Jerry Brown today appointed a former Del Mar councilman to the 22nd District Agricultural Association Board of Directors and reappointed two other San Diego County residents to the panel.Brown named Del Mar resident Donald Mosier, 74, to a four-year term on the board that governs the Del Mar Fairgrounds on behalf of the state via a nine-member board of directors. The governor appoints each member of the board to serve a four-year term.The District Agricultural Association is a subdivision of the California Department of Food and Agriculture, charged with holding fairs and exhibitions that highlight "various industries, enterprises, resources, and products of the state," according to the CDFA.The governor reappointed attorney Frederick Schenk, 65, and Lisa Barkett, 59, who have served since 2011.Mosier is the Climate Action Plan facilitator for the city of Del Mar and is a member of multiple governing boards, including the Del Mar Community Connections Board, the American Association for the Advancement of Science and the Climate Action Campaign Board of Directors. He served on the Del Mar City Council from 2008 to 2016 and was a professor at the Scripps Research Institute from 1992 to 2016.Barkett, who was vice president of Merjan Financial Corp. from 1989 to 2013, is a member of the Board of Trustees for both the University of Southern California and Rady Children's Hospital.The appointments do not require confirmation by the state Senate. SAN DIEGO (CNS) - A man charged with murder and arson for allegedly setting a fire that killed his parents and sister at the family's Logan Heights home had previously made statements about burning the house down and set fires around the home on several prior occasions, according to preliminary hearing testimony today.Wilber Romero, 27, is accused of setting the Oct. 13, 2019, blaze that sparked at around 4:30 a.m. and killed the defendant's father, Jose Antonio Romero, 44; his mother, Nicalasa ``Nico'' Maya-Romero, 46, and his sister, Iris Romero, 21.The defendant's father was found dead inside the home at 3114 Clay Ave., while his mother and sister died at a hospital. Romero's then-24-year-old sister, Wendy, and his then-17-year-old brother, Angel, were injured in the fire. Bystanders pulled Wendy out of the home, while Angel escaped through a window.The preliminary hearing will determine whether Romero will stand trial for charges that could have him facing life imprisonment if convicted. The hearing will resume Thursday with additional testimony. Romero remains in custody without bail.Police witnesses testified Wednesday that the surviving family members told investigators that Wilber had a history of setting fire to portions of the home or objects surrounding the residence.Angel Romero told a San Diego police investigator that Wilber set fire to the house's roof a few weeks prior to the fatal blaze, and had set fires around the house on about a dozen prior occasions, according to Detective James Barrera of the San Diego Police Department. Angel also allegedly told Barrera that his brother had previously talked about ``burning the house down and burning everybody in it.''Wendy Romero told SDPD Detective Marco Perez that Wilber had previously set fire to plants and a trash can, and also burned his clothes in a barbecue on one occasion. During the blaze, Wendy said she saw Wilber outside the home running back and forth in the street yelling at her to open the door. She told Perez that she screamed for him to help her and he ``ignored her'' and ran down the street toward a nearby park.Prosecutors say that during the fire, Wilber Romero slipped out of a side door with the family dog and escaped the fire unharmed. He was detained near the scene.Detective Gary Phillips testified that a lighter was found on the defendant on Oct. 13, and that Romero was unscathed, without any burns or soot on his clothing or body. Romero was not booked into custody on suspicion of murder until Oct. 18.Prior to his arrest, Romero appeared in local television news interviews denying any involvement with the fire and stating he tried to save his family, but was forced to save himself.Regarding allegations of his involvement, he said in one interview, ``You can lock me up, but you're not going to take me in to say this, `I did it.' SAN DIEGO (CNS) - A wrongful death lawsuit was filed Monday on behalf of the family of a 24-year-old woman who died last fall at the Las Colinas Detention Facility in Santee.Elisa Serna died Nov. 11, 2019, a few days after she was booked into the county jail.Earlier this year, the sheriff's department said Serna died from complications of drug abuse, with a contributing factor of early intrauterine pregnancy.The lawsuit filed in San Diego federal court alleges jail staff were aware of Serna's substance abuse and subsequent withdrawal symptoms, but did not provide her with treatment. Though Serna was fainting, had low blood pressure, was vomiting regularly and displaying odd and incoherent behavior, jail staff "ignored the obvious signs of medical distress" and "failed to provide proper medication as Elisa's condition was worsening," the complaint alleges.Sheriff's officials could not immediately be reached for comment on the suit, which names San Diego County and Sheriff Bill Gore as defendants.Plaintiffs in the suit include Serna's parents, Michael and Paloma Serna; her husband, Brandon Honeycutt, and a minor child referred to as S.H.The sheriff's department has come under fire recently over a spate of deaths among county jail inmates, which were referenced within the complaint.The lawsuit cited news reports indicating the county had the highest jail mortality rate among the state's largest counties, and said prior deaths from inmates suffering from withdrawal symptoms should have made jail staff aware of the potentially fatal consequences of those symptoms.The suit also alleges staff are inadequately trained and in-custody deaths at county jails are not being properly investigated."Even though inmates are dying or suffering catastrophic injuries at an alarming rate at San Diego County jails, the medical and correctional staff whose actions or inactions cause the deaths are not investigated; not informed of their failures; not given further training or remedial instruction; and are not monitored or closely supervised after these adverse events," the lawsuit alleges. 2111

SAN DIEGO (CNS) - Lyft opened a 35,000-square-foot "Driver Center" Tuesday in a former Toys "R" Us store in Bay Park to provide a one-stop location for its drivers to go for vehicle repairs, maintenance and other support services."We're proud to open one of Lyft's first Driver Centers in San Diego to further meet our drivers' needs directly," said Lyft Southern California General Manager Hao Meng. "We know that maintaining a vehicle can add up and our goal is to service drivers' vehicles in a timely and affordable way so they can get back on the road."The facility at 1240 W. Morena Blvd. will be staffed by 20 vehicle service specialists, driver support and onboarding staff.Mayor Kevin Faulconer, San Diego Regional Chamber of Commerce President and CEO Jerry Sanders and other community leaders were on hand for an opening ceremony.The Driver Center is designed like a race car pit stop, according to the ride-hailing company, with technicians working in teams to quickly get repairs completed and drivers back on the road.Available vehicle services include oil changes, tire rotation, and replacement of tires, brake pads, wiper blades, spark plugs, filters and batteries, along with free diagnostic assessments.
