DEL MAR, Calif. (KGTV) - SANDAG will start a million project in September, hoping to stabilize Del Mar cliffs that support railroad tracks.Geologist Dr. Pat Abbott says this winter and spring have been rough for bluffs, "in the past few months with a lot of rainfall, we've seen cliff collapses galore in Del Mar."SANDAG says they're going to install pillars and repair drainage structures, "put in steel beams, tie backs, bits of concrete walls, to start to stabilize some of the beach cliffs," Abbott added. The nine-month long project stretches from Seagrove Park to Carmel Valley Road."I think it's a wonderful idea, it's better to do it now, get it behind us, before something happens and a train goes off the side of the cliff," neighbor Lynn Kunkle said.Abbott calls it a Band-Aid, "there's no easy way to get out of this...You have tall sea cliff standing here, ocean waves beating at the bottom, rains soaking into the ground you have trains going by better than 50 a day."Each of those factors eroding the cliff side. Down on the beach lies an example of the fight between amn and mother nature. A concrete drain's side sticks out past the eroded cliff by about two feet. Abbott said the same will happen with this project.A seawall has another negative effect, keeping sand from replenishing the beach below. The Coastal Commission made a compromise with SANDAG when they approved the project. SANDAG will build more beach access for pedestrians.Abbott says we need to think long-term, "let's just do a Band-Aid now like the one proposed here, pass it on to the next generation as if it will be simpler for them to solve than it is for us."SANDAG is planning for the long-term, saying they are still looking into options to move the railroad. They consistently plan 50 years ahead. 1805

Despite a partial government shutdown experts say could stretch into the new year, NORAD’s famous Santa Tracker will still be up and running. According to ABC News, hundreds of volunteers decked out in Christmas hats and military uniforms will still take calls from children around the world. The military told ABC News that the Santa Tracker won’t be affected because it’s run by volunteers at Peterson Air Force Base in Colorado. LIVE: Follow Santa with NORAD's trackerThe Santa Tracker is in its 63rd year. The famous phone line became a tradition after a mistaken phone call to the Continental Air Defense Command in 1955. CONAD had the job of monitoring a radar network for any sign of a nuclear attack. When Col. Harry Shoup answered the phone one day, on the other end was a child who wanted to speak with Santa. According to ABC News, a local newspaper ran an ad inviting kids to call Santa, but listed the wrong number. DETROIT — Two Michigan Department of Natural Resources conservation officers helped save a life Friday afternoon. The department says officer Ben Lasher was patrolling Belle Isle in Detroit, Michigan when around 12:31 p.m. Michigan State Police notified him of a woman threatening to jump off the MacArthur Bridge. "She was very upset," Lasher said. "She was crying. She was looking over her shoulder at the river. I was quite concerned because she didn't want me to come across the barricade."At the scene, Lasher witnessed the woman crying while standing next to the guard rail of the bridge. “She asked me to stay by my patrol truck at first,” Lasher said. “I was able to talk to her and find out her name."Lasher continued talking with the woman, while officer Steven Converse — who was also patrolling Belle Isle — arrived to the scene. "The bridge isn't very tall but the cold water, the body won't accept," Lasher said. "You won't do well in that environment very long."Converse approached where the woman and Lasher were standing and helped convince her to go with them to Lasher's patrol truck and seek professional help. After several minutes, the woman agreed, and the officers helped her climb over the barricade and into the patrol truck for safety."Holiday seasons are hard," said Lasher. "A lot of people have strong feelings, good or bad, and this young lady was having a hard time. And I was able to be in the right place at the right time."What helped, in part, was the training these officers receive for these types of situations.“Part of what conservation officers are taught is to engage in conversation with the suicidal person and to ask what has happened that has brought them to this point of suicide,” said Michael Comer, a contract police psychologist for the DNR Law Enforcement Division. “COs listen to the person's story, establish a rapport and demonstrate that they care about the suicidal person. They have been taught that they will not be able to change the person's mind until they first understand the person's story and despair.”The woman was taken to a local hospital for a check-up. According to the DNR, the scene was cleared around 1:01 p.m., exactly 30 minutes after officer Lasher received the original call. "There's hope for tomorrow," Lasher said he told the woman. "It might be bad right now, but there's hope for tomorrow to be better." 2464

David Ogden Stiers, known for his role as Major Charles Emerson Winchester III in the TV comedy series "M*A*S*H," died Saturday, the agency representing him said. The actor was 75.He died "peacefully at his home in Newport, Oregon after a courageous battle with bladder cancer," the MKS Talent Agency tweeted."His talent was only surpassed by his heart," the agency added.Stiers was born in Peoria, Illinois, in 1942. He was nominated for two Emmy awards for his performance as Winchester in "M*A*S*H," the popular series that ran for 11 seasons from 1972 until its high-rated finale in February 1983.The show, based on a 1970 movie, centered on Army surgeons and staffers during the Korean War. Characters such as chief surgeon Benjamin "Hawkeye" Pierce (Alan Alda) dished out wry humor as they dealt with the stress of wartime, battlefield injuries physical and psychological, and death. He joined the cast in 1977, filling the void left after the departure of actor Larry Linville's Frank Burns from the show but by the series' end he was as much a part of the team as the original cast.Stiers' Major Winchester was portrayed as a Boston-born blueblood, often snobbish -- but a talented doctor. The character was often the comic foil to the hijinks of Alda's "Hawkeye" and Mike Farrell's Captain B.J. Hunnicutt.Stiers had a busy post- "M*A*S*H" career with TV shows including the "North & South" miniseries and "Perry Mason" TV movies.Younger generations would recognize his voice work in several Disney movies, including the classic "Beauty and the Beast," "Pocahontas" and "The Hunchback of Notre Dame."Stiers was an avid fan of classical music and a gifted musician. He was a resident conductor for the Newport Symphony in Oregon and guest conducted dozens of orchestras around the country, the Newport Symphony said in a statement. "All of us at the NSO are heartbroken. David Ogden Stiers was a generous, loving, and inspirational friend and pillar to our orchestra, and, indeed, to all of us individually. Our orchestra would not be here if it weren't for his great support and inspiration over three decades," said Adam Flatt, the symphony's music director."His depth of musical feeling, love for our musicians, and charisma made his performances soar when he was on our podium. We will all work to keep David's spirit alive in all of our performances," he added.  2389
