San Diego (KGTV)- Another section of the bluff has collapsed in Encinitas. This comes almost exactly one year after the deadly collapse that killed three women on the beach.Large mounds of rock sit at the foot of the cliffs on Stonesteps Beach, in Encinitas, after the bluffs gave way early Sunday morning. Lifeguard Captain Larry Giles tells ABC 10News the collapse stretches 40 feet along the beach.The block failure sits just over a mile and a half from Grandview Beach in Encinitas. Julie Davis, her daughter Annie Clave and sister Elizabeth Charles were tragically killed at the site a year ago after the bluffs came crashing down.10News spoke with Davis' husband, Dr. Pat Davis, last week on the anniversary of the collapse. He says more needs to be done to keep Encinitas beach-goers safe."There's very few new signs warning people about these cliffs," says Davis. "There's very little coordination by the lifeguard service to warn people about how dangerous these cliffs are."Lifeguard Captain Larry Giles says no one was hurt in this weekend's collapse. The block failure was caused by natural erosion.Giles says there is a small area on the cliff that is still causing some concern. Lifeguards and the City of Encinitas are monitoring the area.Dr. Pat Davis says that as his family mourns the loss of their loved ones, he can't help but think about beach-goers."I think we're looking at a situation where what happened to my family could easily happen again."Davis has been working with local and state leaders to stabilize the bluffs. He hopes a new bill will help. It offers solutions like sand replenishment. That bill is currently moving through the state Senate. 1685

SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156

SAN DIEGO (KGTV)- A Solana Beach man's trip to Bali takes an unexpected turn after a motorcycle accident. While he's thousands of miles away, the pandemic has made things even more complicated.28-year-old Anthony Galvan- Schaible packed his bags for Bali in February with the intent to stay until April. In March, the pandemic hit, forcing him to stay in Paradise a little longer."It was one of those things to sit it out and wait was the better idea," says Galvan- Schaible.He says one night he hopped on his motorcycle, and that's when things took an unexpected turn."The bike went to the street. I went to the left and ended up in a little ditch head first."He was rushed to the hospital after hitting his head on a concrete pillar. The impact compressed his spine. Within hours he was taken to emergency surgery. Galvan- Schaible now has multiple screws and plates along his back."It's terrifying… when they're across the planet and get hurt," says Mom, Jamie Schaible. "All you can think of is how can they get the care that they would get here."Because of travel restrictions, mom says it was stressful not knowing how she would get to her son."We reached out to the Indonesian embassy and just pleaded from a mother's heart and leaned on their compassion," says Schaible. "They bent over backwards to get me my visas."This allowed her to get to her son's bedside.Galvan-Schaible says he is starting to regain feeling in his hand.
