SAN DIEGO (KGTV) — A man convicted of killing a San Diego Police officer in 1978 in the city's Skyline neighborhood has been granted parole by a review board.Jesus Cecena was convicted of killing SDPD officer Archie Buggs on Nov. 4, 1978, during a traffic stop. He was sentenced to life in prison without the possibility of parole after shooting the 30-year-old officer four times before killing him with a final shot at point-blank range, according to the San Diego District Attorney's office.According to Deputy District Attorney Richard Sachs on Wednesday, the parole board feels Cecena is no longer a risk to society. The San Diego District Attorney's office believes he should remain in prison."He hasn't come to grips with the crime. He doesn't own the causative factors of this offense. He does not accept his true motivation behind committing this crime," Sachs told 10News anchor Lindsey Pena on Tuesday.The former gang member was 17-years-old at the time of the slaying. His prison term was later modified to seven years-to-life due to his age, making him eligible for Youth Offender Parole.Since then, Cecena has been denied parole at least 14 times, the latest being 2019, 2017, 2016, and 2014. Each time, the seriousness of his crime was cited. The DA's office told 10News last year that Cecena has had an unstable social history in prison, receiving more than 10 violation reports for misconduct.Last year, Gov. Gavin Newsom denied Cecena parole.Tuesday, Pena spoke with Buggs' former partner, Jesse Navarro. Navarro was there the day he and his partner made the traffic stop and remembers the day vividly."It was a planned execution by gang members in the area. They'd been talking about killing a police officer in the area for a number of months," Navarro recalls.Buggs died right in Navarro's arms. SAN DIEGO (KGTV) – A program at the East Mesa Reentry facility is helping inmates transition out of jail and back into the workforce.This program is offering inmates certificates in trades which include welding, construction, heating, ventilation, and air conditioning, and more. The participants study and earn these certificates for free. The reentry program is helping over 700 men head back into the workforce in a positive way.“It’s something that they can give back to the community later on in life, where at one point they took away, but now they feel like they actually achieved something,” said Detron Williams. Williams is a few months away from earning a trade certificate in construction.The reentry program not only focuses on education but also helps inmates understand their emotions and build confidence. “They’ve built the confidence now, and they have learned the different techniques so that when they are out in the community they can either start a new life or they can go back to the work that they previously had,” Matt Russo said.For Williams and the other inmates he has talked to, this program also provides a sense of accomplishment.“Now they are building structures that later on in the future they can drive by and say I built that, I helped that,” Williams said. 1301

SAN DIEGO (KGTV) — A mysterious monolith that appeared in a San Diego parking lot earlier this week is gone, the structure torn down by a group of people in an incident captured on social media Tuesday night. The monolith was in the Scripps Ranch Marketplace parking lot. Similar structures have been popping up all over the country and the world since mid-November. In videos posted to social media, a large group of people can be seen pushing over and then carrying away the shiny, sleek object late Tuesday evening. SAN DIEGO (KGTV) - A researcher at the San Diego Museum of Natural History helped identify a new species of dinosaur, which was just added to the Anatomical Record.Dr. Ashley Poust made the discovery 10 years ago while on a research trip to China."There were a couple of features that immediately stood out to me, made me thing maybe we have something new here," he says.Dr. Poust says the shape of the skull and the presence of two long, decorative tail feathers made him think this was a new species."There's not any other dinosaurs that aren't birds, that we know of, who have long feathers like that," he says.Dr. Poust named the dinosaur "Wulong Bohaiensis." The word Wulong means "Dancing Dragon" in Chinese. The other part of the name comes from the area where it was found.A find like this helps fill in the gaps in how dinosaurs and birds evolved differently. Dr. Poust says Wulong was only about 1 year old when it died. That means it grew those long feathers much earlier than birds typically do. He thinks they could be functional, or it shows a major difference between dinosaurs and birds."You can't really answer those questions in California, but you can answer those questions in a place like China," says Dr. Poust.According to a release, the dinosaur was an early relative of the Velociraptor. It lived 120 million years ago and would have been about the size of a crow or raven.Dr. Poust says he's excited to share the new species with the world. The skeleton is on display at the Dalian Museum in China. It likely will not come to San Diego, as the specimen is too delicate for such a long journey. 1628
