SAN DIEGO — The main stretch of Avenida de la Playa in the La Jolla Shores area is closing to vehicles through September so restaurants can set up tables out on the asphalt.Restaurants began setting up Wednesday for the outdoor service, which will run through Sept. 27. The change comes in response to a new round of Coronavirus related restrictions that make it illegal for restaurant to serve food indoors. Avenida de la Playa will close to cars from El Paseo Grande to Calle de la Plata. Restaurants will be setting up in the part of the street that was reserved for parking spaces. There will be a 20-foot wide walkway down the center of the road for pedestrians to pass. The move will allow restaurants that lost capacity due to restrictions a chance to add tables. Piatti, for instance, will get 16 additional tables by moving outside, creating 35 new shifts for its workers."I've been here 29 years and I've been able to tell people I'll have something in an hour, I'll be able to seat you in 90 minutes. Those are extreme wait times. and now I'm actually saying for the first time ever, I don't have anything tonight," said Piatti General Manager Tom Spano. The lunch and dinner service will run from 11 a.m. to 10 p.m. 1236

SACRAMENTO, Calif. (KGTV) — California State University's Board of Trustees voted Wednesday to make ethnic studies a graduation requirement. The vote will modify the university's general education requirements to include a course addressing ethnic studies and social justice, according to the college system. The one-course requirement will be implemented in the 2023-24 school year to allow time for faculty to develop plans and coursework."Our goal is for CSU students, from every major and in every workplace, to be leaders in creating a more just and equitable society," said CSU Chancellor Timothy White. "This action, by the CSU and for the CSU, lifts Ethnic Studies to a place of prominence in our curriculum, connects it with the voices and perspectives of other historically oppressed groups, and advances the field by applying the lens of social justice. It will empower our students to meet this moment in our nation’s history, giving them the knowledge, broad perspectives and skills needed to solve society’s most pressing problems. And it will further strengthen the value of a CSU degree."RELATED: Report: Enrollment demand does not warrant Chula Vista CSU campusThe change is the first significant modification to the system's GE requirements in 40 years, amid a nationwide focus at police reform and racial justice.CSU says the requirement can be fulfilled through course offerings that "address historical, current and emerging ethnic studies and social justice issues.""CSU courses on Africana literature, Native Californian perspectives, police reform, disparities in public health and the economics of racism, to name just a few, would meet the new requirement," the university adds, in addition to its traditional ethnic studies curriculum. 1769

SAN DIEGO — San Diego's mom-and-pop businesses and government agencies alike are awaiting their share of the 0 billion dollar stimulus package. The package provides forgivable loans for small businesses, boosts unemployment checks by 0 per week, and infuses billions into rental assistance, vaccine distribution, education, and child care.Michel Malecot is readying to apply for a new forgivable Paycheck Protection Program loan, from the new package. He got about 2,000 in the first round in March to help The French Gourmet and catering operation stay afloat. Now, his Pacific Beach bakery restaurant is having to deal with another shutdown order that disallows outdoor dining."I'm super happy because we really needed it," he said. "I don’t think people realize that the caterers and the restaurants that have been closed, they still have to make payroll if they want to be around for the future. We need to continue to maintain good people.”A county spokesman said Monday that officials were still trying to determine how much would be coming San Diego’s way.Attorney Kelly DuFord Williams, managing partner of Slate Law Group, said, however, that the cash won't all come at once.“If California is working directly with the federal government to receive the funds, my guess is it's going to be a lot faster for those agencies to get that funding,” she said. “The PPP loan will be distributed directly from the federal government to people across the nation via their bank accounts, and it’s going to depend on who is prepared and who is not, and whose application gets processed first and whose doesn’t.”The region remains plagued by high unemployment. The state recently reported about 100,000 San Diegans are out of a job - numbers that predate the latest shutdown order. 1793
