Deputies say a woman attacked a mother and daughter on a Greyhound bus that had departed from Las Vegas. According to investigators, three strangers helped to save the child's life.The bus left Las Vegas shortly after 7 a.m. Monday and was headed to San Francisco. Teresa Ann Andrade Madrigal attacked the mother and child, just 45 minutes after leaving the station in Bakersfield, authorities report."The lady had the baby in her hand," said one passenger, "...and next thing I know, I heard she has a knife."Investigators say Madrigal appeared to be delusional. They say Madrigal grabbed the child around the neck and held her at knife point. That's when the child's mother started to fight the attacker.Soon, the bus driver and two other passengers jumped into action. The mother was stabbed in the abdomen. The men were able to help get the child  away from the suspect.In total, five people were hurt. We're told Madrigal, who was speaking to herself, was initially asked to get off the bus. The driver felt that it was safe to let the woman back on the bus after speaking with her outside.Right now, the investigation into this incident is ongoing. Investigators say Madrigal also stabbed herself. The child's mother, who has not been identified, had surgery on Monday.  She is expected to make a full recovery. It’s also where people can now meet big fines and possible jail time for not covering their faces.“I feel like my freedoms have been taken away and that I should have a choice,” said Kindra, a woman visiting this San Diego County beach town from Gilbert, Arizona.Others seem split on the city’s recent decision to spend ,000 from its COVID-19 relief fund to have sheriff’s deputies enforce mask wearing rules.“Spending money that we don’t have to create another enforcement just feels like a blatant misuse of government funds,” said commercial real estate investor David Thomas.“You have to adopt a cooperative attitude; we’re all in it together,” said Del Mar local Andrea Walters. “Would it kill you not to wear a mask? No!”The city also spent ,000 adding signs reminding people to wear masks.“To people who feel like their rights are being tread upon, I wish they would look at this in a different frame,” said Del Mar mayor Ellie Haviland.Haviland says this extra enforcement is not a scare tactic but rather a way to be as proactive as possible to help get this pandemic under control.“It has been shown in other communities around the world that enforcement is one of the key elements of getting the compliance needed in order to get people wearing masks and social distancing,” she said.Haviland added that anyone not wearing a mask and is less than 6 feet away from someone that’s not considered a household member is violating local health codes which could result in a ,000 fine and up to 90 days in jail.“I don’t think you can ever look for that to happen unless there’s something egregious,” said Del Mar-based lawyer Bing Bush, Jr. “It’s just a matter of public safety.”While Bush Jr. believes most people don’t have to worry about getting fined or going to jail for not wearing a mask, he says there is a lawful hierarchy across the county where cities are required to do at least the bare minimum when it comes to enforcing state and county health requirements.“I think where it gets kind of tough is where again you butt up against individual rights,” he said. “Folks aren’t quite used to having their so-called freedoms taken away for the public good and it’s a challenge.”It's a challenge city leaders say is based on facts and science not politics or individual beliefs.“This is strictly about what are we seeing working in other places and what are the health experts recommending that we do,” Haviland said.This added enforcement is a four-month program that runs through November. Delta Air Lines will not be opening up their middle seats on its planes anytime soon.On Thursday, the airline company updated its coronavirus safety policy and announced they would be closing off the middle seats through Jan. 6, which is considered a busy period for them because of the holiday season.For travel through Oct. 31, Delta said it would limit the number of customers on board all aircraft, limit the First Class cabin to half capacity, and block one aisle of seats on a plane without middle seats.USA Today reported that the company would cap capacity at 75% percent in the main cabin through Oct. 31. Damaging winds are agitating wildfires in Southern California on Thursday, forcing firefighters to stifle the flames.The largest of the fires was the Bond Fire, which claimed 7,200 acres of Orange County vegetation by early Thursday afternoon. The inferno was 0% contained as of Thursday afternoon, and doubled in size in just a matter of a few hours.Much of Southern California was placed under a red flag warning, high wind warning, and fire weather watch. Gusts are expected to reach 65 mph throughout the region, with some areas topping 80 mph gusts.The National Weather Service warned any fire that develops on Thursday could spread rapidly. There is also concern of down trees and power lines, which could add to the wildfire threat.Orange County Fire Authority issued mandatory evacuation orders for seven areas, and an additional seven areas were placed under voluntary evacuation orders due to the Bond Fire.Fire officials in Orange County said they were called to a structure fire in Silverado Canyon late last night that had spread into the brush."We had erratic, strong Santa Ana winds that quickly pushed the flames from the house into the vegetation," said Orange County Fire Authority Chief Brian Fennessy. "The fire grew rapidly." Fennessy said the Bond Fire has drawn a "robust response" from multiple agencies. Five-hundred firefighters are working to stop the Bond Fire, Fennessy said. (AP) — The wife of a man who was struck and killed by a Metrolink train in Southern California says investigators told her he pushed her out of the way.The Orange County Register reports Saturday that Jacqueline Gibson, of Lake Elsinore, said she was vacationing with her 71-year-old husband Ernest Gibson Monday when they crossed the tracks to return to their Dana Point campground.She says he suddenly told her to run. She found herself on the other side moments later as the train came through.Once it passed, she found her husband's body.She says investigators told her video from the train showed her husband pushing her out of the way.Metrolink officials say the area was restricted. Gibson says there were no signs indicating to keep out. 772
