Republicans on the Senate Judiciary Committee completed a significant step in confirming President Donald Trump's pick for a new Supreme Court justice on Thursday, despite Democrats' attempts to throw up parliamentary roadblocks in an attempt to delay the process.The committee reconvened at 9 a.m. ET on Thursday — four hours earlier than was previously scheduled — and held a vote that sent Barrett's confirmation to the Senate floor. No Democrats were present for the vote, following the promise of Senate Minority Leader Chuck Schumer, D-New York, who said Monday that they intended to "boycott" the vote.Committee rules require that a quorum — or a minimum number of senators from the minority party — be present at the meeting for a vote to take place. Republicans simply changed the committee rules and voted anyway.Schumer tweeted Wednesday that he will force a vote to adjourn the Senate until after the election. That vote will likely fail, given that Republicans control the Senate. He and other top Democrats will hold a press conference later on Thursday.According to The Washington Post, some Democrats placed cardboard cutouts of their constituents who have benefitted from the Affordable Care Act in their seats.Senate Majority Leader Mitch McConnell says he plans to keep Senators in Washington through the weekend to focus on Barrett's confirmation. McConnell has said he plans to conduct the full Senate vote on Barrett's confirmation on Monday. At this point, only two Republicans appear to be wavering in their support for Barrett, meaning her confirmation should still pass with at least 51 "yes" votes.Thursday's vote comes after the committee held four days of hearings last week. While President Donald Trump has said that he would only nominate a Supreme Court justice which he believed would rule against abortion rights and the Affordable Care Act — and Barrett's past opinions and rulings indicate she fits those qualifications — she mostly avoided answering specific policy questions, citing the precedent set by other future justices during their confirmation hearings.Democrats have argued that the Senate should hold off on appointing a Supreme Court justice until after the November election, considering that a Republican-controlled Senate chose to keep a seat vacant for nearly nine months ahead of the 2016 election rather than grant President Barack Obama's nominee a hearing.Republicans have said that because they control the White House and the Senate, they have an obligation to those that voted for them to fill the seat immediately. Opinion polling indicates that most Americans would prefer the seat be filled by whoever wins the 2020 election.Should she be confirmed, Barrett would replace Justice Ruth Bader Ginsburg, a liberal stalwart who served on the high court for nearly three decades. 2846

President Donald Trump told lawmakers on Thursday he was scrapping a planned pay raise for civilian federal workers, saying the nation's budget couldn't support it.In a letter to House and Senate leaders, Trump described the pay increase as "inappropriate.""We must maintain efforts to put our Nation on a fiscally sustainable course, and Federal agency budgets cannot sustain such increases," the President wrote.An across-the-board 2.1% pay increase for federal workers was slated to take effect in January. In addition, a yearly adjustment of paychecks based on the region of the country where a worker is posted -- the "locality pay increase" -- was due to take effect.Trump said both increases would no longer happen."I have determined that for 2019, both across the board pay increases and locality pay increases will be set at zero," he wrote.He stressed the change wouldn't affect the federal government's ability to attract qualified workers, and wrote the government would focus on "recruiting, retaining and rewarding high-performing Federal employees and those with critical skill sets."The implications of Trump's decision on the locality pay increase were not immediately clear. Workers based in more expensive parts of the country are paid higher salaries to compensate for the higher cost of living.In his letter, Trump wrote the locality increase in 2019 would average 25.70% and cost the federal government billion. But he did not say whether the locality adjustments already in place would remain in effect and the White House did not immediately clarify.Pay for military personnel will not be affected by Trump's decree; instead, US troops are due a 2.6% pay increase next year. Trump frequently trumpets the military pay raise while listing his administration's accomplishments. The raise came as part of a massive 6 billion defense spending bill that Trump signed earlier this month.That measure, along with a new two-year federal budget and tax cuts heralded by Republicans, have led to accusations Trump is ignoring the federal deficit, despite promising he would address it as president. The tax plan alone is expected to increase the deficit by .4 trillion over 10 years, according to a government estimate.Reaction from Democrats was swift, particularly those from states adjacent to Washington, where large numbers of federal workers reside."Zero. This seems to be how much respect President Trump has for federal workers," wrote Sen. Ben Cardin, D-Maryland, in a statement. "It is outrageous and hypocritical that after spending billions of taxpayer dollars on unnecessary tax cuts for the wealthy and big corporations -- and as the President boasts about the 'great' state of the American economy, that suddenly the White House finds that there is zero money left to pay a minimal cost-of-living adjustment to the patriotic, dedicated public servants."While the Washington area contains the largest concentration of federal workers, only 1-in-6 civilian employees of the government live in the region.The state with the largest number of federal workers is California, followed by Virginia, Washington, DC, and Texas. 3164

Renowned Tulsa saxophonist and Race Massacre survivor, Hal Singer, has passed away, just a few months shy of his 101st birthday.The French city of Chatou announced the news of his death. RANCHO BERNARDO (KGTV)- A coyote with piping trapped around her neck is still suffering, much to the chagrin of neighbors and animal rescue organizations.Katie Ryan first noticed the mother coyote was in trouble April 15th. She has an outdoor camera that captures her side yard in the overnight hours and, prior to this, she's seen lots of animals travel through."We moved in a little over 3 1/2 years ago, and we had no idea that we were moving onto a pathway for all types of wildlife. We've had a raccoon on a nightly basis recently, one of my neighbors had deer, we've seen roadrunners," she said.Katie's worked tirelessly, monitoring the coyote from her window and calling organizations to get help. "[I'm] making sure she's safe and that no one's out trying to injure her more than she already is," she said.The Fund for Wildlife Animal Center, based in Ramona, brought out a large trap, filled it with bait, but the raccoons got to it before they could trap the coyote.Katie had them remove the trap last weekend after a week of no luck. Her hope is another rescue group will be able to trap the coyote Monday night."I want it humane, I don't want, I did talk with some people who... I was not happy with their trapping ideas because she's already in such bad condition," she said.Katie has grown so invested in the animal, she and her husband came up with a name for her, "because of the tubing around her neck, my husband and I were just joking around about it and we just said it reminds us, she looks like a turtle. So we called her Myrtle the Turtle."As time goes on, the situation becomes more desperate. Katie's pictures show how thin Myrtle's become over the past month and she's worried about Myrtle's pups."She's very cut up and could be septic at this point and I noticed she's starting to have problems with her hind legs and her hips," Katie said. "Just watching her try to move from A to B, is painful, it really actually gives me physical and mental pain to see her in that kind of distress."PETA has gotten involved, saying they want to help. The Fund for Wildlife Animal Center says they have room and experts ready to help once Myrtle's caught.If you find a wild animal, you are advised to not approach it, touch it or feed it, contact animal rescue personnel. 2343

  

President Donald Trump's re-election campaign used a photo of a survivor of the Parkland, Florida, shooting in an email Saturday that asks its recipients to donate money to the campaign.The email contains a photo of 17-year-old Madeleine Wilford in a hospital bed surrounded by her family, Trump and the first lady.
