SDG&E suggests customers turn off air conditioners and significantly reduce or avoid using other appliances and electric equipment. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting.The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said. 8939

SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046

Am atmospheric river is set to bring downpours to the county Monday through Thursday, the National Weather Service says. County officials say it’s important to be prepared because topsoil, mud, plant material, and debris can clog culverts and storm drains and damage roadways. SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock. A peace sign, the numbers "2010" — local graduates, perhaps? — a Christmas tree, a tiki head, and at one point, a toilet with a Raiders fan wedged inside have all been found taking refuge from the waves below.It remains unclear who makes the objects or how they have installed them in the past.Time and again, however, Mother Nature or possibly another vandal has removed what's been placed. 1359
