BEIJING, Jan. 16 (Xinhua) -- China is pinning hopes on its affordable housing programs to cool its red-hot property market in the latest round of campaigns against rising asset bubbles, after the government moved to crack down on market speculation during the past year.Experts held that to increase supplies of affordable housing is the key solution to guide the market toward healthy development and help stabilize prices.During a talk show hosted by China National Radio on Dec. 26, Chinese Premier Wen Jiabao said the government will press forward housing price control and increase the supply of affordable houses for low-income earners.His words came after the government had announced a plan to build 10 million more low-income housing units this year.China is working on a more healthy system that provides housing that meets different demands, after an array of policies, including tighter credit for commercial housing, failed to produce satisfactory results in 2010.In 70 major Chinese cities, home prices rose 0.3 percent month on month and 7.7 percent year on year in November last year, which was the third consecutive month prices rose.China started the construction of some 5.9 million units of affordable homes in 2010, of which 3.7 million were completed, official figures showed.Qin Hong, a researcher with the Ministry of Housing and Urban-rural Development, said the number of affordable homes is still "far from enough", especially as more low-rent homes are needed for China's "sandwich class" families who either are disqualified for low-cost housing or cannot afford the sky-high prices of commercial housing."By attaching more importance to affordable homes and low-rent housing, it seems that the government is leading the market in the right direction," said Zhang Hanya, head of the Investment Association of China.

BEIJING, Nov. 16 ( Xinhua) -- The General Office of China's State Council, or the Cabinet, on Tuesday issued a circular, ordering more strict fire control measures to "resolutely" prevent serious fire accidents.Monday's blaze in an apartment building in Shanghai's downtown area left 53 people dead and more than 70 injured, one of the deadliest recorded fire disasters in the city.The circular ordered extensive campaigns to inspect and remove fire hazards and to educate the public about fire control, as well as strict implementation of the accountability system for fire accidents.Besides those directly responsible for serious fire accidents, local government chiefs would also be held accountable, it said.Police have detained eight people in connection with the deadly blaze.Further, an initial investigation has blamed the disaster on unlicensed welders, some of whom are among the detained.

MANILA, Dec. 4 (Xinhua) -- A cargo ship with 24 Chinese crew aboard sank off the waters of the Philippines' Batanes province on Friday afternoon, the Philippine National Police (PNP) said Saturday.Quoting a report from the Batanes provincial police office, PNP spokesman Chief Supt. Agrimero Cruz said Saturday the Panama cargo vessel MV Hong Wei met the incident about 120 nautical miles (222 kilometers) off Itbayat island around 3:22 p.m. Friday.Cruz could not immediately say what caused the vessel to sink or the vessel's destination.A passing vessel, MV Shun Tong, and a ship from China's Taiwan region's coast guard rescued 12 crew and two passengers, respectively, said Cruz, adding that at least three ships from Taiwan region's coast guard are currently at the scene to conduct search and rescue operations for the 10 still missing crew members.A rescue vessel from the Chinese mainland is expected to arrive at the site anytime Saturday to join the search and rescue operations, said Cruz.Wang Ben, police attache of the Embassy of the People's Republic of China in the Philippines, told Xinhua that the embassy has confirmed the incident with China's Ministry of Transport. BEIJING, Dec. 10 (Xinhua) -- China Friday protested two Japanese local assembly members' landing on an isle of the Diaoyu Islands, saying the move seriously infringed China's territorial sovereignty."The Diaoyu Islands and its adjacent islets have been an integral part of the Chinese territory since ancient times," Foreign Ministry spokeswoman Jiang Yu reiterated Friday night.According to reports, two members of the municipal assembly of Ishigaki, Okinawa Prefecture, landed on an islet of the Diaoyu Islands and stayed there for a while Friday morning.Jiang said China has lodged a solemn representation and voiced strong opposition to the Japanese side.
