(KGTV) — This week, police say they arrested a La Mesa businessman, who was the subject of an inappropriate video posted online earlier this year, for violating a restraining order.La Mesa Police said Peter Carzis was arrested Tuesday and charged with violation of a domestic violence restraining order. Officers responded to the 8200 block of Lemon Avenue at about 6:30 p.m. for a report of a possible restraining order violation. Carzis was contacted by officers outside of an apartment complex.As part of an active restraining order, Carzis is ordered to stay 100 yards away from the protected party's address, police said. Officers found Carzis sitting outside of the residence.Last January, Carzis was captured on video allegedly committing a lewd act with a woman on the sidewalk outside his clothing store, Peter's Men's apparel on La Mesa Boulevard. The video was posted on a Facebook community page.When news crews returned to the area to speak with Carzis, he allegedly attacked news reporters and photographers who were attempting to interview him outside his business.Carzis has pleaded not guilty to felony vandalism charges and misdemeanor counts of battery and committing a lewd act in public. 1232

LIMA, Peru (AP) — Archaeologists in northern Peru say they have found evidence of what could be the world's largest single case of child sacrifice.The pre-Columbian burial site, known as Las Llamas, contains the skeletons of 140 children who were between the ages of five and 14 when they were ritually sacrificed during a ceremony about 550 years ago, experts who led the excavation told The Associated Press on Friday.The site, located near the modern day city of Trujillo, also contained the remains of 200 young llamas apparently sacrificed on the same day.The burial site was apparently built by the ancient Chimu empire. It is thought the children were sacrificed as floods caused by the El Nino weather pattern ravaged the Peruvian coastline."They were possibly offering the gods the most important thing they had as a society, and the most important thing is children because they represent the future," said Gabriel Prieto, an archaeology professor at Peru's National University of Trujillo, who has led the excavation, along with John Verano of Tulane University."Llamas were also very important because these people had no other beasts of burden, they were a fundamental part of the economy," Prieto said, adding that the children were buried facing the sea, while the llamas faced the Andes Mountains to the east.Excavation work at the burial site started in 2011, but news of the findings was first published on Thursday by National Geographic, which helped finance the investigation.Prieto said that besides the bones, researchers also found footprints that have survived rain and erosion. The small footprints indicate the children were marched to their deaths from Chan Chan, an ancient city a mile away from Las Llamas, he said.Verano said the children's skeletons contained lesions on their breastbones, which were probably made by a ceremonial knife. Dislocated ribcages suggest that whoever was performing the sacrifices may have been trying to extract the children's hearts.Jeffrey Quilter, the director of the Peabody Museum of Archaeology & Ethnology at Harvard University, described it as a "remarkable discovery."In an email, Quilter told the AP the site provides "concrete evidence" that large scale sacrifices of children occurred in ancient Peru."Reports of very large sacrifices are known from other parts of the world, but it is difficult to know if the numbers are exaggerated or not," Quilter wrote.Quilter is heading a team of scientists who will analyze DNA samples from the children's remains to see if they were related and figure out which areas of the Chimu empire the sacrificed youth came from.Several ancient cultures in the Americas practiced human sacrifices including the Mayans, the Aztecs and the Incas, who conquered the Chimu empire in the late 15th century. But the mass sacrifice of children is something that has rarely been documented.The Las Llamas site is located in a shantytown, and has been fenced off to stop illegal developers from building homes on it.Prieto says the site shows how in Peru history can be just around the corner."This site surrounded by houses in a working class neighborhood can tell us a lot about a macabre event that is perhaps one of the darkest moments in our history," Prieto said. Less than 24 hours later, temperatures had plummeted to near freezing, and snow was falling in parts of the city.A powerful cold front was the culprit for the sharp change in temperatures. The system will bring winter weather to the Denver area through Wednesday evening.According to meteorologists with Scripps station KMGH in Denver, between 3 and 7 inches of snow is expected to fall in the Front Range corridor by early Wednesday.There are also freeze warnings in effect for the Colorado plains east of Denver, where temperatures are expected to dip below freezing by Wednesday morning.Officials fear the early freeze could damage crops, some of which are about to be harvested. Officials also fear that a deep freeze with full foliage could cause tree limbs to snap and cause power outages in the area.KMGH reports that Denver's earliest snow of the season came Sept. 3, 1961, when a Labor Day storm brought 4.2 inches to the city's airport and dumped nearly a foot in the western suburbs and foothills. On Sept. 8, 1962, Denver saw its earliest freeze of the season when temperatures dipped to 31 degrees.Wednesday's snowfall was Denver's earliest in the last decade. The previous record for earlier snowfall in the last 10 years came Oct. 5, 2012. Last year's first snow came earlier than usual on Oct. 10 — still a full month earlier than Tuesday's snowfall.The enormous temperature swing between Monday and Tuesday could also turn out to be the largest swing on record. (KGTV) -- The Citizen Public Safety Oversight Task Force of La Mesa met Wednesday virtually, following two high-profile incidents involving the city's police department.The recently formed group is tasked with looking at whether La Mesa needs a police oversight committee and then decide what it will look like.The group's chair, Jamal McRae, realizes they are a temporary task force, but hopes it rolls over to become the permanent commission."We're still trying to educate ourselves as to what our committee will do, as far as, will be able to have subpoena power? Do we want subpoena power? We're still in the research phase." McRae said. "We're trying to determine whether we want to put this on a ballot to have individuals on the city vote on it, or if we wish the city council will just have the final say.McRae points out the idea for the task force came before the controversial incidents involving La Mesa police officers, and before the national calls for police reform following the death of George Floyd."We're a group of individual citizens that got together and wanted to make a change in the community after the Helix High School incident," McRae said. "So we have been running through some ideas for a few years, just among community members."McRae says the group understands the importance of their work and the urgency to complete their tasks. That's why they have scheduled three meetings next month. The meetings are scheduled for July 1, July 8, and July 15.They hope to present a plan and a sense of direction to the city council by the end of July. 1596
