SAN DIEGO (KGTV) - A local college professor says her a electric scooter ride ended painfully after the scooter turned off in the middle of the ride.Jenny Mahoney, a professor of biology and kinesiology at Point Loma Nazarene University, was with three friends on scooters in December, headed to December Nights in Balboa Park. She says her friends were on Bird scooters, while she was on a Lime scooter with plenty of charge. The ride came to an end two minutes along Harbor Drive near the airport."I was in the bike lane and went from full speed to a dead stop," said Mahoney. She says the screen went blank as the scooter shut down. She remembers her body slamming into the handlebars and was then thrown off the scooter."A lot of pain. I wasn't able to breathe. Got the wind knocked out of me," said Mahoney.Mahoney says one of her friends crashed into her. He got up and carried her out of the bike lane. She suffered a broken bone in her hand, and a sprained wrist and ankle."You assume when you're on these scooters and following all the safety rules rules, you're going to get to your destination safely, but that didn't happen," said Mahoney. The question now: Has it happened before? Mahoney filed a claim with Lime before hiring attorney Evan Walker. Walker tells 10News he just got another call from a Seattle tourist whose wife remains hospitalized in San Diego from a similar incident with a Lime scooter."My understanding is that there have been numerous complaints of a similar nature made about these devices and that Lime is well aware of these complaints," said Walker. In late February, Lime issued a warning to riders of a technical bug that caused sudden excessive braking, usually downhill. Lime says in those cases, the scooter didn't shut off. While Mahoney doesn't know if those cases are related, she doesn't believe her incident is the only one. "I want them to take responsibilities for these injuries that are occurring ... and I want people to be aware, it's not as safe as they think it is," said Mahoney.A Lime spokesperson declined to talk about Mahoney's incident but issued the following statement: “Our entire global fleet has now been fully updated with the final firmware fix that appears to have eliminated occurrences of excessive braking, and we continue to closely monitor the issue to ensure it is categorically resolved.” 2375

SAN DIEGO (KGTV) - A pair of recent restaurant closures are highlighting some of the struggles owners are facing as the industry grapples with major shifts in the way it does business.Last month, Brooklyn Girl in Mission Hills and Urban Solace in North Park both closed their doors. Facebook posts thanked long-time customers but gave few answers as to why.Industry experts think it's a sign of bigger problems in the hospitality sector, as rising costs and changes in people's behavior are combining in a "perfect storm" of problems.RELATED: El Pollo Grill to open new location in Chula Vista"These are seasoned operators, people who have been in business for a long time. And for one reason or another they're just stumped," says Stephen Zolezzi, the President and CEO of the Food and Beverage Association of San Diego. His association tracks the total number of licenses given out in San Diego to food and beverage vendors. Zolezzi says over the last three years, there's been an increase of 300 licenses. While that may make it seem like the industry is growing, Zolezzi sees it differently."Previous years, we've seen increases of 1,000 or 2,000 licenses," he says.RELATED: Restaurant closing in Coronado highlights uncertain future for Orange AvenueZolezzi says the cost to operate a restaurant is becoming too expensive to manage. The prices of rent, insurance, and goods have all gone up in the past year. There are also higher labor costs because of minimum wage hikes and low unemployment creating favorable hiring conditions for employees. But cost isn't the only factor."Customer loyalty, today, is really at a low," says Zolezzi. His members say diners now would rather go to multiple places once than become regular, dependable customers at a few spots."You could be doing everything right," he says. "Great food, great service, great value; but the customers just move on because there's something else."RELATED: New east Chula Vista shopping center quickly taking shapeAnother factor is the rise of delivery apps like GrubHub, DoorDash and Postmates. Zolezzi says these apps can charge restaurants as much as 30% of the total bill, plus delivery fees, to carry their food. That cuts into already razor-thin margins and in some cases cause restaurants to lose money on each delivery order."If you don't have that factored into your business plan, it could create a negative," he says.Zolezzi says it's now up to the industry to adapt, as restaurant owners need to constantly reinvent their location, menu, and marketing to bring in more customers. 2568

SAN DIEGO (KGTV) - A Normal Heights dog owner is warning about a hidden danger at dog parks.Bosco, a 2-year-old bullypit, loves his treats and just about anything else his mouth can reach."He's a vacuum. He's eaten some weird stuff," said Mark Groveman. On Friday morning, the list of stuff got longer sometime during a 40-minute period. During that time, Groveman walked Bosco to the off-leash area at Ward Canyon Park and let him play. Eventually they walked home. Groveman put him in the house, left for work and returned home five hours later."He was laying on the bed, scared and shivering. He had wet the bed a couple times. He was arching his back in a weird way, swaying side to side. I thought he was having a stroke," said Groveman.Groveman decided to rush Bosco to the emergency vet."In the car, he was bobbing his head forward. He kept nodding off. Honestly I thought he was going to die. A lot of panic and some praying as well," said Groveman. At the vet, Bosco got a quick diagnosis."They said they are seeing it every day," said Groveman. Bosco likely ingested marijuana, which tests later confirmed. Experts say in some cases, eating marijuana for dogs can lead to seizures and in rare cases, death. Edibles and tinctures - with higher THC concentrations - are most concerning. According to the ASPCA, since the legalization of marijuana in California, dog toxicity cases have jumped 130%.In the case of Bosco, a slow heartbeat was initially a concern, but he was fortunately was back to his normal self 24 hours later."He has to run around and play, but I'm going to be a bit more aware," said Groveman. 1629

SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot. On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot. The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. RELATED: Father Joe's Villages breaks ground on affordable housing project in South Bay"This is a solution to homelessness on the scale of the problem that's in front of us," said Stephen Russell, who heads the federation. "Our hearts say we need to do this and frankly it is cheaper to put people in housing than it is to flood them with emergency services."The proposal would raise property taxes on average 19 cents per ,000 of assessed value, taking a gradual approach over about seven years. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. RELATED: Renting is cheaper than buying a home, study showsThe council heard more than 90 minutes of supportive testimony, but outside the reception was more lukewarm. James Douglas, a downtown resident, said something needs to be done to help the homeless, but he lamented his own high rent. "I was paying 0 for a two-bedroom and living room, kitchen, front yard backyard out towards the San Bernardino area," He said. "Here I got a studio for ,000. It's not even worth it."The six Democrats on the council supported the measure. The two Republicans and independent voted no. 1917

SAN DIEGO (KGTV) - A sailboat caught fire Sunday around 2:45 p.m. at Shelter Cove Marina, witnesses say a lithium battery in the navigation panel started the blaze."Saw the smoke, thought it was a barbecue then the kids started screaming on the dock and saw the black smoke and knew it was time to react," Boater and Witness Charlie Colson said. He said he grabbed a hose and was helping the father who was on the boat when the fire started. Getting a boat fire put out quickly is crucial, Witness and Boater Murad Abel said. "There's a lot of electrical equipment, you have batteries, you have fuel, propane, it's all probably within 10 feet of each other," he said.Colson said they had it under control by the time firefighters made it to the scene. "The nine minutes probably seemed like 27 to me, because I was putting the fire out, and I wanted some help, I wanted a professional there," He said chuckling. He said the family had just moved onto the boat last week. Both confirmed the family has a special needs son, adored by the community. "You could literally come back 2 hours later and he's still fishing trying to get fish off the back of the boat, so he's very diligent in that," Abel said. They're hoping insurance covers the damage. Colson believes it's a total loss. 1287
