DEHESA, Calif. (CNS) - An 80-year-old motorist was found dead today inside her crashed car at the bottom of an embankment alongside a dirt road near the Sycuan Casino.A hiker came upon the crumpled gold Lexus ES300 roughly a half-mile from the southern terminus of Sycuan Road in the rural Dehesa area about 8 a.m., according to the California Highway Patrol.The driver's name was withheld pending family notification. Her car apparently veered off an unpaved rural byway on the grounds of Sycuan Indian Reservation, careened down the adjacent hillside and struck a large oak tree."The Lexus was equipped with a lap- and shoulder-belt restraint system along with an airbag system," CHP public-affairs Officer Travis Garrow said this afternoon. "At this time, it does not appear the (motorist) was wearing her seat belt at the time of the (accident)."When the crash occurred was unclear, though a camera at a nearby guard shack captured images of the Lexus passing through the area about 2:30 p.m.Tuesday, according to Garrow. Why the woman was driving over such remote and rugged terrain also was unknown, though intoxication was not believed to have been a factor in the fatality, the spokesman said. 1209

Delaware has made history as the first state in the nation to ban child marriage under all circumstances.Democratic Gov. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. David Katz, the shooter who killed two people and wounded 10 others before taking his own life at an e-sports tournament in Jacksonville, Florida, on Sunday, was in treatment for psychiatric issues at least as early as the age of 12, according to family divorce records.Katz, who was 24, was prescribed a number of psychiatric medications, including an antipsychotic, and saw "a succession of psychiatrists," according to a 2006 letter from the father's attorney. A separate 2006 court filing states that a therapist said David had experienced a "psychiatric crisis."CNN also obtained police records that show 26 calls for service to the police from the Katz family home in Columbia, Maryland, from 1993 to 2009, for issues ranging from "mental illness" to domestic disputes. At least two of those calls involved Katz arguing with his mother, though none of the reports provided to CNN show any physical violence. The Howard County Police Department declined to release the reports from a number of the incidents, citing statutory restrictions.Since Sunday's shooting, the family has told investigators that David Katz suffered from mental health issues, according to a law enforcement source who described the family as being very cooperative with investigators. DESCANSO (KGTV) -- A San Diego County couple is warning others after getting a flat tire from an unusual source. Pamela Jessup was running errands in her Toyota RAV4 on SR-79 near Old Highway 80 last Thursday when she heard a thump.Jessup says she pulled over and looked at her back tire. After not seeing anything wrong, she went on her way.The thumping, however, only intensified after she drove onto Interstate 8. When she drove home, Jessup says her husband Davis found a temporary lane marker nailed in to the tire.While doing their due diligence, the Descanso residents found dozens of temporary nail markers along the side of the road in the same area where Jessup ran into issues.A local tire shop was able to fix the damage to the tire, but it cost the pair . Other residents in the area took to social media to complain similar events that happened to them.On Facebook, at least three others said they also got flat tires after driving through the area.From Tuesday through Friday, neighbors reported a road construction project that included restriping.A spokesperson for the Caltrans subcontractor Granite Construction issued this statement: 1179

Del Mar, Calif. (KGTV)- California Governor Gavin Newsom signed a series of gun bills into law Friday, including a bill that will prohibit gun and ammunition shows at the Del Mar Fairgrounds. The bill was authored by State Assemblymember Todd Gloria (D-78)."People have the right to continue to buy guns at private establishments. The state just shouldn't have a role in facilitating the flow of guns into neighborhoods where children are killed," Gloria told 10News in an interview shortly after returning from the bill signing in Sacramento.Gloria was inspired to act by anti-gun violence advocates who began protesting the Crossroads of the West Gun Show, held five times each year at the Fairgounds. Groups such as "Never Again CA" began the protests shortly after the deadly school shooting in Parkland, Florida.Crossroads President Tracy Olcott told 10News the company plans to sue the stop the law from taking effect. "Gun shows are not the place where gun violence is created. We're the ones who are educating about gun safety and I think when you have an environment where you can talk about it and educate people, I think that's an important part of curbing gun violence."The next gun show will be held in December. Dates for five more have already been scheduled for 2020, before the new law goes into effect. 1328
