BEIJING, Jan. 22 (Xinhua) -- The Chinese central government in Beijing pledged Saturday that it would work to ensure smooth and safe traveling for the public as many return home to reunite with families during the Spring Festival. It is expected that some 700 million people are to travel during a 40-day Spring Festival travel period that began Wednesday, but heavy snow and icy rain, which has continued since the new year began, has disrupted traffic and cut water and power supplies to some regions in south and southwest China. The lingering freezing weather also poses great challenges to transportation and railway authorities, as they work to avoid another travel disaster, as was seen in early 2008 when unprecedented heavy snow and freezing rain inundated the south of the country, bringing traffic to a standstill at the peak holiday season.Due to this, the Ministry of Public Security announced on Saturday that it had drawn upon the experiences gained from the 2008 weather disaster, and has ordered local bureaus to begin planning precautionary measures to combat the freezing weather. It also issued orders to local departments beginning in late December to step up snow clearance and make sure expressways and key trunk lines are not closed by snow."More police will be deployed to maintain traffic order and security, and to reduce offences such as drunk driving, speeding, passenger overloading of cars and trucks, and driving while fatigued," Huang Ming, Vice Minister of Public Security, said in a press conference held in Beijing.Meanwhile, over 8,300 service stops would be established across the country in order to provide necessities such as water and medical help to drivers and migrant works returning home for the festival.China's meteorological authority forecast Saturday that snowy weather will weaken in most regions over the next three days, but the eastern areas in southwest China will continue to see more rain and snow.On Sunday, the weather forecast anticipated that moderate snow would hit some regions in Inner Mongolia, Guangxi, and Hainan, as the southwestern province of Guizhou will see more icy rain.Local authorities said nearly 10 million have been affected in Hunan after a blizzard that started Monday, which also forced the evacuation of 73,000 people. About 15 power lines were shut down and 132 roads were closed because of snow and icy rain in Guangxi. As the freezing weather makes travel on roads more difficult, railway stations are seeing surges in passenger numbers. An official with the Ministry of Railways (MOR) said nearly 4.8 million passengers took trains on Jan. 19, the first day of the travel peak season this year, up 11.9 percent compared to the corresponding day last year. The next day, over 4.9 million passengers traveled on railways, up 17.5 percent. The Nanchang railway station even saw passenger number jump 30 percent. The MOR said earlier that it would run an additional 293 pairs of trains per day during the rush period in order to meet climbing passenger demand.Further, the Vice Minister of the country's National Development and Reform Commission, the country's top economic planning body, said the ministry would work with other government departments to implement multiple measures in maintaining a stable supply of coal, electricity, oil, and gas so that residents' demands for heating and power use can be met during the festival. The traditional Chinese Spring Festival, or chun jie in Chinese, is the country's most important festival. It falls on Feb. 3 this year. Workers nationwide enjoy a seven-day holiday that ends on Feb. 8.

BEIJING, Feb. 24 (Xinhua) -- Chinese Premier Wen Jiabao attended the opening ceremony of the China-EU Year of Youth in Beijing on Wednesday, encouraging young people from China and the EU to build a brighter future for bilateral strategic partnerships.Joining over 500 young people from China and the EU in the Capital Museum in downtown Beijing, Wen said that the year-long youth exchange campaign was the first theme year between China and the EU since the establishment of diplomatic ties, and is also the largest-ever China-EU cultural exchange program."This has revealed that our relations will be more vibrant in the future and full of hopes," he added.China and the EU are in a vital period for deepening cooperation, Wen said, calling on young people from both sides to consider and explore ways to share opportunities, meet challenges and seek common development, which has benefits for China, the EU and the world.Wen hopes that young people from both sides would always be brave in pursuing innovation and the truth. He also encouraged them to learn from each other in a frank and open spirit, in a bid to jointly create a better future for China-EU ties.A video speech from European Commission President Jose Manuel Barosso was aired at the ceremony. He said that the Year of Youth offers an interactive platform for European and Chinese young people to enhance mutual understanding and friendship and also inject vitality to China-EU relations.Premier Wen and Barroso jointly initiated The China-EU Year of Youth during the 12th EU-China summit held in 2009.Along with the opening ceremony in Beijing, Chinese and European youth were immersed in two-day discussions on topics such as culture, education, volunteering, creativity and environmental protection starting on Tuesday."We had excellent discussions on possible cooperation projects, ranging from environmental protection, world heritage to art and intellectual property," said Pierre Arlaud, a member of an EU youth delegation that arrived in Beijing on Monday to participate in the opening ceremony."I can feel there is a strong will from both sides to deepen understanding and forge a stronger partnership," he added. The opening ceremony was the first in a series of exchange activities that will be held throughout the year in China and Europe. The events include cultural seminars, volunteer service conferences, youth summer camps and TV debates. The year-long program was co-hosted by the All-China Youth Federation and the European Commission. The initiative aims to promote intercultural dialogue and strengthen mutual understanding and friendship between young people in China and the EU, as well as encouraging them to support the development of China-EU relations.

WASHINGTON, May 4 (Xinhua) -- The U.S. National Aeronautics and Space Administration (NASA) announced Wednesday that its Gravity Probe B (GP-B) mission has confirmed two key predictions derived from Albert Einstein's general theory of relativity, which the spacecraft was designed to test. The experiment, launched in 2004, used four ultra-precise gyroscopes to measure the hypothesized geodetic effect, the warping of space and time around a gravitational body, and frame- dragging, the amount a spinning object pulls space and time with it as it rotates.GP-B determined both effects with unprecedented precision by pointing at a single star, IM Pegasi, while in a polar orbit around Earth. If gravity did not affect space and time, GP-B's gyroscopes would point in the same direction forever while in orbit. But in confirmation of Einstein's theories, the gyroscopes experienced measurable, minute changes in the direction of their spin, while Earth's gravity pulled at them. The findings are available online in the journal Physical Review Letters."Imagine the Earth as if it were immersed in honey. As the planet rotates, the honey around it would swirl, and it's the same with space and time," said Francis Everitt, GP-B principal investigator at Stanford University. "GP-B confirmed two of the most profound predictions of Einstein's universe, having far- reaching implications across astrophysics research."GP-B is one of the longest running projects in NASA history, with agency involvement starting in the fall of 1963 with initial funding to develop a relativity gyroscope experiment. Subsequent decades of development led to groundbreaking technologies to control environmental disturbances on spacecraft, such as aerodynamic drag, magnetic fields and thermal variations. The mission's star tracker and gyroscopes were the most precise ever designed and produced.GP-B completed its data collection operations and was decommissioned in December 2010."The mission results will have a long-term impact on the work of theoretical physicists," said Bill Danchi, senior astrophysicist and program scientist at NASA Headquarters in Washington. "Every future challenge to Einstein's theories of general relativity will have to seek more precise measurements than the remarkable work GP-B accomplished."
