MOSCOW, May 14 (Xinhua) -- Wu Bangguo, China's top legislator, met with Russian Duma Chairman Boris Gryzlov on Thursday. Both leaders stressed the importance of parliamentary cooperation and the unique role it serves bilateral relations.     Wu, chairman of the Standing Committee of China's National People's Congress(NPC), hailed the bilateral parliamentary cooperation at various levels in recent years. He called on the parliamentary bodies to approve bilateral cooperation deals on oil and natural gas on time.     He also urged the implementation of already-signed cooperation agreements, and for support to help Chinese and Russian enterprises find new opportunities for cooperation within each other's economic stimulus plans.     The NPC and the State Duma, the lower house of the Russian Parliament, should also be actively engaged in activities commemorating the 60th anniversary of the establishment of diplomatic ties and to broadly share the idea of friendship between the two nations, Wu said.     Gryzlov said parliamentary cooperation between Russia and China has served a significant and unique role in the fast development of bilateral ties.     Especially since the two parliaments established a regular exchange mechanism, more and more Duma legislators have been involved in promoting friendship between the two countries, he said.     The State Duma hopes to further strengthen its ties with the NPC, and to promote bilateral cooperation in areas such as politics, economy, culture, environment, anti-terrorism and anti-drug smuggling, Gryzlov said.     Wu is in Moscow for an official visit to Russia. Since arriving in Moscow on Wednesday, the legislator has met with Russian President Dmitri Medvedev and Sergei Mironov, chairman of the upper chamber of the Russian Parliament, known as the Federation Council.

BEIJING, May 11 (Xinhua) -- China released a detailed three-year plan to stimulate its nonferrous metal industry focused on industrial restructuring and technology innovation, the State Council, or the country's Cabinet, said here on Monday.     The nonferrous metal sector should keep a steady operation in 2009, and achieve a sustainable development by 2011, according to the plan.     The country would encourage regrouping among nonferrous metal companies to sharpen the competitive edge of the whole industry, the plan said.     Three-to-five nonferrous metal corporation would be formed out of industrial reconstructing by 2011 with advanced production capacity and technology innovation capability.     Combined copper output of top 10 domestic producers should take up 90 percent of the country's total by 2011, aluminum output 70 percent, lead 60 percent, and zinc 60 percent, according to the State Council.     The government would also encourage the exploitation of nonferrous metals both at home and abroad, supporting companies to invest in mines overseas -- either on their own or with foreign parties.     The country would help with capital injection and foreign reserve application concerning overseas projects.     The export rebate policy would be a "proper" and "flexible" one to encourage nonferrous products with high technology and high added values, according to the plan.     The State Council also laid out guidelines to eliminate obsolete capacity and digest over capacity. No new project to develop electrolytic aluminum will be allowed in the next three years, the plan said.     The country would put strict control on the production of copper, lead, zinc, titanium and magnesium.     At the same time, China aims to save 1.7 million tonnes of coal and 6 billion KWh of electricity per year, as well as reduce sulfur dioxide by 850,000 tonnes annually as part of industrial upgrading for the nonferrous metallurgy sector.     China was the largest producer and consumer of nonferrous metals with total output of ten major nonferrous metals reaching 25.2 million tonnes and total consumption at 25.17 million tonnes in 2008.     The country's nonferrous metal industry received a severe blow from the global economic downturn after keeping high-speed growth for nearly a decade.     Statistics released by the China Nonferrous Metals Industry Association showed aggregate profit of China's nonferrous metal producers fell 45 percent last year to 80 billion yuan (11.73 billion U.S. dollars).     Along with the support plan for the nonferrous metal sector, the State Council has unveiled stimulus packages for 10 industries since January, such as machinery-manufacturing, electronics and information industries, the light industry and petrochemical sectors.

