(KGTV) -- Certain businesses in Vista will be allowed to take their operations outdoors in light of the state’s COVID-19 pandemic-related restrictions.Vista officials said a Temporary Emergency Order was issued Wednesday “to relax outdoor use for personal care services, salon and barber shop services, and gym and fitness services to temporarily relocate their existing business operations to an adjacent outdoor area during the COVID-19 pandemic.”The city’s order comes as indoor operations across the state shut down -- effective July 15 -- for gyms, houses of worship, non-critical office businesses, hair salons and barber shops, indoor malls and personal care services.Vista businesses that would like to move services outdoors are asked to contact the city’s Economic Development Department at 760-639-6165 or via email at EconDev@CityofVista.com.In a statement, Vista Mayor Judy Ritter said, “It’s a top priority for the City of Vista to do everything we can to support our local businesses during this pandemic and still protect the health and safety of the community. VISTA (CNS) - A man is in custody for an alleged hit-and-run accident that caused a fatality, a California Highway Patrol official said today.Authorities arrested David Palafox, 29 of Vista and booked him into the Vista Detention Facility on suspicion of felony manslaughter, driving under the influence, and hit-and-run, said Mark Latulippe, CHP public information officer.Related: Interstate 5 hit and run deathAccording to the CHP, at 8:14 p.m. Friday, Palafox was driving his white GMC Sierra truck eastbound at a high rate of speed on Palmyra Drive, approaching Estrelita Drive.A 51-year-old man was walking across Estrelita Drive near the intersection when Palafox turned his vehicle right and hit him, Latulippe said.Related: Retrial for San Ysidro hit-and-run suspectLatulippe said Palafox didn't stop and fled the scene. VISTA, Calif. (KGTV) — Two men were arrested after stealing a car and crashing into another vehicle Tuesday in the North County.The two men carjacked a driver at gunpoint just before 3 p.m. in the 900 block of Postal Way in Vista, according to San Diego Sheriff's Department. After yanking the driver out of his vehicle and taking off, the two men soon crashed into another vehicle, before fleeing.A detective who happened to be in the area heard the call over the radio and started searching for the suspect, SDSO said. When he spotted the suspects, he began to follow them and relay directions to an SDSO helicopter overhead.Deputies took over and a brief pursuit began. The two men crashed into a curb and fled the vehicle. Deputies caught both men after a foot chase.SDSO said a loaded gun and illegal drugs were discovered in the vehicle.SDSO said the two men, identified as Joseph Laxton and Ricardo Hernandez, were arrested on charges of carjacking, hit-and-run, a felon in possession of a firearm, drugs, violating parole, threat causing death or great bodily injury, and participating in a criminal street gang. 1128

(KGTV) - A 10-year San Diego Sheriff's Department employee has been arrested for groping a 14-year-old girl at a North County restaurant this year.Timothy Wilson Jr., a 32-year-old Vista detention center deputy, was arrested Friday and charged with one count of felony lewd act on a child for the March 21 incident.
