VISTA (CNS) - A Carlsbad woman who fatally shot her husband during an argument while their children watched cartoons downstairs will not have her sentence reduced in light of a recent gun law.Julie Elizabeth Harper, 45, was convicted in October 2015 of second-degree murder in the death of her husband, Jason Harper. She was sentenced to 40-years-to-life in prison.This year, the 4th District Court of Appeal found Harper's case is affected by a new law (Senate Bill 620) that took effect in 2018. VISTA, Calif. (KGTV) -- The Federal Bureau of Investigation and the San Diego Sheriff's Department need your help identifying the man responsible for an attempted bank robbery on the 1700 block of University Drive. The man entered the Bank of America on Thursday around 1:30 p.m., pulling his gray, hooded sweatshirt over his head he approached the teller and handed over a note demanding money. The robber was denied money and departed the bank on foot. The investigation indicates the man may have used the “Sprinter” train to escape from the area. VISTA, Calif. (KGTV) -- A Fallbrook woman was convicted of negligence for killing a father of four off of Highway 395 near the Pala Mesa Resort on May 23, 2017.Sulem Garcia was on prescription medications when she veered off the road crashing into Paul Burke who was on his bicycle, blocks from his home. Garcia's lawyer argued she was exhausted from finishing her finals at Palomar College that day and had been on the prescription medications to treat depression for three years.Garcia received the maximum sentence which was 1-year behind bars. More than 60 of Burke's family members and friends were in the courtroom. Burke's wife Laura gave a victim impact statement saying she does not believe that Garcia is remorseful and that the sentencing was a slap on the wrist.Burke owned and operated a custom surf shop for more than 40 years. He also worked at Costco. Burke's daughter and son both spoke at the sentencing hearing. 938
