SAN DIEGO (KGTV) — It's called "cuffing season" and San Diego is the place to be for participating singles.According to Match, cuffing season is defined as "when daters find someone to settle down within the colder months … and may or may not be a relationship that lasts until the spring."Essentially handcuffing yourself to someone for the winter, before parting ways in the spring.RELATED: The San Diego single scene doesn't offer much, study saysUsing data from its Singles in America study, which Match calls the nation's largest study of singles' dating habits, the site based its rankings on more than 5,000 singles of all ages in the U.S. That study says nationwide, 70 percent of Gen Z and 63 percent of Millennials are searching for love, with about 14 percent of singles saying pressure from family or friends is the key reason they seek out a long-term relationship. The survey adds that only 9 percent of singles are looking to date casually. With that in mind, San Diego ranked as the second best city for cuffing, behind only Indianapolis. Although cuffing season occurs in the winter months, many of the best cities are located in more temperate climates:1. Indianapolis, Ind.2. San Diego, Calif.3. Denver, Colo.4. Chicago, Ill.5. Memphis, Tenn.6. Charlotte, N.C.7. San Antonio, Texas8. Columbus, Ohio9. Houston, Texas10. Los Angeles, Calif.RELATED: Dinner with a view: 9 San Diego restaurants named most scenic in AmericaBut for those looking for a temporary date to help make the end of the year less lonely, many other big cities are actually the worst place to be, according to Match:1. El Paso, Texas2. Washington, D.C.3. Detroit, Mich.4. Philadelphia, Penn.5. Fort Worth, Texas6. New York, N.Y.7. Baltimore, Md.8. Boston, Mass.9. Dallas, Texas10. Seattle, Wash. When it comes to San Diego's dating scene, the climate itself can also be called temperate.According to a previous study by Apartment List, San Diego ranked 73 overall for best cities for singles. In that analysis, only about 22 percent of respondents were satisfied with the dating scene in San Diego. Between women and men, about 17 percent of women and 35 percent of men were satisfied with dating here.Another recent study also offered clues as to San Diego's iffy state for singles. That survey, also compiled by Match, found that the average price of a date in California ran singles about 6, one of the highest in the country. Those figures were based on a dinner for two, two movie tickets, and bottle of wine. 2511

SAN DIEGO (KGTV) — In 2004, San Diego taxpayers approved a transportation tax increase that earmarked 0 million for bike projects for more bike lanes, safety features on the roads for cyclists and foot traffic, and new walking trails.Friday, SANDAG said it's going to need more. Officials said rising construction costs have called for an additional million for the projects, many of which have been started. The money would come from funds already allocated for these types of projects.RELATED: Compromise proposed for 30th Street bike lanes in North ParkCritics of the increase in funding argue only one percent of San Diegans use bikes and costs of .5 million per mile built for these bike lanes is unjustified. The San Diego Bike Coalition says the funding is needed to provide San Diegans with more transportation options, reduce auto dependency, and increase safety of bicyclists. They add that an expanded bike network will help the county move closer toward greenhouse emissions goals.SANDAG has been working toward the biking goals since 2013, when the agency approved a 0 million Bike Early Action Plan. The plan, funded by the region's half-cent tax on public transit fares, includes 40 projects totaling 77 new miles of bikeways and paths around the county.Crews broke ground on the first phase of the project last December and expects to complete two projects by early 2022. 1405

SAN DIEGO (KGTV) - If San Diego County has a case rate higher than 7.0 next week, it could be moved into the state’s purple tier which is the most restrictive tier for area businesses.Wednesday, county health officials said San Diego County was at a 4.5% testing positivity rate and 7.9 cases per 100,000 people. The current case rate it over the state's threshold of 7.0 cases per 100,000 residents reserved for the purple tier, the state's most restrictive.According to a breakdown from the California Department of Public Health, retail stores will have to lower to 25% capacity indoors, from 50% capacity.Restaurants must move to outdoor dining only, after operating at 25% capacity indoors or 100 people, whichever is fewer.Shopping centers will move to 25% capacity with closed common areas and a closed food court. They're currently operating at 50% capacity with closed common areas and a limited food court.Personal care businesses must move to outdoor operations after working indoors with modifications.Museums, zoos and aquariums will go to outdoors only after operating at 25% capacity indoors.RELATED: San Diego County wants SDSU's coronavirus cases nixed from case ratePlaces of worship and movie theaters will be held outdoors only, after operating at 25% capacity or 100 people.Gyms and fitness centers will also have to go outdoors only, after being open at 10% capacity indoors.Professional sports will remain the same and continue to operate but without live fans in stadiums. While the county's testing positivity has sat in the third tier (orange) for two weeks now, a county must meet both metrics for two weeks to move forward with less business restrictions."At a minimum, counties must remain in a tier for at least 3 weeks before moving forward ... To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier," the state's website says. 1998

SAN DIEGO (KGTV) — Jonathan Goldwasser was one of the first business owners to set up shop inside One Paseo in Del Mar Heights. He opened the Parakeet Cafe when One Paseo’s retail area launched in March 2019 - and followed that up a few months later with Juice Crafters. He says business is of course best when the plaza is full. However, One Paseo has been anything but full since March, when coronavirus restrictions went into effect.“This has been hard,” Goldwasser said. “We went from maybe 20 employees to four.”Things, however, changed this week, when One Paseo fully reopened its retail center. On Thursday, there were people sitting at its socially distant tables and chairs, while shoppers in masks walked down its courtyard.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said, noting he’s back up to about 20 workers.About 25% of the center’s 40-plus businesses are mom-and-pops that rely on foot traffic.Juice Crafters closed entirely and Parakeet Cafe was reduced to takeout and delivery, sales going down 80%. They’ve since recovered and are now off 40% from pre-coronavirus levels.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said. The City Council approved One Paseo, a residential, retail and office complex in 2015. However, a referendum from nearby residents and the mall across the street ensued. Developer Kilroy scaled back the center to its current 0 million version, which opened last year just south of Del Mar Heights Road. Now that it’s open, there are social distancing rules in place. The center has also increased security to ensure the rules are followed and added sanitation protocols. Most of One Paseo’s retailers are now open from 11 a.m. to 7 p.m. 1789
