SAN DIEGO (KGTV) -- A new WalletHub report found that California is among the least affordable states in the country to raise a family. Among the 50 states, California ranked last for housing affordability, 47th for median family salary (adjusted for cost of living) and 42nd for child care cost. The Golden State may not be so golden for a decent percentage of families as it also ranked 29th for percentage of families in poverty. But it’s not all bad news, California also ranked 12th for families with young kids and 11th for its separation and divorce rate. SAN DIEGO (KGTV) -- A new report found that San Diego is one of the worst cities to buy a home, but a nearby city may give San Diegans hope. The report by GOBankRates lists San Diego as one of the 15 worst placed to buy a home in the country. The site says home prices in San Diego have increased by 1.8 percent over the last year. In the last five years, home values have grown by a little more than 33 percent. “The populous city of San Diego may be home to over 1.3 million people, but home values grow slower than some of the smaller, neighboring cities. San Diego only saw home values increase at a rate of 1.8% over the past year,” the site says. A better option, the website says, is National City, where home values have increased over the last five years by more than 49 percent. “National City offers a smaller footprint for a better value. The median home value is an impressive 5,500, which is almost 0,000 cheaper than San Diego.”If you are considering buying in San Diego, there are options. A new housing development is going up in Otay Mesa geared toward first-time buyers. There's also hope for teachers. SAN DIEGO (KGTV) — A man who neighbors say was acting erratically in the Middletown neighborhood on Sunday was pronounced dead shortly after police arrived and found him lying in the street.San Diego Police officers received numerous calls regarding a man screaming, vandalizing a vehicle, and stripping his clothes off at Columbia Street near Sassafras St. just after 12:30 p.m. Police said officers arrived and were directed to the man, who was lying down in the street. Officers placed the man in handcuffs but noticed he was in medical distress. They took the handcuffs off the man and began CPR, police say. A witness who was a doctor also helped perform CPR until San Diego Fire-Rescue arrived, but the man died at the scene, according to SDPD.The man was not identified by name, but police said he was a black male in his mid-thirties.SDPD homicide detectives are investigating the death out of "an abundance of caution," police said. SAN DIEGO (KGTV) — A new political attack ad accuses mayoral candidate Barbara Bry of repeatedly falling asleep at public meetings. The ad is from a committee that supports State Assemblyman Todd Gloria. It says San Diego needs a mayor on alert given the coronavirus outbreak, the threat of wildfires, and the homeless crisis. It then cuts to shots of Bry appearing to doze off at two City Council Committee meetings within the last year. The committee, called Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020, is backed by more than a dozen organizations, including the Municipal Employees Association and the Regional Chamber of Commerce. Attorney Gil Cabrera, its principal, is responsible for the ad."If it was a random falling asleep during a 10-hour council meeting, I'm not going to get into that, there's an amusement factor to it but I'm not going to get into it. It's the pattern of it," Cabrera said.Cabrera said Bry regularly dozes off at public meetings, but also said employees who see it fear retaliation for speaking out. Still, the ad raises questions about accuracy. It shows an image of Bry appearing to sleep at a committee meeting on the city's Get it Done app, while the narrator says she fell asleep during a meeting on police reform. "If this ad is talking about a meeting on police reform but showing a picture of Barbara Bry in a very different hearing, one, that plays a bit fast and loose with the truth and two, it makes problems with the ad the story rather than the Barbara Bry falling asleep on the job, which is what the backers of this ad wanted you to think about," said Thad Kousser, political scientists at UC San Diego. SAN DIEGO (KGTV) -- A local company is combining old and new technology to try and help the military cope with Post-Traumatic Stress Disorder. Post-Traumatic Stress Disorder, or PTSD, is a disorder that some develop after experiencing a shocking or dangerous event, according to the National Institute of Mental Health. San Diego-based Baslyne partnered with medical technology company WAVi to measure the strength and quickness of the brain’s response in members of the military. Together, the companies are using an electroencephalogram (EEG) to measure brain activity, combined with a specialized test to measure response to various tones.While this technology has been used to understand concussions in young athletes, Baslyne's CEO Tom Kinder said they are now using it to understand PTSD in our military.“It’s probably the most important thing we’re doing,” said Kinder. “We’re looking at brain wave indicators that are showing [or] have symptoms of certain aspects of PTSD.”The test can be as quick as four minutes. It gathers real-time information about your brain performance.“We collect brain voltage information [and] evoke potentials where we give the brain a signal and see how quick it responds,” said WAVi CEO Dr. David Oakley. Oakley said the goal is to do the test on members of the military pre-deployment and track them through their life to find indicators of PTSD.“[It’s] a game changer. If we have enough data, we’d be able to tell if they’re the same as when they were when they deployed,” Oakley said.Kinder said they have worked with a couple hundred veterans so far, mostly with private doctors.Army veteran Steven Padilla served in Iraq. In 2009, he was tasked with looking for roadside bombs. During one mission, he saw a friend get blown up by an IED.“I was supposed to be in the truck,” he said. Padilla said he got switched to a different one 15 minutes prior to the blast. “With my therapist, we found that was kind of my triggering point for PTSD,” Padilla said.According to the U.S. Department of Veterans Affairs, up to 20 percent of those who served in Operations Iraqi Freedom and Enduring Freedom have PTSD in a given year. He went through the WAVi test using the EEG during a demonstration at Cal State San Marcos. “His brain voltage was a little on the low side,” Oakley said after the test. “His brain speed was a little on the slow side.” Neither of those things surprised Padilla because of his past experiences. He sees a benefit to using the technology on members of the military.“I also think it would [have been] beneficial for my PAs and the doctors that were seeing me to possibly help me before I hit that wall,” Padilla said. He believes the test would also help in the long run with treatments and filing disabilities.The FDA has cleared the technology. The cost of the test can range between to 0, depending if you’re an individual or in a group. It is not always covered by insurance.“If we can track 500 people over three to four years of deployment, then that’s the data set we’re looking for,” Oakley said. “I really think it’s important for you to have a stable and successful career, you need to be at your best.
