INDIANAPOLIS -- A woman who comforted an IUPUI student during her last moments after being struck by a school bus Monday hopes her family knows everyone did all they could for her.Fatima Hassuneh, 18, was crossing a street at an intersection on IUPUI’s campus around 1:30 p.m. Monday when a bus attempting to make a left-hand turn struck her.School officials said the bus was under contract with Indianapolis Public Schools, but owned by Durham Transportation. Witnesses and IUPUI officials say Hassuneh had the right of way.Hassuneh was a pre-med student who aspired to become a doctor, according to a post by the IUPUI Muslim Student Association.“Fatima, an aspiring doctor, was a sophomore in biology and was known for her kind heart and sense of humor,” the Muslim Student Association wrote. “She was a gift among us and has returned to her Lord. She was very active in our community and would often lead interfaith events. May Allah allow her to continue to reap the benefits of those deeds.”At the time of the crash, Alysa Schultz and her boyfriend were sitting at a red light at the very same intersection. She said that as soon as she saw what happened, her boyfriend started calling 911 while she rushed to check on Hassuneh.“As I was kind of kneeling there next to her, all she was doing was just holding her hand out, so I just grabbed it and held onto it,” Schultz said. “People were getting mad, saying, ‘Don’t touch her. Don’t move her.’ But at the same time, that one little bit of humanity – just hold on to her hand – that’s probably all she wanted.”Schultz said she didn’t know Hassuneh – but that her friends and classmates have messaged her since telling her what a wonderful person she was.“I had a lot of people message me on Facebook saying how awesome of a person she was and how beautiful and smart and driven and how involved she was,” Schultz said. “I really wish I would have known her.”Schultz, a former IUPUI student herself, said she hopes Hassuneh’s family can take some comfort from all of the efforts made to save her.“I hope that her family knows that there were six people calling the police, four people running around the corner to grab any police who were nearby,” Shultz said. “Everybody was stopping and blocking off the road so that no one could come near the situation. Everyone at IUPUI was like a family doing everything they possibly could for her, and I really hope that’s comforting to the family.”An Islamic funeral prayer, a janaza, was planned for Tuesday night for Hassuneh at the Alhuda Foundation in Fishers. It is a county-approved program that is supposed to help you pay for energy efficient home improvements, but some homeowners blame the program for big tax increases they cannot pay. At least three homeowners who received financing through the PACE (Property Assessed Clean Energy) program say they were misled. The PACE program allows you to pay for home improvements, like solar panels, through your property taxes.  Maria Silva said her Del Cerro home is her life. “It’s very important… it’s my home for 28 years,” Silva said.  It is a home she is in danger of losing. Silva said it started with a man coming to her doorstep about two years ago. Silva said he offered a deal on home improvement projects like double pane windows.  At first, she said no. However, she said the salesman was persistent. For Silva, it was more than a money problem.  She is legally blind. She wanted to wait for her son.  “He told me well, this promotion ends,” Silva said of the salesman.  She said she told the man she was visually impaired, but he told her not to worry and he “was going to read everything for [her].” She did not want to miss out on what she thought was a good deal. At the time, Silva said she was told she would be paying no more than ,000 a year. Silva said she understood the payment would be going on her property tax, but when she got the bill, it showed an increase of more than ,000 this year.  “It seems very predatory,” said her son, Allan Silva.  On top of that, Allan Silva says the company who upgraded their air conditioning unit never removed the old one like promised. “It kind of seems like some shady things happened to my mom,” Allan Silva said. Carolyn Reilly with Elder Law and Advocacy has heard of deception with this program.  “They're telling them it's a free product, it's a free government program,” Reilly said. Reilly said loans are approved for seniors on fixed incomes who cannot afford them and she’s handling many cases from the elderly who say financing was not explained.  “They're desperate because at some point, it's going to lead to foreclosure for them,” Reilly said. One Poway woman, who did not want to use her name, said she wound up with a ,000 bill added to her taxes. She said A1 Solar sold she and her husband on solar panels, but she had no idea a lien would be placed on her home in addition to increased taxes. She also alleges that her husband was not the one who signed the documents. “I was not happy with the salesman coming in and going to the computer and signing Jim's name to the documents. I don't think Jim fully understood what was happening,” she said. Her husband, Jim, is dealing with numerous medical issues. Michele Glen is their caretaker and also signed on with A1 Solar. Team 10 examined the contracts, which say the amount would be added to the homeowner’s property tax. However, Glen said the salesman “rushed [them] through it.” “He says, everything is fine,” Glen said.  Team 10 called the salesman they say went to their home. He said he had nothing to do with A1 Solar and hung up before Team 10 could ask any more questions. According to the Contractors State License Board, A1 Solar’s license was suspended for multiple complaints, including misrepresentation to obtain a contract. A lawyer who worked for the company says A1 Solar is now out of business. San Diego County Supervisor Dianne Jacob said the PACE program has generated about 0 million in projects and has created thousands of jobs. She has received a few complaints, but believes overall, the program is working. “Frankly, if there are bad apples in the barrel, you need to get them out of the barrels,” Jacob said. She told Team 10 the county will continue with the PACE program because overall it has “been very helpful to a lot of people.” Experts at the Approved Home Pros, a contractor’s association, say the PACE program can be a good fit for some homeowners, but it is important to be educated before committing to it.  Recently, Governor Brown signed legislation that aims to provide more oversight and strengthen consumer protections with the PACE program.     4297

  

INDIANAPOLIS -- An Indianapolis woman was moved to tears after seeing random strangers' response when a man using a wheelchair was flung after hitting a pothole. Carissa Brammer was driving on 86th Street Wednesday morning when she stopped at a stoplight.A man crossing the walk in his motorized wheelchair hit a "damn pothole," as she called it, and went flying forward.He was lying flat on his back in the middle of the intersection when people came running to help. "The first guy out was a suit and tie guy in his Lexus," she wrote. "Then an Asian man in his Lexus. Then a furniture delivery man. Then a couple black men. It was beautiful. It's not too hard to spot massive housing projects being built around San Diego County right now.But they may not be enough to provide little relief to the rising rents and home prices around the region.A recent report from the San Diego Housing Commission said the city would need to build on average as many as 22,000 housing units per year for the next decade. But in 2017, only 10,000 units were authorized countywide."It's not so much that there is resistance to it, it's just the fact that it's hard to do," said Jeff Stevens, chair of the Mira Mesa Community Planning Group. "If you have to tear something down in order to build something else, it takes time and money."Some of the city's larger projects are in Mira Mesa - where Casa Mira View will have about 2,000 apartments when complete.And to the west at Hansen's Aggregates, a quarry that runs through Carroll Canyon, Shea and Lennar are planning to build what's called 3 Roots. The complex would have 1,800 units - including 186 single-family homes, 981 condos, and 633 apartments (180 of which will be affordable). The complex is about to go through environmental review. Still, residents are already expressing concerns over impacts like traffic."I want people to have affordable housing, that's very important. And also we want the contractors, subcontractors to have jobs, and growth is always important. But they need to think it through first before they do it," said John Svelan, a longtime Mira Mesa resident. ,Stevens said his board has reacted positively to 3 Roots, which would extend Carroll Canyon road. Another complex is being proposed over at Vulcan Materials for about 4,500 homes, but that's further away. The city of San Diego recently approved a series of development incentives, including density bonusses for micro-units near transit areas, that it hopes spurs more building. Lynn Reaser, chief economist at Point Loma Nazarene University, said it may take 15,000 new units per year just to stabilize the market. Meanwhile, Alan Gin, economist at the University of San Diego, noted that the region added 27,000 new jobs in the last year, increasing the demand for housing.    2220
