CARLSBAD, Calif. (KGTV) - After a woman died in a jet ski crash in the Agua Hedionda Lagoon in Carlsbad on Sunday, Stephen and Aimee Cochrane were confronted with a painful memory.“I just cannot believe that this would have happened. It’s just wrong,” said Aimee.Her indignation was amplified by the fact that she and her husband were involved in a crash in the same lagoon in July of 2016.They had decided to rent a jet ski on their anniversary, something they had never done before.“We wanted to do something different,” recalled Stephen.But when they got to California Watersports at the Agua Hedionda Lagoon, they had second thoughts.“It was wild. It was mayhem out there,” said Stephen, describing the busy activity on the water.Despite their hesitations, they decided to go for it. But before they had even completed one lap around the buoys, they said they were t-boned by another rider.“We both flew off the jet ski,” remembers Aimee.Stephen said he momentarily blacked out. Aimee remembers swimming over to him and seeing him face down in the water.He was eventually pulled onto a boat and taken into an ambulance. He said he ended up with three broken ribs and a fractured sternum.Aimee suffered some cuts and bruises on her legs, but no broken bones.Stephen said he had to take three weeks off of work and pay ,000 in out of pocket medical expenses. He says he still has pain in his chest from the injury.After the crash, they said they had no contact with the owners of the rental company. They said they were unaware if the company had made any changes to prevent future crashes.10News spoke to an employee at California Waterspouts who said they would not be providing any statements. On the same day, students at Sage Creek High School read letters of appreciation to their loved ones. One student wrote his message to his older sister who survived the shooting in Thousand Oaks. Teenagers are not known to pour out their feelings. But for Sage Creek High School students, it is a requirement for their English class. As part of a senior assignment called "Project Gratitude," students expressed their thanks to those who helped shape their lives. They were to write a letter, call the recipient, and reflect. “I know I don’t show it often, but I’m so proud to have you as my mom,” Izabella Razmi said. Her letter was to her mother, US Navy Captain Shay Razmi. During her deployments, Izabella was the woman of the house.  954

The question of who is responsible for paying to fix it has the City of Carlsbad battling with those who live in Camino Hills.“It’s been a tremendously stressful experience for everyone,” said Mike Perry, who has lived in Camino Hills since 2001. Joe Matthews has called the Camino Hills community his home for about 19 years. “We have lunch out here, sometimes dinner,” Matthews said, as he showed Team 10 the front patio area where he relaxes with his wife. “The grandkids come visit.”“It’s a really wonderful community,” Mathews added. What he did not know was something was going on beneath the surface. “It came as a real surprise,” Matthews said. According to court documents filed by the Camino Hills Homeowners Association in 2018, the City of Carlsbad noticed damage to the pavement and sidewalk right by Camino Hills Drive back in 2007. In January 2009, a geotechnical firm placed devices in the slope to track the movement. There was more slope movement detected during the El Ni?o rainstorms from 2016 and 2017.To fix the issue, it could cost anywhere from 0,000 to about million, according to Elizabeth French. French represents the Camino Hills Homeowners Association. She said the city did not fix the problem properly in the first place. “The city actually knew that there was an ancient landslide at this location and rather than make the developer make a more expensive repair, they allowed the developer to put in a subsurface buttress made of soil, but in recognition that that wasn’t the best repair,” French said. She said when this community was being built, the City of Carlsbad entered an agreement with the developer of Camino Hills. In the indemnity agreement, French said it required the developer to fix any problems for up to 10 years after the community was built. Camino Hills was built in the mid-1980s and the developer is now out of business. French said the city is now asking the residents of Camino Hills to foot the bill.“There’s nothing in this association’s government documents alerting any of the prospective purchasers that there’s this enormous liability out there, that they could be tasked with addressing down the road and that kind of notice is required in the law,” French said.Joanne Stout’s modular home is right by Camino Hills Drive. “This is it. This is where I’m going to be until they carry me out of here,” Stout said. Bulgarian authorities are investigating the rape and murder of an investigative reporter in the northern city of Ruse, the third journalist to have been killed in the EU this year.The body of 30-year-old Viktoria Marinova was found on Saturday near a pedestrian alley in an area with heavy vegetation, Bulgarian state media reported.Preliminary investigations showed the cause of death was blows to the head and suffocation.Bulgarian Interior Minister Mladen Mladenov described the murder as "exceptionally brutal" and said Marinova was raped before she was killed, according to state media. He said the country's top murder investigators had been sent to Ruse to work on the case.It's not clear if Marinova's murder was related to her journalistic work. Authorities are working to identify witnesses and potential motives for her murder.Bulgarian media reports said that over the last year Marinova had reported on an ongoing investigation into alleged corruption involving European Union funds for the broadcaster TVN.
