WASHINGTON (AP) — The Pentagon is banning displays of the Confederate flag on military installations, using a carefully worded policy that doesn’t mention the word ban or that specific flag. The policy is laid out in a memo signed by Defense Secretary Mark Esper obtained by The Associated Press. It was described by officials as a creative way to bar the flag’s display without openly contradicting or angering President Donald Trump, who has defended people’s rights to display it. WAUWATOSA, Wisc. — An organization founded by rapper Jay-Z has offered to pay the bail bonds and citation fees for those who were arrested in Wauwatosa Thursday night while protesting the decision not to charge a local police officer who shot and killed of 17-year-old in February.Jay-Z is funding the bail bonds and citation fees through Team ROC, the social justice arm of the rapper's entertainment company Roc Nation. The group also funded billboards calling for justice for Jacob Blake in the Kenosha area earlier this year.Wauwatosa police said 24 people were arrested Thursday night while were protesting the decision to not charge Officer Joseph Mensah in the fatal February shooting of 17-year-old Alvin Cole. Those arrested included Alvin Cole's mother, Tracy, and Alvin's sisters.In a statement issued Friday, Jay-Z and Team ROC called for Wisconsin Gov. Tony Evers to select a special prosecutor to "ensure justice is served."Team ROC says it also attempted to erect billboards to call for justice for Cole in Wauwatosa, but claims its request was apparently denied by the owner of the billboards, identified by the organization as the Lamar Advertising Company.Team ROC says it also ran an advertisement in the Milwaukee Journal-Sentinel last summer, calling for Mensha's immediate prosecution and firing. Mensah is currently suspended from the Wauwatosa Police Department but has not been fired."Our hearts break for the family of Alvin Cole and the Wauwatosa community," Team ROC Director Dania Dia said in a statement. WASHINGTON, D.C. – President Donald Trump announced Monday that his administration is distributing 150 million Abbott rapid point-of-care tests in the coming weeks.Trump said 50 million tests will go to the nation’s most vulnerable communities, including 18 million for nursing homes, 15 million for assisted living facilities, 10 million for home health and hospice care agencies, and nearly 1 million for historically Black colleges and tribal nation colleges.The president said 100 million tests will be given to states and territories to support their efforts to reopen their economies and schools.“For example, the support my administration is providing would allow every state to, on a regular basis, test every teacher who needs it,” said Trump. “This continues our critical effort to use testing to protect high-risk communities.”Trump said the new Abbott rapid point-of-care tests are easy to use and return results in minutes. He said you can get a result in a maximum 15 minutes and no machine is needed to process them.After the president’s testing announcement, Admiral Brett Giroir spoke and actually demonstrated how the tests work.Giroir explained that the Abbott uses a nasal swab. To administer the test, the admiral said you put six drops of liquid on a piece of paper, swab the nostrils five times each, insert the swab into the test, twist three times, pull a piece of adhesive off and wait for the results.Giroir said it’s not a home test but can be administered in places like schools, churches or parking lots.As of Monday, Giroir said the U.S. had performed over 111 million tests for the novel coronavirus and the nation averages about 920,000 tests per day. He said the new tests will help increase the nation’s testing capabilities.The briefing comes a day before Trump is set to take on former Vice President Joe Biden in the first presidential debate of the 2020 election. One of the announced topics is the COVID-19 pandemic, which Biden has accused Trump of failing to adequately address.As of Monday afternoon, the COVID-19 death toll was near 205,000, with at least 7.1 million cases confirmed in the nation, according to Johns Hopkins University. It estimates if it cuts off at the end of July, that could cost the U.S. 5 million jobs over the next year. That's because less spending creates a further drag on the economy.However, Republicans say the expanded benefit gives people a reason to not go back to work.Some studies have found the economy could actually be worse off if people don't get working again.The American Enterprise Institute agrees, saying the move was just meant to get through the initial lockdown.“This is becoming less of a, the pandemic caused us to initiate lockdowns and people are at home, and now it's just we have a large number of unemployed people, what should we do to assist them, and 0 addition to unemployment checks in a bad economy is a really unprecedented step,” said Matt Weidinger with the American Enterprise Institute.The group says extending the benefits could set that precedent for Congress to act similarly for any future recessions. 1781
