BEIJING, Sept. 25 (Xinhua) -- China held a grand reception hereon Friday to celebrate the 60th anniversary of diplomatic ties with Russia as well as the founding of the China-Russia Friendship Association.     Addressing the occasion, China's top political advisor Jia Qinglin described China-Russia relations as in the best period of history, citing frequent high-level exchanges, unprecedented political trust and substantial cooperation in various areas.     "The China-Russia relationship has become one of the most energetic and influential bilateral ties around the world, which not only brought benefit to the two peoples but also contributed to world peace and development," said Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC). BEIJING, Oct. 1 (Xinhua) -- Chinese President and Chairman of the Central Military Commission Hu Jintao on Thursday morning reviewed Chinese troops in central Beijing as the country celebrated the 60th National Day.     Standing in a black open-roof limousine on Chang'an Avenue, Hu was greeted by Fang Fenghui, commander-in-chief of the full-dress military parade. Fang reported: "Comrade chairman, assembly of the reviewing troops is completed, please review!"     Amid army songs played by a 1,300-member brass band, the home-made Red Flag limo drove eastward along Chang'an avenue, where Hu inspected 44 ground square formations composed of the three services of the People's Liberation Army (PLA), armed police, army reserves, and militia.     His car was followed by the limo of Fang Fenghui and an alternate one.     Wearing a high-collared Mao suit, Hu repeated salutes through a microphone: "Greetings, comrades!" and "Comrades, you are working hard!" The soldiers loudly replied: "Greetings, leader!" and "We serve the people!"     Twelve echelons of more than 150 warplanes are expected to fly over Tian'anmen Square during a military parade.

BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution.     The regulation is in response to a rapid increase in lawsuits during the past two years.     It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation.     The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government.     According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007.     "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday.     "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said.     The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts.     "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

URUMQI, Sept. 4 (Xinhua) -- The city of Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, quieted down late Thursday night after tens of thousands of people took to streets to protest against syringe attacks. There were few pedestrians on the Youhao, Karamay, Altay and Beijing Roads. Police were persuading about 100 people to leave the Nanhu Square in front of the municipal government.     Passage in areas including Youhao Road, Guangming Road and Renmin Square was prohibited for vehicle as a traffic control in place on major roads in downtown areas took effect at 9:00 p.m.. People also turned out in big crowds in front of the Renmin Cinema and at the Renmin Square.     Protestors held the national flag and the flag of the Communist Party of China and shouted "Severely punish the mob." Members of the Uygur ethnic minority were among the protesting crowds.     Wang Lequan, secretary of Xinjiang Uygur Autonomous Regional Committee of the Communist Party of China (CPC), and Li Zhi, secretary of the CPC Urumqi City Committee, called on the crowds, on two separate occasions, to stay calm and show restraint.     Wang and five representatives of the public held talks in the office building of the regional committee during the afternoon, but no details were available.     Stabbing attacks occurred during the protests and an attacker was caught at the scene. The police stopped the crowd who were about to beat her.     Police said that attacks with syringes against innocent people have been carried out in Urumqi since Aug. 17. The regional health department said 476 people have sought treatment for stabbing, of whom 89 were showing obvious signs of needle sites.     As of Wednesday, there had been no deaths reported and no symptoms have been found of infectious disease viruses or toxic chemicals.     Parents are worried about the safety of their children as the Fall semester has started.     Zhu Hailun, head of the political and legal affairs commission of the CPC committee in Xinjiang, said members of nine ethnic groups including Han, Uygur, Hui, Kazak and Mongolian had reported stabbing incidents to the police in recent days.     Local police had seized 21 suspects, of whom six are in police custody and four arrested for criminal prosecution, said the regional information office in a mobile phone text messages to the public on Thursday.     It also said that the court would hand down severe punishments to those found guilty according to the law.     The attacks came less than two months after the July 5 Urumqi riot when 197 people, mostly from the Han ethnic group, were killed, and 1,600 others injured.     Authorities have issued arrest warrants to 196 suspects and prosecuted 51 for involvement in the riot, the regional government information office said in a statement Thursday. The police have further requested the procuratorate to approve the arrest of another 239 suspects thought to be involved in 140 crimes. Another 825 are being held in criminal detention, the regional information office said.
