BEIJING, April 9 (Xinhua) -- Chinese President Hu Jintao inspected the southern province of Hainan before attending the annual meeting of the Boao Forum for Asia (BFA) opening on Saturday.     The forum, April 11-13, is a platform for high-level interaction between leaders from Asia and the world. Boao has been the permanent venue of the annual regional economic forum since 2001.     Hu, also general secretary of the Communist Party of China Central Committee, discussed reform and development issues with local officials and visited with a public made up of various ethnic groups during the inspection tour that started on Monday.     The island province marks the 20th anniversary of the founding of the Hainan special economic zone (SEZ) later this month. Hu visited an exhibition marking the anniversary at the provincial museum.     "Over the past two decades, Hainan's economic and social development has made a remarkable progress. The appearance of cities and villages has undergone profound changes. Practice shows the policy of setting up SEZ in Hainan is completely correct," said the president. President Hu made an inspection tour in Hainan Province on April 7-9    Founded in 1988, Hainan is one of the five SEZs established since 1980. The others are Shenzhen, Zhuhai, Shantou and Xiamen, all in southern China.     Hu showed his respect for the island's model workers, farmers, teachers and police who had made great contribution to Hainan's development. "You have done extraordinarily at ordinary positions," Hu told them.     The president also revisited the state-level Yangpu Economic Zone in the northwest of the island. Twelve years before, he had been to the zone.     Hu was very happy to learn that last year Yangpu's economy increased by 60 percent and its import and export value was up by 213 percent.     The president said he hoped Hainan to deepen reform, further implement the Scientific Outlook on Development and play a leading role in reform and opening up.     He later inspected a Sinopec oil refining company in Hainan and visited a 300,000-ton crude oil dock.     Leaving the oil-handling terminal, Hu went to the Yangpu Harbor, which boasted the best natural conditions among all deep water ports of the island. The throughput of the harbor, launched in 1990, reached 4.27 million tons in 2007.     Hu encouraged officials and workers to seize the regional economic cooperation opportunity. President Hu made an inspection tour in Hainan Province on April 7-9    On his inspection tour, the president also went among farmers and into Li ethnic villages, learning their difficulties in farming and medical services.     Hu showed great concerns over the island's environment, stressing Hainan must promote the conservation culture, save energy resources and protect ecosystems.     "The education on environmental protection should be thoroughly conducted and ecological protection measures should be strictly implemented so as to effectively preserve the island's nature-bestowed original ecological wonder," Hu said.     Hu also visited a navy troop in Sanya City and examined their armaments. He also asked local officials to apply a cautious, industrious and clean work style.

His first stop was Beijing Children's Hospital, where many parents had brought their children for kidney tests.     Outside the consulting room, ultrasonic scan room and medical wards, Wen asked parents and children how they were faring. Wen Jiabao on Sunday visited hospitals, communities and supermarkets in Beijing to see for himself the infants sickened by tainted milk powder and the milk market    At the ultrasonic scan room, 9-month-old Li Qianying, was lyingon the bed undergoing an examination by doctors.     "Don't cry, and it will be over in minutes," Wen told her, and asked a doctor about the little girl.     After hearing many doctors and nurses had been working around the clock, he thanked them and asked they gave "careful and patient care for the sick infants".     As of Saturday noon, 1,008 children in Beijing had been diagnosed with kidney stones and received treatment in 91 municipal hospitals, Beijing Municipal Health Bureau said on Saturday.     More than 20 infants were discharged from Beijing Children's Hospital.     Wen visited Chen Shijie at her home in Fuxingmen to inquire after her granddaughter. He was please to hear she was in good health. It disclosed many problems for government and company supervision of the milk sources, quality and marketing administration.     "The government will put more efforts into food security, taking the incident as a warning."     When Chen's daughter, Chen Yanhong, praised the government for the quality of the information released, he said "The government should be responsible for its people.     "What we are trying to do is to ensure no such event happens in future, by punishing those responsible leaders as well as enterprises. None of those companies with no professional ethnics or social morals will be let off," Wen said to applause.     Later, Wen went to a supermarket and checked the milk products.     "We should check every batch of the milk powder and other milk products, and mark them so buyers can be assured of their quality."     More than 6,200 infants had developed kidney stones and four infants have died after drinking baby formula tainted with melamine, a chemical illegally added to give false protein readings in tests.

BEIJING, Sept. 17 (Xinhua) -- An executive meeting of the State Council (cabinet), presided over by Premier Wen Jiabao, on Wednesday decided to launch national comprehensive tests of dairy products and reform the dairy industry.     According to the meeting, the incident involving the tainted Sanlu milk powder reflected chaotic industry conditions, as well as loopholes in the supervision and management of the industry.     It is necessary to learn lessons, properly deal with the incident, improve the inspection and supervision system and strengthen the management of the dairy industry, the meeting said.     The meeting also reached six other decisions and ordered governments at all levels to implement them. These decisions include: Saleswomen check the returned Sanlu brand milk powders in a supermarket in Yinchuan, capital of northwest China's Ningxia Hui Autonomous Region Sept. 17, 2008.providing the best and free medical care to those sickened by melamine-contaminated milk powder,     -- confiscating and destroying all sub-standard products,     -- strictly supervising the production of dairy companies with on-site inspectors,     -- revising regulations on the supervision and management of the industry,     -- subsidizing dairy farmers and encouraging more production by those enterprises with higher-quality products and,     -- finding the cause of the incident and punishing those responsible.     The Sanlu Group, a leading Chinese dairy producer based in the northern Hebei Province, admitted last week that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material. It issued an immediate recall of milk formula made before Aug. 6.     Three infants have died so far. There are at least 6,244 infant victims of the contaminated milk powder, of whom 158, or 2.5 percent, have acute kidney failure, the Ministry of Health said on Wednesday.

  

XIANYANG, Shaanxi, Oct. 5 (Xinhua) -- President Hu Jintao has written to the Tibet Nationalities Institute (TNI) to celebrate its 50th founding anniversary, which was the first institution of higher learning for ethnic Tibetans set up by the Central Government outside Tibet Autonomous Region.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, hailed the institute's "important contribution to the economic development and social progress" of Tibet, which has turned a great number of ethnic Tibetans into high-quality cadres and specialists.     Hu expressed the hope that the TNI would continuously improve its managerial level in teaching, play a better role as the training base for Tibetan cadres, and make greater contributions to improving the life of people of different ethnic groups in Tibet and promoting stability and unity in the region.     A ceremony was held on Sunday at the TNI in Xianyang City, Shaanxi Province, northwest China. Raidi, former vice-chairman of the Standing Committee of the National People's Congress, who is an ethnic Tibetan and a former leader of Tibet Autonomous Region, attended the celebration.
