SAN DIEGO (KGTV) -- A San Diego woman has filed a claim against the San Diego County Sheriff’s Department after she says she was groped by one of their deputies.The complaint by the unidentified "Jane Doe" alleges that Deputy Richard Fischer "rubbed and fondled" her on Aug. 20, the San Diego Union-Tribune reported.It claims Fischer was sent to her home with another deputy about 3 a.m. for a welfare check, but he returned alone an hour later and asked to be let inside."Fischer lied to her and said he needed to use her restroom," the claim states. "Jane Doe let him into her home, but immediately realized the restroom claim was just a ruse to get in the house."It goes on, "Fischer told the woman he thought she was cute, hugged her for 10 seconds without consent and then rubbed his hands down her torso, shoulders, arms, back and buttocks. After the hug, he told her again he thought she was good looking, then hugged her again; the woman resisted more aggressively the second time.The woman has now filed a million claim against the San Diego County Sheriff’s Department.In response, the department has placed Deputy Fischer on administrative assignment.The department responded to the claim in part by saying, “…the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations.”The woman says she has no surveillance video to back up her claim, but thinks the sheriff’s own technology will provide proof of her claim.The woman said when Deputy Fischer came back to her home, he arrived in one of the department’s marked vehicles, vehicles that have GPS monitoring.Among the allegations against the Sheriff's Department are sexual assault and battery, sexual harassment and infliction of emotional distress.Read the department's full statement below: "The Department has received a complaint and claim from a female adult alleging inappropriate hugging by Deputy Fischer.  The employee was immediately moved to an administrative assignment upon notification of the complaint.  The Sheriff's Department does not comment on pending criminal or internal investigations.  However, the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations." 2372

SAN DIEGO (KGTV) - An old airport terminal turned innovation lab hopes to ultimately improve the customer experience at San Diego International Airport (SAN).The second group of innovators has begun the 16-week accelerator program to "field test" and develop their concepts in a real-world airport environment.The Innovation Lab was launched to reduce barriers for innovators to break into the aviation industry. Its goals are to develop concepts that can enhance the passenger experience, improve operational efficiency, increase revenues and/or decrease costs. The 3,500-square-foot space offers a functional mini-terminal area with ticket counters and a bag claim carousel, all without passenger or security concerns to work around."We wanted to provide a location where we could invite innovators in to test their solutions," said Rebecca Bloomfield, spokesperson for SAN. Jon Wisner, Director of Business Development & Partnerships at HOHM Inc., says they've already gotten good feedback on a sleeping pod they hope to bring to airports. "What we are trying to validate is the best usage for the pod - whether it be used for a nap, lactation room, or privacy just in general, meditation, prayer," said Wisner. The pods are currently being tested by airport staff. The five entrants include: AirporTour - testing interactive airport guides with audio tours Ciari Guitars, Inc. - offering a guitar kiosk featuring a foldable, travel guitar where travelers can play and/or listen to music while relaxing HOHM, Inc. - providing high-tech sleep pods for travelers to rest in for 30-minute to four-hour periods in otherwise underutilized space InnoTech Systems LLC - using autonomous robot guides to provide navigation through the airport and other travel assistance Nuvve Corporation - pioneering vehicle-to-grid applications at airports with excess electric vehicle (battery-stored) energy sold back to the grid or buildings during peak demand timesAt the end of 16 weeks the companies will have a chance to pitch their company and hopefully land a contract with SAN. 2085

SAN DIEGO (KGTV) — An SDG&E outage knocked out power to hundreds of South Bay customers Friday, including a money exchange operator whose backup generator may have contributed to a health crisis.According to SDG&E, about 703 customers in the areas of San Ysidro and Otay Mesa were affected by the outage that began at about 6:40 a.m. Service was supposed to be restored by 10:30 a.m., but that was pushed back to 12 p.m.Two people became ill and were taken to the hospital from a money exchange business using a power generator.According to SDG&E, a substation experienced a technical issue in which a capacitator failed. SAN DIEGO (KGTV) -- Americans are spending more and more time commuting for every day while others aren’t commuting at all, according to a new report. The report, released Thursday by Apartment List, claims that the number of “super commuters,” people who travel more than 90 minutes to work each way, has increased by more than 31 percent since 2005. In the same time frame, the number of Americans working from home has increased by 76 percent, according to the report. RELATED: San Diegans lost dozens of hours in 2018 due to traffic congestionIn San Diego, nearly 26,000 people are considered super commuters, totaling 2.1 percent of the population. Another California city, Stockton, pulled ahead of all other metros in the U.S. with more than 11 percent of its population considered super commuters. Apartment List says the cheaper cost of living when compared to the San Francisco Bay Area is a contributing factor. While the share of super commuters in San Diego may be modest, some people have decided not to commute at all. Apartment List says creative and technical jobs lead the working from home charge. The list includes arts, design, entertainment, sports and media. Despite long commutes, there may be some good news. The report claims that those who work from home may enjoy higher earnings because they typically live in high-wage metros. SAN DIEGO (KGTV) - A teenager was struck by a San Diego trolley near Petco Park less than an hour after the end of the Padres opening day game.The incident happened about 5:30 p.m. at 600 Park Blvd., near Market St. The location is several blocks from the ballpark and was busy due to fans leaving the game.The 19-year-old man who was hit was conscious and breathing, officials said. There was no word on the nature of any injuries or the impact on trolley service.Emergency officials did not indicate whether the teenager had attended the Padres game. 565
