SAN DIEGO (KGTV) -- Officials with two of Southern California's largest schools districts have announced closures effective Monday, March 16, as a precautionary measure to prevent the spread of the Coronavirus.The Los Angeles Unified School District and the San Diego Unified School District said Friday that campuses are expected to reopen April 6.RELATED COVERAGE: What's been canceled, postponed in San Diego, nationally due to coronavirusThe closures will keep a combined 750,000 students off campus for three weeks heading into spring break. LAUSD and SDUSD join numerous other school systems taking similar measures as the number of COVID-19 cases continue to rise.Superintendent Austin Beutner of Los Angeles and Superintendent Cindy Marten of San Diego have issued the following joint statement: “California has now entered a critical new phase in the fight to stop the spread of the Covid-19 pandemic,” they said. “There is evidence the virus is already present in the communities we serve, and our efforts now must be aimed at preventing its spread. We believe closing the state’s two largest school districts will make an important contribution to this effort. For that reason, we plan to close, effective Monday, March 16. “Later today, we will be providing students, parents and staff with more information on our plans to continue providing learning opportunities for students during the closure. We have also directed staff at both districts to prepare to continue providing nutrition and other supports through family resource facilities.” The boards of Los Angeles Unified and San Diego Unified School Districts have unanimously approved this action. San Diego Unified plans to reopen schools on April 6th, unless conditions call for an extension. SAN DIEGO (KGTV) - Only in their second year of operation, Wheels of Change is preparing for a major expansion this year.San Diego teenager, Kevin Barber, and his mom, Carolyn Barber, MD, initially launched the program in 2018 in partnership with Alpha Project.Homeless individuals are paid /hr to clean up trash, traveling together in a van to different job sites. Thanks to new sources of funding, the nonprofit will be able to expand crews from 10 to 20 individuals, serving the community five days a week. "We were able to show the world, hey this works! Let's keep funding it more and let's expand the program," said Kevin. The city committed 0,000 to help fund the program, and they've also raised additional funding privately and from foundations. SAN DIEGO (KGTV) - Neighbors in Hillcrest say an abandoned church has become a campground for the homeless. The church sold the land to developer LMC North Park Holdings in 2018. They were still leasing it out until about a month ago. That's when residents say the homeless started moving in. "It's more or less the drug crowd, sex trafficking, stuff like that that winds up utilizing these areas," he said. The spot on Park Boulevard and Meade Avenue is boarded up, covered in graffiti, and littered with needles. On Tuesday, firefighters say transients smoking drugs started a fire at another vacant building a few blocks down. Passante says it's just a matter of time before that happens at the church. "It's the same people you see over and over and over again and most of them have some kind of mental illness," said Passante. "The quicker places like this can be demolished the less we'll have that problem.LMC North Park Holdings says they are aware of the problem and have hired 24/7 security. Our crews didn't see any security guards while out there for several hours gathering the story. SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon. Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. SAN DIEGO (KGTV) - North Park business owners are pushing back against Mayor Kevin Faulconer's recent decision to remove upwards of 400 parking spots from 30th Street.The extra space would make way for protected bike lanes from Howard to Juniper, helping the city achieve climate action goals. "Eliminating all of the parking I think will effectively destroy some of the businesses that are here," Said Lara Worm, who owns Bivouac Ciderworks on 30th Street. In a May 16 memo, Faulconer said the decision would bring new mobility choices into the neighborhood and help with a dangerous situation for bicyclists and riders of dockless scooters.RELATED: Hundreds of parking spaces in North Park could be replaced with protected bike lanesThe plan calls for removing about 420 parking spaces and instead installing bollards that block off bike lanes, much like what is currently on J Street in downtown. The North Park Main Street Association is now calling on the mayor to opt for an alternative that would keep about 200 spots on 30th, and protect bikes with parked cars as the barrier. The city installed a similar configuration on Beech Street. "It combines the two," said Angela Landsberg, the organization's executive director. "It allows the bikes to co-exist with the cars."In a statement, a spokesman for the mayor said discussions are ongoing, and that the office is committed to delivering a project that works for the community at large.
