We don’t use any synthetic materials for any of our products.”Running Quanta, he's leading the charge in new technology geared toward pain management."Pain right now affects 22% of the world’s population, or 1.7 billion people daily,” Rice said. “Chronic pain, pain that lasts 3 weeks or longer, that’s considered chronic.”Rice is a former baseball player, so pain is something that Rice knows all too well.“I’m a former athlete and I have horrible knees, shoulders and back,” Rice said. “We started out with a simple muscle rub with a few ingredients and CBD was a great place for us to start. It’s been around, patented, but used for one pharmaceutical solution.”He took the concept of CBD or cannabidiol and applied his knowledge of quantum physics and biochemistry to change molecules, which then makes ingredients more effective.“Imagine my finger point being a nucleus. When you’re alive, electrons rotate like this, really far really fast from the center,” Rice said. “As you die and age, they slow down and get closer to the nucleus. What we do is use our technology to speed it back up and stabilize the cell so we’re creating excited state molecules that don’t ionize and oxidize.”It's a unique business concept, and it's one that even he admits sounds out of this world.“We use really contemporary if not futuristic science to increase the amount of energy to molecules so that we use an ingredient for your skin or your health it performs 3-500 % better than anything else you’ll find in the market,” Rice said.The market he's referring to is topical CBD, which is seemingly everywhere these days.Dr. Richard Sorgnard specializes in electrical cell signaling technology, which is a medical device that treats severe pain.“These are placed on the body in a specific array depending on the diagnosis and then when the machine is turned on it will deliver 12 types of electrical stimulation,” Sorgnard said.He recommends Quanta to his patients, before, during and after the treatment. The machine, he says, treats all kinds of pain and feels like a massage. With Quanta, he says, patients are resolving their problems and not masking them.“We noticed it made a great afterglow for the treatment- when we use them together the patients get a better response for the initial sensation,” Sorgnard said.Rice says Quanta is expanding beyond topical pain relief and into vitamins, supplements and skin care.“I can absolutely see us heavily involved in agriculture, food, beverage anything having to do with energy and natural ingredients is really kind of our focus. Pharmaceutical as well as helping people grow plant matter on different planets,” Rice said.He says Quanta has delayed his own surgeries for years and believes polarizing ingredients is the world's next step into the future and beyond.Rice’s website does note that Quanta’s effectiveness has not been evaluated by the FDA. (KGTV) - After Monday's arrest in the death of a Carlsbad woman found on a hiking trail, prosecutors must now decide whether to charge the teenage suspect as an adult.A 17-year-old teen from Carlsbad was booked on murder charges weeks after Lisa Thorborg, 68, was found stabbed to death along Hosp Grove Trail.Investigators tell ABC 10News police work led them to the teenager, before DNA evidence confirmed their suspicions. Former District Attorney turned criminal defense attorney Paul Pfingst says prosecutors must now decide whether the accused should be tried as an adult."An adult for a first-degree murder case can receive a 25 years-to-life sentence. A juvenile can only be kept until the age of 25," said Pfingst.A decade ago, Pfingst represented Heather D'Aoust. At the age of 14, she killed her mother with a claw hammer. D'Aoust was charged as an adult, pleaded guilty and was sentenced to 16 years to life.Pfingst says unlike in that case -- thanks to new state laws -- if prosecutors do charge the 17-year-old as an adult in the Carlsbad case, a judge will have the final say."The more dangerous that person is, they most likely they are to be charged as an adult," said Pfingst.Pfingst says the biggest factor is the crime itself."Is the act is such that it demonstrates such a wanton disregard for life and for people around them that the person needs too be confined?" said Pfingst.Pfingst says the background of the suspect will heavily scrutinized."Including whether they've been involved with gang activity, prior acts of violence, prior acts of rebellion," said Pfingst.Police in the Carlsbad case declined to say if the teen has a criminal history. Pfingst says the extensive background check is likely underway as prosecutors weigh their decision."What does the protection of community protection require? Longer incarceration or does it require juvenile attempts at rehabilitation?" said Pfingst.A detention is scheduled for Thursday in juvenile court. 2002

CARLSBAD, Calif. (KGTV) - California Pacific Airlines has canceled all of its January flights in and out of Carlsbad’s Palomar-McClellan Airport. The announcement came after the small airline had already canceled flights from December 21 through the end of the year. CPA launched in November with direct flights to Reno, Las Vegas, San Jose and Pheonix. It had been almost a decade in the making for founder Ted Vallas, who finally opened CPA after taking over a small airline with a fleet of four aging jets. But by December, the problems began. Two of the planes were taken out for repairs, creating several days of canceled flights. Operations resumed for about a week, but a few days before Christmas the cancellations began again causing passengers to scramble to find alternate routes. On Yelp, one reviewer wrote “They canceled my flight last night, and rebooked me to this morning. Then they canceled my flight this morning... on Christmas Eve!! Had to ditch this airline completely and booked a last minute Southwest flight.” Founder Ted Vallas told 10News that all canceled flights will be refunded. He said maintenance issues were still a lingering problem, but they ran into another issue as the holidays approached - a lack of pilots. Vallas said they recently let two of their pilots go. That coincided with two other crews leaving for higher paying seasonal jobs at major airlines. Without enough planes or pilots for all of their scheduled flights, they decided to cancel them across the board at Palomar-McClellan. Vallas told 10News, “Being a scheduled airline and dedicated to this community the North County, it would be better to notify people in advance that we have this pilot problem.” He said they are currently training more pilots and in the process of leasing new planes, but those won’t be available until at least February. Vallas says another one of their planes will be heading in for maintenance during their 30-day shutdown. Palomar-McClellan airport has had a history of failed airline ventures. The most recent was Cal Jet, which folded after less than a year of operations. But big changes are coming. Back in October, the county Board of Supervisors approved a plan to extend the runway, which could help make a business model for an airline more viable. For now, CPA continues to operate out of several other airports. Vallas vows to resume operations out of Carlsbad as soon as possible, but has not yet set a hard date. 2469
