BEIJING,Aug 9(Xinhuanet) -- China's high savings rate is expected to fall substantially in coming years as its workforce shrinks, the population ages and social security spending increases, a BIS report shows.In research published by the Bank for International Settlements (BIS) on the “myth and reality” of China’s savings rate, Ma Guonan and Wang Yi found that the Asian giant needs its population to spend more in order to sustain rapid economic growth in coming years.The researchers, who were writing in their personal capacity, also reject claims that Chinese State firms have been benefiting from high savings thanks to exchange rate distortions and subsidies designed to drive economic growth.They point out that “less advantaged” and more efficient firms have been the ones posting the greatest gains in earnings in recent years rather than State-owned companies.China’s gross national savings soared from 39.2 percent of output in 1990 to 53.2 percent in 2008, far higher than the United States, which saved only 12.2 percent in 2008.Even compared to other Asian giants — Japan with 27 percent in 2007 and India with 33.6 percent in 2008 — China’s share of savings as a percentage of gross domestic product (GDP) is significantly larger.Nonetheless, the population and social trends that have underpinned China’s growth and savings rates are likely tail off significantly over the next decade, the two Chinese researchers argued.In the wake of the global slump, world leaders and economists have been asking China to spend more, rather than pin its economic growth on exports to the West, in order to help address world trade imbalances.Ma, a BIS economist and Wang, who is from the Chinese central bank, said however that the current savings trend by Chinese households will not last.The swelling working population in recent years has boosted savings in recent years, they said.In addition, large-scale corporate restructuring between 1995 and 2005 increased job uncertainty, forcing workers to set aside more money in case they were fired. BEIJING, Aug. 4 (Xinhua) -- China's foreign exchange regulator Wednesday pledged to continue efforts to manage illegal capital inflows in the second half of the year.In a statement on its website, the State Administration of Foreign Exchange (SAFE) said it had investigated up to 3.5 million cases of international trade transactions, involving a total of 440 billion U.S. dollars, during its hot money monitoring campaign, which began in February.The statement said it had identified 197 cases of illegal capital inflow, but it gave no exact sum for the cases.SAFE said earlier last month that its investigations had found 190 cases, involving 7.35 billion U.S. dollars, of hot money inflows.Capital flows into and out of China for purposes other than import and export payments are strictly controlled by SAFE, which manages the country's 2.45 trillion U.S. dollars in foreign exchange reserves.The statement also said it would introduce new foreign exchange instruments to meet domestic market demand and support China's currency reforms.China's central bank announced on June 19 that it would further the reform of the formation mechanism of the yuan exchange rate to improve its flexibility.The hot money campaign was launched amid concerns that speculators were betting on an appreciation of the Chinese currency and rising asset prices.

BEIJING, June 21 (Xinhua) -- China's National Development and Reform Commission (NDRC), the country's top economic planner, refuted on Monday recent reports online saying China is mulling adjustments of electricity prices, claiming such reports "untrue" .The NDRC said in a statement on its website that recently there were reports online saying the NDRC was studying plans to adjust electricity prices, citing Li Jing, deputy head of the Department of Resource Conservation and Environmental Protection at NDRC. Reports said she has not given the timetable for the plan.The statement further said she never made such remarks to media and the reports were groundless.The NDRC began a rise in the price of electricity for non-residential use by 2.8 fen (0.4 cents) per kwh on average nationwide on November 20 last year, with residential electricity prices unchanged.

BERLIN, July 29 (Xinhua) -- China is gradually learning and absorbing ideas on human rights that can grow on its soil, and remains opposed to attempts by the West to impose its standards on China, says Chinese Vice Foreign Minister Fu Ying.In a recent interview with the German weekly newspaper Die Zeit, Fu said it seems "controversial and illogical" that Western countries acknowledge China's economic success and contributions to efforts against the global financial crisis, while "definitely" turning a blind eye to China's political progress.It seems as if the West wants to say that China has achieved all these without the leadership of the government and the Communist Party, maybe in total anarchy, Fu said."I still remember when I was an interpreter in the 1980s, human rights was always on the menu in our dialogues and our European guests brought lists of names with them," she said."Thirty years later, China has moved on, and so much has changed. In 2004, protection of human rights was incorporated into China's constitution. Many relevant laws and rules have been amended accordingly," Fu said.However, European delegations still come to China with the same stance, accusing China in a commanding way, Fu said."I really don't hear much mentioning of China' s human rights progress," she said.Yet, those political extremists seem to be presenting the whole picture of China's human rights for European countries, she said.Fu believes that to know the real China, it's not enough to "single out things you are interested in, or only listen to people who talk your talk."The most important is to look at the benefits of the majority of the people, she said.

BEIJING, June 18 (Xinhua) -- A senior Chinese government official has called for more efforts to promote increased awareness about energy-savings among the public and increase investments into research for energy-saving technologies.Vice Premier Li Keqiang made the remark in his letter to sponsors of China's 20th national energy-saving publicity week (June 12 to June 18) that ended on Friday.Various campaigns and promotional activities were held during the week to increase awareness about conserving energy among all communities and also promote energy-saving practices, Li said in the letter.Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said government should put more investment into research for energy-saving technologies.Additionally, long-term mechanisms for energy-savings should be established so that the 11th Five-Year Plan energy-saving goals could be realized, Li said.China seeks to reduce energy consumption per unit of gross domestic product (GDP) by 20 percent in 2010 compared to 2005 levels, according to the country's 11th five-year plan (2006-2010).The 20th national energy-saving publicity week was sponsored by the National Development and Reform Commission and 13 other government agencies.
