Milwaukee County completed its portion of Wisconsin’s partial presidential recount Friday night after the Milwaukee County Board of Canvassers certified the results.Milwaukee County ultimately recounted nearly 460,000 votes. President-elect Joe Biden gained 257 votes and President Donald Trump added 125 votes compared to Milwaukee County’s official canvass results. Biden netted an additional 132 votes to his margin of victory in Wisconsin, but Dane County’s recount has yet to finish.All that stood in the way of completing Milwaukee County’s recount Friday morning was 65 missing ballots from the city of Milwaukee. Those ballots were never found, so the board of canvassers decided to certify the results of all the other ballots in the county.Tens of thousands of ballots were separated during the recount at the Trump campaign’s request. 51,060 Milwaukee County voters self-certified that they were ‘indefinitely confined’ during the election. All of those voters who submitted their ballots had their ballot envelopes set aside for objections by Trump’s representatives.Additionally, 2,197 absentee ballot envelopes were separated because they had a different color ink on the witness address line, likely indicating clerks or poll workers filled in that missing information as allowed in the state.The board of canvassers decided that those votes would still count. The Trump campaign believes both categories could be fraudulent. Rick Bass, the only republican on the county’s 3-person board of canvassers, suggested those ballots will be subject to a Trump campaign legal challenge at a later date.“I trust that the Trump campaign is looking forward to its day in court,” commissioner Rick Baas said. “There were a number of things that had to be corrected and they’re often represented as just human error and usually they are. There are some things that couldn’t be examined, they’ll be examined at a different venue. PINELLAS COUNTY, Fla. — Millions of drivers received refunds on their car insurance after the pandemic forced a national shutdown. But the I-Team found out at least one major insurance carrier is asking to raise rates for drivers across Florida.Pinellas County resident Robert Stickler and his wife started working from home after the pandemic shut down Florida in March. “My family hasn't been driving, the cars have been sitting," Stickler said.Their insurance carrier Geico and many other large auto insurers in the nation refunded drivers. The Sticklers were refunded 15 to 20 percent of premium costs after the pandemic delivered a drastic dip in accidents and claims. That credit was reflected on the Stickler family bill.Robert Stickler welcomed the refund but said they suffered sticker shock when Geico socked them with a 0 rate hike to their 6-month policy in June. The increase was approved by the state. “It was going to be over 4 a month for 3 older vehicles,” said Stickler.In a letter from Geico:"There are many factors that affect your insurance premium such as age, driving history, location and the increasing cost of vehicle repairs." But this driver says that explanation does not add up. “There had been no changes what-so-ever,” said Stickler.We reached out to Geico and have yet to hear back. The I-Team checked state records and found Geico petitioned the Florida Office of Insurance regulation between March and August for a separate rate hike of nearly 7 percent after the pandemic hit.Doug Heller is with the Consumer Federation of America, a watchdog group that called on Geico this past May to give back some of its profits the CFA claims the company raked in during the pandemic as drivers stayed off the road. “We are paying premiums as if the pandemic never happened,” said Heller.The I-Team reviewed second-quarter profit earnings for some of the nation’s largest insurance companies. We looked at overall profits which include their auto insurance and found Allstate, Progressive and Geico business shot up by hundreds of millions of dollars for the second quarter of this year compared to the second quarter of 2019.Geico's parent company reported to investors its 2020 overall insurance profits were, ”...largely attributable to unusually high earnings from Geico due to lower claims frequencies. These results are likely to be temporary…"Former Florida Deputy Insurance Commissioner Lisa Miller says there’s a state law that regulates how much insurance can profit. “We have very strict set of factors of what these insurance companies can profit," Miller said. No one is alleging that Geico or any other insurance company made an excessive profit. However, Miller says if state regulators find that any auto carrier made an excessive profit, customers could be refunded under a Florida law meant to protect consumers.The I-Team requested an interview with Florida's Insurance Commissioner David Altmaier. New NYPD training videos released Wednesday clearly show officers what they can and cannot do when taking a suspect into custody,But sometimes that training does not translate in real life. There's already there’s a law on the books banning officers from putting people in chokeholds, but the city council wants to take things a step further, banning officers from applying pressure or restricting a suspect's diaphragm.“It’s tough right now to be a police officer," said NYPD Chief of Department Terence Monahan. "You have to worry that if a suspect shot at you and you put a knee on his back, that now you become the criminal.”Monahan said these new rules have his officers fighting crime with their hands tied behind their backs.Those in favor say that officers are merely being given a script telling them how to behave in a critical incident. However, there are still those that argue that the city council does not have expertise in police tactics.Even so, the NYPD argues every encounter is different and a blanket law is not the answer.
