SAN DIEGO (CNS) - U.S. Navy Secretary Richard Spencer and officials with the San Diego Association of Governments signed a formal agreement Thursday to potentially revamp the Naval Base Point Loma Old Town Complex, which local officials hope to use as a transit hub to connect public rail transit to the San Diego International Airport.SANDAG and local U.S. Navy officials signed a memorandum of understanding on the subject in July that did not require either party to take action on the 70-acre property but allowed both sides to discuss their vision for the complex's future. The agreement with Spencer and the Navy will supersede that document and start a path to San Diego's own "Grand Central Station" while working to modernize the complex for Navy uses as well.RELATED: SPAWAR area could be missing link to San Diego's airport transitIt outlines goals for this year and next year like finding funding for site planning, starting the environmental planning process, potentially drafting legislation and requesting congressional authorization if necessary."San Diego is a city of innovation and exploration that matches the work ethic of every sailor and Marine at sea," Spencer said. "With this agreement, we are taking our long partnership a step further, moving forward on a plan that will better protect our nation and invest in the community."RELATED: SANDAG leaders unveil bold vision for future of public transit in San DiegoThe project could eventually receive partial funding from the San Diego County Regional Airport Authority, which signed a 10-year agreement worth more than a half-billion dollars with its airline partners in July to fund improvements to public transportation to and from the airport. The complex is currently home to Naval cybersecurity and information officials, including the Naval Information Warfare Systems Command. More than 5,000 personnel currently work at the World War II-era complex, using it for lab and storage space.RELATED: Navy, SANDAG exploring options to redevelop Naval Base Point Loma, Old Town complexSpencer met with a litany of local officials from the Navy, Airport Authority, North County Transit District, Port of San Diego, Caltrans and SANDAG, including San Diego Mayor Kevin Faulconer, to hold a news conference and signing ceremony for the agreement."This exclusive agreement takes our partnership with the Navy to the next level and signals a new phase for what could be one of the most transformative projects in San Diego history," Faulconer said. "This project can strengthen the Navy's presence in San Diego, create thousands of jobs and incorporate a transit hub to make it easier for people across the region to get to and from the airport." 2722

SAN DIEGO (KGTV) — A 14-year-old girl is the first child to die from influenza this season in San Diego. The girl, who died on Feb. 12, had an underlying health condition, according to the County Health and Human Services Agency. She had contracted influenza A, also known as H1N1, the county says, and had not received this season's flu vaccine.“Pediatric influenza deaths are very unfortunate. Our condolences go out to the family,” said Wilma Wooten, County public health officer. “It is extremely important that people get vaccinated because influenza can be deadly.”The teen is one of five flu deaths reported last week, bringing the county's death toll this season to 35 people. The other deaths last week were four men —ages 82, 73, 62 and 56 — and all had underlying medical conditions. Only the 82-year-old and the 56-year-old had been vaccinated, the county says.At this time last season, there had been 268 deaths.“Influenza continues to be widespread. If you have not gotten a flu shot, do it now,” Wooten added.Last week, 539 lab-confirmed cases of influenza were reported, compares to 476 at the same time last season. The majority of cases have been of the H1N1 virus, the county says, which typically affects younger and middle-aged adults because they have not been exposed as much as older adults. 1322

SAN DIEGO (KGTV) - A Chula Vista World War II veteran celebrated the 100th birthday of a lifetime, with help from hundreds of strangers. The celebration was made possible through Arthur Brook, a 9-year-old dedicated to preserving the stories of WWII veterans. He's been interviewing veterans living at the Veterans Home of California, Chula Vista"Since they were at least in their 90's, to be registered in the military during WWII, they wouldn't be here for much longer," said Arthur. When Arthur learned Army veteran Edwin Schwimmer was turning 100 in September, he wanted to give him a special gift. "We quickly made a decision to make it the most special birthday in a long time!" the 9-year-old added.Arthur put out a call requesting birthday cards and received hundreds from around the country. "So many people thought to send him cards, I just wanted to thank them all, who sent cards to Edwin Schwimmer to thank him for his service to our country," said Arthur. Schwimmer was stunned at the number of people who took the time to write him a letter. "There's no words I can express how I feel," said Schwimmer, "I'm the luckiest guy in the world, the luckiest guy in the world."Arthur says he'll continue his mission to interview as many WWII veterans as possible. 1277

SAN DIEGO (KGTV) -- 10news continues the discussion of climate change ahead of next week's United Nations Climate Summit, with a focus on something San Diegans know all too well: wildfires.Climate change is increasing temperatures and decreasing precipitation which is increasing the frequency and intensity of extreme fire events."It’s predicted that the total area burned will increase by 50% or even as high as 100% over the coming century. We’re going to see more fires, and more dangerous fires and more deadly fires, " says Tom Corringham, a post-doctoral research economist at the Scripps Institution of Oceanography at UCSD.Climate Central analyzed 45 years of U.S. Forest Service records of large wildfires and found there are three times more major wildfires burning across the west each year than in the 1970s. The annual area burned has increased six-fold with wildfire season lasting an average of 105 days longer, research showed.RELATED: Climate Change: Living in a warming worldIn California, there have been more large fires, burning more acres, particularly in warmer years. In Southern California we’re already seeing the move to a year-round wildfire season."What we are seeing is that climate change is getting worse and it’s accelerating at a pace that is greater than we were expecting," Corringham said.Temperatures correlate with large wildfires. Forests are more vulnerable during droughts but even wet winters can spur growth of grasses and shrubs which dry out on warmer days and add available fuel."With unmitigated climate change we are likely going to see wildfires burning later in the season, specifically into December which is the peak of the Santa Ana wind season. That’s when you’re likely to get back-to-back Santa Ana winds. That is what happened a couple years ago with the Thomas Fire," explained Alexander Gershunov, a research meteorologist at the Scripps Institution of Oceanography at UCSD.RELATED: Climate Change: Sea-level rise and the impacts to San DiegoWhen it comes to wildfires the best thing you can do is prepare. Clear defensible space around your home, prepare an emergency kit, go over evacuation routes with your family, and put all valuables in a safe place that will make evacuation easier if necessary."The science is real, climate change is happening and it’s happening faster than we expected but if we all work together we can turn this around," said Corringham. 2434
