTV) - Two people were found dead Sunday morning after authorities responded to multiple 911 calls of a capsized boat off the coast of Ocean Beach.Authorities received a call about the incident around 3:30 a.m. When they arrived, authorities found a 28-foot vessel overturned along the shore with two mean deceased nearby."About a 28 foot vessel overturned in the shore, on the sand," says SD Fire & Rescue Lt. Maureen Hodges. "We do have two victims that were down on the sand."The incident happened shortly after 3:30 Sunday morning. Customs and Border Protection officers told ABC 10News the boat capsized off the shore, throwing the two people into the water. There's still no word on if any other people were in the boat.Border Patrol also responded to the incident along with San Diego Police, lifeguards, and San Diego Fire-Rescue. CBP believes this is the latest incident to involve a human-smuggling effort gone horribly wrong.So far in the 2020 Fiscal Year, there have been 210 incidents involving these kind of "panga" boats off the coast of San Diego. The record was set in 2013, when CBP responded to 243 such incidents. With two months left in the fiscal year, 2020 is on pace to break the record.ABC 10News asked if the rise in panga boat incidents could be related to border closures because of the coronavirus, forcing would-be smugglers to turn to the water. SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

  

SAN DIEGO (KGTV) -- U.S. Customs and Border Protection officers over the weekend seized 314 pounds of narcotics and captured 14 fugitives.Officers intercepted 181 pounds of methamphetamine, 55 pounds of cocaine, 11 pounds of heroin, 31 pounds of fentanyl and 36 pounds of marijuana.RELATED: U.S. Customs and Border Protection officers seize 1,800 pounds of drugs worth .2 millionIt total, officials say the drugs are worth more than .4 million. The drugs were found hidden in several places including inside vehicle doors, seats, a gas tank and a speaker box.The 14 fugitives were arrested for charges that include parole violations, robbery, assault and failure to appear in court. 699

  

SAN DIEGO (KGTV) - With the March 2020 Presidential Primary approaching, the San Diego Registrar of Voters is urging everyone to make sure they are registered properly."This one election is the most complex elections for administrators like ourselves and voters that are out there," says Registrar Michael Vu.With six political parties holding presidential primaries, plus the dozens of overlapping state and local district elections, Vu expects to create more than 12,000 unique versions of the ballot. Rules on who can vote in each party make it even more complicated.In December, Vu's office sent out more than 500,000 mailers to voters to make sure they know the options.Anyone registered with a specific party will only be allowed to vote in that party's primary. Republicans will vote for the Republican candidates, Democrats for Democrats and so on.But, right now more then 30 percent of registered voters in San Diego are listed as "No-Party Preference."For those people, they can choose to vote in the primary for American Independent, Democrat, or Libertarian parties. They cannot vote in the Republican, Green, or Peace and Freedom parties."It makes it a little more confusing," says Vu. "Something that voters need to know what political party status they are in. And if it’s different from the presidential candidates they want to vote for, they need to register or re-register now."To help voters navigate their options, the Registrar has set up a website where people can get all the information they need.The deadline to choose a party, or to choose which primary you want to vote in, is January 6."If you’re a non-partisan voter, now is the time to act," says Vu. "Frankly, if you’re a voter in general just make sure you verify all of your information." 1779
