The Trump administration announced on Wednesday new guidelines regarding how children residing overseas with U.S. troops and government employees are given citizenship.The new guidelines state that a child must meet certain residency requirements before being granted U.S. citizenship.The new guidelines does not change the law on birthright citizenship if the parents were both U.S. citizens and residents before the child's birth. Instead, the guidelines effect children whose parent or parents are U.S. citizens, but not necessarily U.S. residents. According to the U.S. Citizenship and Immigration Services, the policy affects:Non-U.S. citizen parents and adopted by a U.S. citizen U.S. government employee or U.S. service member after their birth;Non-U.S. citizen parents, such as a lawful permanent resident U.S. government employee or U.S. service member who naturalized only after the child’s birth; orTwo U.S. citizen government employee or U.S. service member parents who do not meet the residence or physical presence requirements to transmit citizenship to their child at birth (or one non-U.S. citizen parent and one U.S. citizen parent who does not meet these requirements). The guidelines state, "Children residing abroad with their U.S. citizen parents who are U.S. government employees or members of the U.S. armed forces stationed abroad are not considered to be residing in the United States for acquisition of citizenship. Similarly, leave taken in the United States while stationed abroad is not considered residing in the United States even if the person is staying in property he or she owns."The policy states that a U.S. citizen parent must apply for citizenship on the child's behalf.The guidelines also state that the child and their parents must complete the process to become a citizen by the child's 18th birthday.U.S. law has the following requirements for children to be given citizenship automatically:(1) At least one parent of the child is a citizen of the United States, whether by birth or naturalization.(2) The child is under the age of eighteen years.(3) The child is residing in the United States in the legal and physical custody of the citizen parent pursuant to a lawful admission for permanent residence.To read the complete guidelines, click 2300

The Republican leaders of the House Judiciary and Oversight committees announced Friday they have wrapped up their review of the FBI's handling of the Hillary Clinton and Russia investigations, and raised concerns about the "thoroughness and impartiality" of the investigations.In a letter to Senate Majority Leader Mitch McConnell, acting Attorney General Matt Whitaker and Department of Justice Inspector General Michael Horowitz, House Oversight Committee Chairman Trey Gowdy and House Judiciary Committee Chairman Bob Goodlatte reiterate prior criticisms of the investigation. Among those critiques are former FBI Director James Comey's handling of the decision not to prosecute Clinton, as well as charges of political bias by now-former FBI agent Peter Strzok and former FBI lawyer Lisa Page.The lawmakers repeat their call for a special counsel to be appointed to investigate decisions made during both investigations and also what they call the "disparate way these two investigations were seemingly conducted."Notably, Goodlatte and Gowdy argue that special counsel Robert Mueller's investigation must be "trusted by Americans," writing "there has been no effort to discredit the work of the Special Counsel. Quite the opposite, whatever product is produced by the Special Counsel must be trusted by Americans and that requires asking tough but fair questions about investigative techniques both employed and not employed." 1444

At the time, the administration argued that the community rating rule and the guaranteed issue requirement -- protections for people with pre-existing conditions -- could not be defended but the rest of the law could stand.After the Justice Department took that position, federal District Judge Reed O'Connor struck down the entire law and the case is currently before a federal appeals court.The Trump administration would not defend the law in court so a coalition of 21 Democratic states led by California stepped in."This lawsuit is as dangerous as it is reckless. It threatens the healthcare of tens of millions of Americans across the country -- from California to Kentucky and all the way to Maine," said California Attorney General Xavier Becerra in a statement. "The Affordable Care Act is an integral part of our healthcare system. ... Because no American should fear losing healthcare, we will defend the ACA every step of the way." 1677

Communities are shaken after the two earthquakes—measuring at 6.4 and 7.1 magnitudes--hit in less than two days. The July 5 earthquake was the strongest in Southern California in 20 years. Many people living in Trona, California say they don't want to stick around to see the next one. “I know this is God's work and all, but it’s traumatizing,” says Dorothea Mith. Smith says she no longer feels safe living in this section of Southern California, and she plans on moving. “All this is broken apart,” Smith says, as she looks at the damage to her home. “It fell. My glasses started falling and I just couldn't move.” Smith says all she was thinking about during the earthquakes was about staying alive. “I just don't feel safe her anymore,” she says. “The wall is breaking, and I once loved this house. Loved it.”Smith says her community is without water. “It’s nasty. We can’t use the restroom; we can’t shower,” she says. The feeling of vulnerability seems to be spreading across the desert. Construction workers say they’ve fixed multiple water main breaks in just the past few days. Meanwhile, at the town’s high school, volunteers and the Army are handing out free water and meals to residents. Resident Steve Rosenow says not only is his community dealing with no water and a fractured foundation, they have to deal with looters, too.“It’s pretty frustrating,” Rosenow says. “We got to protect what's ours, but you don't want to hurt anybody.” 1564
