SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. Testers ran speed software every two minutes on sets of Samsung Galaxy S10 series phones for about 15 minutes in each location.For San Diego County, AT&T scored the "fastest" title ahead of T-Mobile, Verizon, and Sprint."In San Diego, AT&T had nearly double the average download speed of the next-fastest network, with excellent reliability," PC Mag writes. "The carrier has been spreading its 5G Evolution LTE improvements up and down the California coastline, and we really saw the positive benefits this year."AT&T's average download speed was recorded at 90.7 Mbps, compared to Sprint's 51.5 Mbps, T-Mobile's 44.2 Mbps, and Verizon's 36.4 Mbps averages. Uploads over 2 Mbps were successful 97% of the time on AT&T's network, 96% on Verizon, 94% on T-Mobile, and 74% on Sprint.Overall, AT&T, T-Mobile, and Verizon were all given a 100% reliability score. SAN DIEGO (KGTV) - It’s a great time to buy a used car. “These deals are once in a lifetime,” said Ivan Drury, a used car expert with Edmunds. Amid the uncertainty caused by the coronavirus pandemic, used car prices have been decreasing. According to Bloomberg News, the average price of a used car fell 11.4% from March to April. Drury predicts those prices could continue to fall, as desperate rental car companies start to offload unused inventory. Hertz, which filed for bankruptcy on Friday, has a fleet of about 500,000 vehicles. It’s unclear what their plan is for them, but Drury suspects they will only keep enough to maintain a basic level of service. “That influx of used vehicles will have a dramatic impact on price,” he said. Adding to the supply of used cars, Drury predicts that some drivers who have leased cars will hold on to them for a few more months rather than trade them in. But in several months to a year, he expects that could lead to another flood of used vehicles. “You kind of have a perfect storm for used car values to drop even further,” said Drury. 1090

SAN DIEGO (KGTV) - It's rattlesnake season year-round in San Diego but now is the time they come out in full force due to warmer temperatures.San Diego Animal Services says the number of urban sightings this April is higher than this time last year, 94 versus 87. However, for the whole year, sightings are down compared to 2017.Rangers at the Mission Trails Regional Park say hikers should not panic if they see a rattlesnake on the trail. They even recommend taking a picture if you're a safe distance away.RELATED: What to do in the event of a rattlesnake biteRattlesnakes common throughout Mission Trails are the Southern Pacific and Red Diamond. Each can be several feet long and can strike about half their body length.Hiker and volunteer guide Daryel Stager recently spotted a five-foot Red Diamond rattlesnake eating a possum."I thought it was pretty cool, I don't usually see them with prey they've killed," said Stager. "They want to be left alone and get some rays - like going to the beach."Experts recommend keeping dogs leashed so that they do not startle a rattlesnake off the trail.  1112
