SAN DIEGO (KGTV) — Approximately 200 California Army National Guard troops are in San Diego County at the request of San Diego Sheriff Bill Gore, to deter looting following last weekend's events in La Mesa.About 100 troops are stationed at the La Mesa Police Headquarters. The rest are in an undisclosed area ready to move anywhere in the county.“We’ve seen arson, we’ve seen looting, and especially in La Mesa where we were there assisting La Mesa Police Department,” said Gore. “To be quite honest, the crowd overwhelmed us, we had not enough resources there, and we were in a position of defending the La Mesa Police Department, so it didn’t get burned to the ground like two banks did.”After a chaotic scene unfolded in La Mesa on Saturday following a peaceful demonstration, several businesses were looted and damaged, two banks burned down, and La Mesa City Hall sustained fire damage.“I believe that the police were overwhelmed in La Mesa, and they need backup,” said La Mesa resident Teresa Olmsted. “There’s those that are trying to get their point across and those that are taking advantage.”Gore said the troops do not have the same authority as officers and cannot make an arrest, but they can detain suspects until officers arrive.They will guard businesses and buildings where needed.“They do not have peace officer powers. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. SAN DIEGO (KGTV) — As hundreds of Regal Cinemas in the United States face the potential for closure, other movie businesses are thriving.Cineworld, the parent company for Regal Cinemas, tweeted Sunday, saying “We can confirm we are considering the temporary closure of our U.K. and US cinemas, but a final decision has not yet been reached. Once a decision has been made we will update all staff and customers as soon as we can.”Conversely, a locally owned San Diego theater is thriving during this time. Douglas Yeagley owns Cinema Under the Stars, a small, outdoor Mission Hills movie theater. Even with the changes, they sell out most nights.Yeagley said he’s been to a few indoor movies since the pandemic and noticed the lack of others inside the theater, noting that there are a few key factors keeping people away from the indoor movie setting. The indoor location is a large factor, but also the delay of the release of major pictures is keeping people away.“There’s got to be a reason to come to that movie and you have to have an interest in that movie,” he said.The announcement from Regal Cinemas comes shortly after the announcement that the release of the latest Bond film would be delayed from November of 2020 to April of 2021 and the filming of many major pictures is delayed.In San Diego County, indoor movie theaters are able to operate at either 25% capacity or 100 people, whichever is fewer. While the indoor movie industry is taking a hit right now, Yeagley said he expects it to bounce back eventually, however it will take time and could look different once it recuperates.“I think so because people like to escape and that’s what you do in a movie. SAN DIEGO (KGTV) — At least two teachers are on leave pending investigations at Southwest Middle School in Otay Mesa West. A spokesperson for Sweetwater Union High School District confirms the investigations, saying the teachers are not allowed on campus at the current time.10News uncovered the investigations when a viewer reported that his daughter had been interviewed in the case. He says an assistant principal questioned her about one teacher's behavior, including conduct that could be considered sexually inappropriate.The father, who asked 10News not to use his name, says he's upset that he was not notified by the school before his daughter was brought in for questioning. "I would have preferred my wife to be there, or I could have had the chance to say no, I don't want her interviewed because these are very serious, morbid conversations to have with 12-year-old girls," the father said.He says the only communication he has had from the school is a robocall voicemail the day after the questioning to notify him that it had occurred and suggesting he ask his student about the topics discussed.A district spokesperson says they are limited in what information can be released by privacy and personnel issues. 1233
