A 33-year-old woman was arrested Tuesday after North Las Vegas police said she carried a pickax onto a school campus and threatened children while they were at lunch.Police said just before noon, a resident near Tom Williams Elementary School called police regarding a woman who was carrying a pickax as she was climbing over the school's chain link fence. Two-hundred-fifty children were outside at the time.According to police, the woman, identified as Kisstal Killough, was acting erratic and screaming that she was going to kill everyone.Police arrived within one minute. She put down on the ax and dropped to the ground before orders were given by police.Killough was arrested on charges of assault, trespass, nuisance and loitering on a school property. The principal of Tom Williams Elementary sent a letter out to parents. The safety of our students is the number one priority at Tom Williams Elementary School. As always, we want to keep you informed of important issues happening within our school community.We want to let you know that earlier today, an adult, not associated with our school, attempted to climb a fence to trespass on our campus. Staff and students noticed the woman and law enforcement was called.Officers from the North Las Vegas Police Department responded immediately and took the woman into custody before she could access the playground area. (KGTV) -- Proponents of Proposition 15, a measure that would affect commercial and industrial properties, said it would bring in much needed money to local governments and schools.“In public schools, we are in dire need of full and fair funding,” said Christina Benson, an elementary school teacher in National City and president of the National City Elementary Teachers Association.Prop. 15 would base property taxes for commercial and industrial land and buildings on current market value rather than original purchase price. This would apply to properties more than million. According to the Legislative Analyst’s Office, this could bring in anywhere between .5 to .5 billion per year.Benson said part of that would go toward teachers’ pay as well as programs, materials and supplies for classrooms.The ad for Yes on 15 said it would “close big corporate tax loopholes, protects homeowners, and cuts small business taxes.”Lynn Reaser, chief economist at Pt. Loma Nazarene University, questioned the use of the word “loophole.”“Businesses and homeowners all now face the same rules—large companies, small companies, wealthy homeowners, poor homeowners. "The bottom line, there are these benefits to huge transfer of money that goes to state and local governments and schools," Reaser said. "But that money is not magically created. A 6-year-old Maryland child was struck by a car while exiting a school bus Tuesday afternoon in Charles County, Maryland, WJLA-TV reported. The child, who has not been identified, reportedly suffered life-threatening injuries from the incident, authorities told WJLA. Tuesday's incident comes hours after a similar incident took place in Tennessee. Tuesday morning, a 41-year-old woman was charged with felony reckless endangerment and illegal passing of a school bus or failure to yield to a stopped school bus after striking a 10-year-old child boarding a school bus, WJHL-TV reported. The boy suffered minor injuries, and was taken to the hospital as a precaution, WJHL-TV reported. Tuesday's incidents are a reminder of the dangers children face at the bus stop.
