SAN DIEGO (KGTV) -- COVID-19 outreach in the Latino community is getting a boost after San Diego County partnered with promotoras to help with contact tracing. Promotoras, which literally means promoters, are bilingual community health workers. The goal is to lower the high number of COVID-19 cases among Latinos in the county. Latinos and Hispanics make up almost 63% of COVID-19 cases in the county, but Latinos make up only 34% of the population.The promotoras are members of the communities where they will be working. The county announced the partnership at the beginning of August and now the promotoras are out in the community helping with contact tracing. The promotoras will work in underserved communities and Latino neighborhoods. ABC 10News spoke to two promotoras working with South Bay Community Services. They are getting ready to start on September 1st. In total, 17 promotoras with the organization will start on that day. They've all received hours of training and are certified contact tracers. The promotoras will have the task of reaching out to the close contacts of positive COVID-19 cases. The contact is made over the phone or via email and text and the promotoras will ask things about testing and if they're presenting any symptoms. The county's partnership also includes promotoras from San Diego State and will include promotoras that speak other languages like Tagalog and Arabic. 1421

SAN DIEGO (KGTV) -- Another report of BB gun vandalism, this time in Mission Hills, has police warning residents all over San Diego to be alert. The latest report of vandalism came Thursday at a string of businesses in Mission Hills along the 4000 block of Pacific Highway. Pictures of the area show holes in glass and workers boarding up large windows damaged by the vandals. Wednesday night, police sent out a news release stating the suspects are believed to have fired BB gun pellets, causing damage to vehicle windows or store windows. Previous incidents were reported between June 24 and July 8 in the late evening and early morning hours. SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. If not, they could apply for another permit. East Village alone has seen multiple businesses shut its doors in recent months, including Smashburger, Bottega Americano, SOL CAL Cafe, The Market Hall and Tilted Kilt Pub and Eatery.  1054
