BEIJING, Dec. 28 (Xinhuanet) -- A vagrant boy sat all huddled up in a corner of Beijing Railway Station, trying to keep himself warm in the chilly wind on Tuesday afternoon.He could only remember that he was 16 and that his home was far away from Beijing but failed to provide other vital information such as his name or home address.Two officials from the social assistance center for the homeless in Beijing's Dongcheng district came to his assistance within half an hour of receiving a passer-by's call. The boy was taken to the center's office for some paper work and then sent to a shelter for the homeless in Fengtai district.A teenager, unsure of his identity and living on a street corner near Beijing Railway Station, is helped by China Daily photographer Wang Jing on Tuesday before being taken to a care center."Our center handles about three or four similar cases every month. Those whose family cannot be contacted immediately are sent to the shelter," said Cao Hui, an official who came to the railway station to pick up the boy.The method of collecting vagrants and sending them to shelters would include an extra step by 2013, according to a notice jointly issued by eight government departments, including the Ministry of Civil Affairs (MCA), on Monday.The circular required the public security, urban management authorities and rescue centers nationwide to collect blood samples from vagrant children. Their DNA information will be recorded and checked against the national DNA database to see if these could be matched with that of missing children's parents', in case they were kidnapped or stolen by criminals.The eight government departments will start a year-long national campaign in 2012, aiming to return street children to their homes, which will be led by the MCA.The MCA urged provincial governments to set up special offices to coordinate the campaign.Civil Affairs minister Li Liguo said on Monday that the ministry will speed up revising the management regulations related to the homeless and beggars in cities, introduced in 2003. Detailed rules about how different government departments should cooperate with each other to help vagrant children would be formulated in the revised regulation.The notice also urged the civil affairs authorities to organize social workers to provide one-on-one psychological counseling and aid services to street children.Educational authorities in locations where the vagrant children are originally from are required to facilitate their returning to schools or vocational institutions. BEIJING, Jan. 19 (Xinhua) -- China's major textile companies are expected to witness an annual increase of 8 percent in their value-added output over the next four years, the Ministry of Industry and Information Technology said Thursday.The ministry published a plan regarding supporting the development of the textile industry during the country's 12th Five-Year Plan period (2011-2015), according to which the sector's exports will reach 300 billion U.S. dollars by 2015 with an annual growth of 7.5 percent.The industry is also expected to employ 20 million people by 2015 and its energy consumption per unit of value-added output will drop by 20 percent from 2010, the guideline said.The country will encourage the textile industry to enhance brand-building and aims to build 5-10 textile companies of global influence and 50 companies with an annual revenue of more than 10 billion yuan by 2015.The guideline warned of potential risks for the sector, including volatile changes in raw material prices, rising production costs and a complicated international trade environment.The guideline said the industry should develop new products and explore new markets to ensure a healthy development during the coming period.

SAN FRANCISCO, Jan. 13 (Xinhua) -- Google seems to get no blessings for a good start for its New Year resolutions as the Internet search giant got an earful of complaints about its new social search service and felt mortified by a customer-poaching scandal in its Kenyan division.On Tuesday, Google announced "search plus your world" to deliver personalized search results by embedding its social service Google+ to its search engine.Although Google called it as "a beautiful journey begins," competitors and industry watchers said it was "a bad day for the Internet." They accused the company of using its dominant search engine to promote its own social networking site by giving Google+ pages and profiles an artificially prominent position in search results.The search giant first had a public bickering with Twitter which issued a statement on Tuesday saying that "As we've seen time and time again, news breaks first on Twitter. We're concerned that as a result of Google's changes, finding this information will be much harder for everyone."Google on Wednesday made a statement on its official Google+ page, saying that "We're a bit surprised by Twitter's comments because they chose not to renew their agreement with us last summer." UNITED NATIONS, Nov. 1 (Xinhua) -- China on Tuesday urged the International Atomic Energy Agency (IAEA) to further strengthen its leading role in enhancing global nuclear safety and promoting relevant international cooperation.Wang Min, Chinese deputy representative to the United Nations, made the remarks at an open meeting of the 66th session of UN General Assembly on the IAEA report.IAEA shoulders important responsibilities in promoting peaceful uses of nuclear energy and preventing nuclear proliferation, Wang said, adding that it needs to further summarize experiences and lessons of the Fukushima nuclear accident, assisting member states to enhance nuclear safety and emergency response capabilities.Wang urged the IAEA to "increase technical assistance to developing countries, improve newcomer's national nuclear infrastructure and promote the safe, secure and sustainable development of nuclear energy."The IAEA was also asked to strengthen nuclear safeguards regime, effectively prevent nuclear proliferation, and maintain an objective and impartial stand on sensitive and hot nuclear issues.China has always adhered to the principle of "safety first", he said.
