The China tariffs are back on.On Tuesday, the White House said the administration would proceed with its proposal to impose 25 percent tariffs on billion worth of goods from China, and place new limits on Chinese investments in US high-tech industries.The decision comes after top administration officials have tried to dampen fears of a trade war.Treasury Secretary Steven Mnuchin said a trade war with China was "on hold" less than 10 days ago. And Commerce Secretary Wilbur Ross is expected in Beijing on Saturday to help ease trade tensions between the two major trading partners.Beijing has previously pledged to retaliate against the 25 percent tariffs.In a brief statement, the White House said the president plans to take "multiple steps" to protect domestic technology and intellectual property from certain "discriminatory and burdensome trade practices by China."The latest step follows a March report by the US Trade Representative Office, which undertook a seven-month investigation of China's handling of technology transfers and intellectual property, according to the White House's statement."The United States will implement specific investment restrictions and enhanced export controls for Chinese persons and entities related to the acquisition of industrially significant technology, the White House said in a statement.The final list of covered imports subject to tariffs will be announced by June 15. The Department of Education said Thursday that it would wipe away student debt for 15,000 borrowers, implementing an Obama-era rule that Secretary Betsy DeVos has fought to block for more than a year.The debt cancellations will total about 0 million.The rule, known as Borrower Defense to Repayment, was designed to help students cheated by for-profit colleges get relief on their education debt.The announcement comes about two months after a federal judge ordered immediate implementation of the rule. The current spike in COVID-19 cases is stressing the testing system across the country.As the virus spreads at unprecedented rates, more Americans are seeking COVID-19 tests. But in recent days, companies that make the tests and the supplies needed for them are struggling to keep up with demand."Those companies were operating on an allocation basis, and that just means that basically everything they make is going out the door," said Kelly Wroblewski, the Director of Infectious Disease Programs at the Association of Public Health Laboratories. "There is no reserve, so there's an increased demand in a lab for testing. There's no more reagent to be had, so to meet that demand, that lab has to use a different manufacturer's test."Wroblewski adds that along with issues in getting supplies, officials are also short on human resources — there is only so much lab capacity and only so many trained people to conduct the tests.The American Clinical Laboratory Association says the surge in demand for testing means some labs could reach or exceed their current testing capacities soon — meaning it could take longer for patients to get PCR test results back.Wroblewski says that it can take currently take anywhere from 24 hours to a week to get PCR test results back.With antigen tests, patients can get results back in less than 30 minutes. There is currently enough of a supply for antigen tests, but not all facilities offer them.Both lab groups stress that COVID-19 testing is important, but patients should be strategic."There's been a lot of emphasis put on testing, but testing is only one piece of the puzzle," Wroblewski said. "It gives you some information, and if you're not going to do anything with that information — whether it be targeted closures. whether it be staying home and isolating — we're not going to stop the spread of disease."As far as getting more tests, it's going to take a while. Wroblewski says it could take up to six months or more to increase production capacity significantly. Labs don't expect to see a ramp-up in supplies until early 2021. 2090

The CDC is recommending Americans not travel for Thanksgiving during the current spike in coronavirus cases nationwide.“As cases continue to increase rapidly across the United States, the safest way to celebrate Thanksgiving is to celebrate at home with the people you live with,” the Centers for Disease Control and Prevention website reads. “Travel may increase your chance of getting and spreading COVID-19. Postponing travel and staying home is the best way to protect yourself and others this year.”This is the strongest urging from the health agency, which is part of the Health and Human Services Department, asking Americans to take stricter precautions to slow the spread of the coronavirus.There are more than 11 million reported cases of COVID-19 in this country since the pandemic started, and more than 250,000 Americans have died."We're seeing exponential growth in cases," CDC COVID-19 incident manager Dr. Henry Walke said during a press briefing. "The opportunity to translocate disease or infection from one part of the country to another leads to our recommendation to avoid travel at this time."If people are still planning to travel for the Thanksgiving holiday, the CDC has a series of questions on their website for travelers and family members to consider before going ahead with travel plans.Questions include: Are you, someone in your household, or someone you will be visiting at increased risk for getting very sick from COVID-19? Are cases high or increasing in your community or your destination? Are hospitals in your community or your destination overwhelmed with patients who have COVID-19? Do your plans include traveling by bus, train, or air which might make staying 6 feet apart difficult?“We understand that people want to see their family and relatives and do it as they’ve always done it. But this year we’re asking them to limit their travel," Dr. Walke said. In the video, Alexander accuses Juanillo of "defacing private property" as he stenciled "Black Lives Matter" in yellow chalk on a wall at his home.Alexander and Larkin told Jaunillo that he was "free to express his opinion," but "that was not the way to do it."Juanillo then asked if it would be OK if he were chalking his own property. Alexander and Larkin said that they knew Juanillo didn't own the property because they "knew who lived there."Juanillo encouraged Alexander and Larkin to call the police if they felt unsafe.