BEIJING, June 11 (Xinhua) -- China's Central Authorities have launched a new round of campaign to crack down on "small coffers" illegally held in the hands of Party and government organizations at different levels.     This year, Party and government departments that completely rely on the budgetary funds are the first to carry out the work and later, the campaign will involve all nongovernmental organizations, state-run companies, and state-held companies, in a step-by-step way, says a document recently issued by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council.     The document, known as "Directions on Deepening the Crackdown of Small Exchequers", criticized the illegal phenomenon, emphasizing that in some areas and departments it has occurred frequently or even seriously. "The masses have responded to it strongly," it says.     It calls these "small coffers" a "cancer" and says they must be eliminated. The illegal phenomenon has resulted in inaccuracy in accounting, disturbance in market order, losses in state income and property and corruption, according to the circular.     It encourages all units concerned to check the problem by themselves and those that pretend to do so will be punished. It pledges to punish those who try to boycott the campaign or retaliate the tippers.     Those that are involving huge sum of the illegal treasuries or criminal activities will be handed over to judicial departments in accordance with law, according to the document.     The Central Authorities have set up a special leading group with members from the Central Commission for Discipline Inspection of the CPC Central Committee, the Ministry of Supervision, the Ministry of Finance, and the State Auditing Administration.     In the late 1990s, the Chinese Authorities conducted the first round of auditing and cracking down on "small coffers" throughout the country.

BEIJING, May 6 (Xinhua) -- Chinese President Hu Jintao and his U.S. counterpart, Barack Obama, on Wednesday discussed bilateral relations and the A/H1N1 flu epidemic during a telephone conversation.     Hu recalled that during their meeting at the Group of 20 summit in London in early April, he and Obama agreed to work together to build a positive, cooperative and comprehensive relationship in the 21st century.     The two leaders also reached extensive consensus on the establishment of the mechanism of China-U.S. Strategic and Economic Dialogues, joint efforts to tackle the international financial crisis, and enhanced coordination and cooperation on major global and regional issues, Hu said.     "Now, both countries are seriously implementing the consensus," the Chinese president said.     "China is willing to work with the United States to push for a healthy and stable development of China-U.S. relations," he said.     Obama, for his part, said the meeting with Hu was important because it outlined the future development of bilateral cooperation and made a good start on the China-U.S. strategic dialogue.     The United States appreciated China's efforts to promote bilateral relations, he said.     The Chinese president expressed sincere condolences over the A/H1N1 flu epidemic that has hit parts of the United States, and said the Chinese government has started emergency measures to prevent a spread of the disease.     "We are willing to keep contact with the World Health Organization, the United States and other parties concerned, and strengthen cooperation to jointly confront this public health challenge," Hu said.     Obama said his country has adopted effective measures against the disease and will continue to keep a close eye on the outbreak.     The U.S. president said he was looking forward to meeting with Hu again during a meeting of leaders of the Group of Eight nations and developing countries in Italy. HONG KONG, July 4 (Xinhua) -- The Bank of China (Hong Kong) Limited (BOCHK), the sole Renminbi (RMB) clearing bank in Hong Kong, announced here Saturday that it will launch RMB clearing services for trade settlement starting from Monday.     BOCHK said it had singed a clearing agreement with the People's Bank of China in relation to RMB business, and will invite banks and other financial institutions participating in trade settlement to sign a new clearing and settlement agreement.     On Wednesday, the People's Bank of China and other departments on the mainland jointly announced the "Administrative Rules on Pilot Program of Renminbi Settlement of Cross-Border Trade Transactions", allowing RMB settlement of cross-border trade transactions for the first time.     "The initiation of the Pilot Program is of particular significance. It will increase the source channels and the usage of RMB funds," said He Guangbei, vice chairman and chief executive of BOCHK.     Under the Pilot Program, enterprises will also have greater flexibility in selecting the settlement currency of cross-border trade transactions as well as increasing their capability to hedge exchange risk, minimize costs, and boost the efficiency and profitability of cross-border trade transactions, he said.     BOCHK, as a participating bank of RMB business, will take the lead in launching a wide spectrum of RMB trade settlement and finance services for its corporate customers to conduct RMB- denominated trade transactions such as remittances, collections and L/C services between Hong Kong and Shanghai, Shenzhen, Guangzhou, Dongguan and Zhuhai, said the vice chairman.
