LOS ANGELES (CNS) - Los Angeles City Councilman Mitch O'Farrell and the city's Bureau of Sanitation will remind all restaurant managers that starting Tuesday they will be required to withhold plastic straws unless a customer requests them. ``The new city law picks up where the state law stops,'' O'Farrell said in April. ``As a coastal city and state, we owe it to our environment to do everything in our power to ensure we reduce single-use plastic waste.'' The first phase of O'Farrell's ``Straws on Request'' initiative took effect this year on Earth Day, which applied to businesses with more than 26 employees. The new law takes aim at reducing single-use plastic waste from littering beaches and waterways, O'Farrell said, and it applies to restaurants of all sizes. O'Farrell plans to speak this morning at a news conference with various city officials and local restaurant owners. Both the state and county recently adopted a single-use plastic straw policy, but O'Farrell said Los Angeles' law is more restrictive. In drive-thru restaurants, the customer will be notified to ask for a straw if one is needed. O'Farrell cited a report from the nonprofit Lonely Whale's campaign called Strawless Ocean, which stated Americans throw away 500 million plastic straws each day. Worldwide, plastic straws are among the top 10 marine debris items, according to the environmental advocacy group. 1404

Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer.The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests.It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests.The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations.As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines.When it comes to schools in San Diego County, in-person learning is still prohibited. LOS ANGELES (CNS) - A new COVID-19 testing site will open at Dodger Stadium Tuesday, which city officials say will accommodate three times more people than any other testing site in Los Angeles County.Los Angeles Mayor Eric Garcetti, Los Angeles Fire Chief Ralph Terrazas and Dodgers CEO Stan Kasten will be on hand for the site's official opening at 10 a.m.In announcing the center on Friday, Garcetti said health officials would be testing as many as 6,000 people a day at the new location."I know that we all have fond memories of summer nights at Chavez Ravine, taking in a game and cheering on our boys in blue. Now, even with baseball season on hold, we can still go to the stadium to find help and hope," Garcetti said. "And we have specifically designed this site to move people through the process quickly, alleviating long lines and wait times."Video screens will show footage of how the test works to drivers waiting in line, in an effort to make testing quick and keep lines moving.Any Los Angeles County resident can get tested for free, but must make an appointment online ahead of time. LOS ANGELES (CNS) - A bout of overnight rain will have the potential to unleash rockslides, mudslides and minor debris flows in areas recently stricken by wildfires, National Weather Service forecasters said.The NWS said there's a chance of rain Wednesday evening, a virtual certainty of it after midnight amid southwest winds of around 15 miles per hour and a 50 percent chance on Thanksgiving morning, followed by a partly cloudy afternoon.Between seven-tenths of an inch and an inch-and-a-quarter of rain are expected to fall on coastal slopes and in the foothills, which could trigger slides over areas denuded by the Woolsey Fire in L.A. and Ventura counties and the Hill fire in Ventura County, forecasters said. Highway 1 and Santa Monica Mountain canyon roads are particularly vulnerable, they said.Authorities reminded Southlanders in burn areas of flood safety preparations that should be made before the rain starts.RELATED: Light rain falling in Northern California could hurt Camp Fire search effortThe Woolsey Fire unified command warned that mud and debris flows ``are a very realistic threat to the communities affected by the Hill and Woolsey fires.
