SAN DIEGO (KGTV)-- Protests around the nation have put police officers' less-lethal use-of-force under the microscope. A criminal justice professor explained the protocols taught in the Police Academy, and what is considered appropriate and excessive.La Mesa Police used tear gas against riotous protestors rushing Police Headquarters on May 30, 2020."These are things that are designed to get people's attention, to shock them, to say get back," former El Cajon police officer and now criminal justice professor, Kevin LaChapelle said.If the violent protestors disperse, LaChapelle said these less-lethal weapons are serving their purpose. He said in the Police Academy officers are taught to face threats using the "Force +1" method."If somebody is presenting a particular level of force towards me, I can respond with that force and then one more level to basically control the situation."According to the National Institute of Justice, there are five basic levels of "use-of-force" to diffuse a situation.1. It begins with officer presence, in which there is no use of force.2. Then come verbal commands, such as an officer asking for identification or telling someone to 'Stop!'3. The next level is empty-hand control, where an officer could grab, hold a person.4. Then come the less-lethal methods, including a baton, taser, projectile, sound, or chemical sprays.5. The last resort is lethal force or the use of a firearm.LaChappelle said officers primarily use projectiles to control riots. Pepper bullets are normally deployed onto the ground, and when they skid, they emit an uncomfortable spray. Sound, light, or rubber bullets are aimed at or below a person's torso, which can cause bruises. The same go with beanbags, which can be filled with anything from styrofoam to harder materials."When people say, 'This is too uncomfortable, and I can't handle this. I'm going to stop. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

SAN FRANCISCO (AP) — A Chinese researcher accused of concealing her ties to her country's military on a visa application she submitted to so she could work in the U.S. has been booked into a Northern California jail. Sacramento County jail records show Juan Tang was detained early Friday. The Justice Department on Thursday announced charges against Tang and three other scientists in the U.S., saying they lied about their status as members of China's People's Liberation Army. All are charged with visa fraud. The justice department accused the Chinese consulate in San Francisco of harboring a fugitive. It is unclear if Tang has an attorney who could comment on her. 679

SAN DIEGO (KGTV)- As we get into the heart of fire season, there are big concerns for neighbors who live along a former golf course. The old Carmel Mountain Ranch Country Club is full of dried brush. Neighbors say they are worried the owner is letting the property become a fire hazard. Chain linked fences block off the entrances to the now-shuttered golf course. "It's looking pretty rough," says neighbor Jeffery Acogido. He's been living in his Carmel Mountain Ranch home for almost 30 years. "The course was actually here before the residences."The brush from the site comes right up to neighbors backyards. As we continue to see, warmer weather neighbors say the unwanted vegetation is becoming a fire hazard. "The community is really concerned that it's just going to be a matter of time that something unfortunate might happen."There have been talks of developing the land. 10News made calls to speak with the owner about the neighbor's concerns but haven't heard back. SAN FRANCISCO (AP) — Pacific Gas & Electric says it may cut power to some 1 million people this weekend in central and Northern California, which could see the most dangerous fire weather of the season. PG&E says it could begin safety shutoffs Sunday morning as gusts and low humidity ramp up the risk of downing power lines and sparking massive fires in tinder-dry brush. The shutoffs in 38 counties could last into Tuesday. PG&E equipment has been blamed for sparking some of the most devastating fires in recent years, including a 2018 blaze in Butte County that killed 85 people.
