RAMONA (KGTV) - Seven acres burned in a brush fire near downtown Ramona Saturday, according to CalFire. At 6 p.m. Cal Fire PIO Issac Sanchez said the fire was 20% contained.The fire burned near Montecito Road and North Ramona Street.Hundreds of neighbors were evacuated from the Ramona Mountain Valley Apartments, where the fire burned right up to their fence. Juliette Farey, a mother and resident at the complex said she was coming back from her son's birthday party and when she saw the smoke, she knew her home was at risk."We were scared for our lives," she said.Farey said the unruly gold bushes on the other side of the fence were out of control, and wished they would be better maintained to keep a fire from happening in the future.Sanchez said the fire started with a pile of debris in the riverbed then spread to nearby grass. Sixty-five fire fighters responded, working to protect neighbors, two planes and a helicopter also jumped into action to help. Farey believes homeless who live in the riverbed started the fire, saying the high rent is to blame. "They probably lit a fire in the river bottom to stay warm," she said.Other residents were terrified, saying they've never experienced a scare like this."There was just this wall of smoke. I grabbed our animals and my daughters," Angelina Rios said police banged on their door urging them to get out and that's when they saw the wall of smoke steps away.Her daughter Destiny Minjares described the fear gripping her and her neighbors, that turned to excitement as a helicopter soared just over their heads dropping water.Destiny said they got splashed and everyone cheered after the successful maneuver, a feeling that quickly faded as they saw the fire was still raging nearby.Firefighters got a handle on the fire around 6 p.m. The evacuations have been lifted. All road closures have been lifted as well. Firefighters are expected to be at the scene for several hours.This is a developing story. 10News will update as details become available.  2101

President-elect Joe Biden has asked Dr. Anthony Fauci to remain in his role at the National Institutes of Health, and to become a chief medical adviser to the Biden administration. "I asked him to stay on the exact same role he's had for the past several presidents, and I asked him to be a chief medical adviser for me as well, and be part of the Covid team," Biden said Thursday during a joint interview with Vice President-elect Kamala Harris on CNN. Earlier in the day, Dr. Fauci said he planned on staying in his role as Director of the National Institute of Allergy and Infectious Diseases, a position he's held since 1984 under several presidents. He has become a recognizable face and scientific voice of reason and warning in 2020 as a member of the White House coronavirus task force and frequent media guest to talk about the current state of the pandemic, next steps and hope for the future.It was during an interview with CBS News’ Major Garrett that Fauci made the comment he fully expects to stay on at the NIH. R. Lee Ermey, the actor known for his Golden Globe-nominated role as an intimidating drill sergeant in "Full Metal Jacket," died Sunday at the age of 74, according to a statement from his manager.Ermey died from complications of pneumonia, according to Bill Rogin, his manager, in a post on Twitter. CNN's calls and emails to Rogin were not returned.Ermey played the role of the tough Gunnery Sgt. Hartman who trains a new group of recruits in the 1987 film "Full Metal Jacket." He received a Golden Globe best supporting actor nomination for his role in the movie directed by Stanley Kubrick.The Vietnam veteran brought authenticity to the role after having spent 11 years in the Marine Corps from 1961 to 1972. He spent two years as a drill instructor at the Marine Corps Recruit Depot San Diego and rose to the rank of Staff Sergeant. He was medically retired for injuries in 1971 and in 2002 he received an honorary promotion to Gunnery Sergeant, according to a biography on his website. "It is extremely difficult to truly quantify all of the great things this man has selflessly done for, and on behalf of, our many men and women in uniform," Rogin said in a statement issued on Facebook. Now, interest rates are at record lows, giving many people a new way to save money by refinancing their current mortgage.Matthew Garcia, a senior loan officer with Supreme Lending, says now is a good time to refinance your home. "Absolutely. I mean, you’re looking at interest rates being at the most historic rates they’ve ever been. Rates have been in the 3% ranges before but now you’re seeing 30-year loans getting into the upper twos and middle twos, which is completely insane," said Garcia.Garcia says the industry is going through a refinancing boom that it hasn't seen since a few years after the Great Recession. Refinancing your mortgage, or essentially restructuring your current home loan under a new, lower interest rate, can be done for a couple different reasons."There’s two main types of refinancing you can do. There’s what’s called rate term refinance which means I’m simply refinancing the balance from any closing costs I might have and dropping the interest rates. That’s what called Rate Term, taking no additional cash out. Then there’s also cash out. Cash out refinances tend to be a bit more expensive. When I say more expensive, I mean the rates are slightly higher, more expensive in cost structure," said Garcia.For cash out refinancing, home owners who have likely owned their property for at least four or five years, are refinancing to take the extra cash from the increased equity in the home, and invest it in renovations or elsewhere."Where people can get into more danger is, they're taking out money because they want to go out and invest in other investment properties, go use that money to go out and buy other homes, speculate. That’s where it gets a bit dangerous. A lot of folks start watching their HGTV and think they're the expert and they're going to tap into this equity and go and do these things. There’s a lot more to it," said Garcia.Garcia says the last thing people want is to end up with two failed mortgages. He says the best reasons to refinance is debt consolidation or if it will save money in the long run.Josh Stech, CEO and co-founder of Sundae, a company that helps people with homes in bad condition get their properties sold, also says it's a good time to refinance because of how great the real estate market was doing before the COVID-19 pandemic."Rates are really low but also equity in homes was really high. We hit historic highs heading into the pandemic in terms of the amount of equity that homeowners have in their homes. Basically, the value versus the mortgage that they owe," said Stech. As for how long interest rates will last, Federal Reserve Chairman Jerome Powell has said they could be around for years. Sheck says, there's a chance interest rates could go even lower but there's already so much demand to refinance and banks can only process so many."I think as the fed is targeting a longer term near-zero interest rate environment, I think actually if you maybe wait a little bit you might play the game and win and get a lower interest rate because of the supply and demand I mentioned. I think it's a great time. It's hard to argue with record lows you haven't seen since 1971," said Stech.Experts recommend people who are considering refinancing to talk to a loan officer or financial advisor to make the best decision for their situation. President Donald Trump's former lawyer and fixer, Michael Cohen, was sentenced Wednesday to three years in prison after saying he took "full responsibility" for his actions while at the same time blaming the President.His sentence will be the longest thus far for anyone involved with the President or stemming from special counsel Robert Mueller's investigation into Russian meddling in the 2016 election."I take full responsibility for each act that I pled guilty to: The personal ones to me and those involving the President of the United States of America," Cohen said.But he also said he was living in a "personal and mental" prison since he started working for Trump."Recently the President tweeted a statement calling me weak and it was correct but for a much different reason than he was implying. "I have been living in a personal and mental incarceration ever since the day that I accepted the offer to work for a real estate mogul whose business acumen that I deeply admired."Inside the courtroom, Cohen's family was visibly emotional. Cohen did not speak to reporters upon leaving the courthouse.He previously pleaded guilty to eight criminal counts brought by federal prosecutors in New York, and received 36 months for those crimes. Cohen also pleaded guilty to one campaign finance-related count from Mueller's team, for which he was sentenced to two months.Cohen will serve the sentences concurrently.US District Judge William Pauley described the crimes that Cohen had pleaded guilty to as "a veritable smorgasbord of fraudulent conduct" before announcing his sentence.Pauley also ordered Cohen to pay .39 million in restitution, forfeit 0,000 and pay a ,000 fine.
