SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. SAN DIEGO (KGTV) — Boulevard Fitness in University Heights has closed its doors following a letter from the city threatening expensive fines and to force the business to close.The gym stayed open in the face of local coronavirus-related restrictions on indoor activities for fitness centers for more than a month, according to a letter from City Attorney Mara Elliott."To date, evidence we have reviewed shows your business has been out of compliance for more than 45 days. If our office chooses to remedy the violation by pursuing an unfair business practices action, you and your business could be subject to fines of ,500 a day for each violation and orders to close," Elliott's letter on Tuesday stated.RELATED: Businesses to begin outdoor services at San Diego parksIn a letter sent to the gym's members on Wednesday, Boulevard Fitness said it has temporarily closed "due to current fiscal situations.""We are not sure when this closure period will end but we will be [sic] continuously monitor this and update you when appropriate," the gym's letter read. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. SAN DIEGO (KGTV) — Arson investigators Saturday were looking into multiple fires set within a three-mile radius of each other in Ocean Beach and Point Loma.The first fire was set at about 1 a.m. on Muir Ave. in Ocean Beach. Three more fires were set on Piedmont Dr. and Catalina Pl. in the Point Loma area, San Diego Fire-Resuce Department said.No structures were damaged and no injuries were reported. Each fire was set in rubbish behind homes, according to SDFD. Due to the proximity and similarities between the small fires, fire officials said the fires were "suspicious" and arson investigators were looking at whether they were connected. No arrests have been made."The San Diego Metro Arson Strike Team (MAST) is investigating several suspicious rubbish fires which occurred last night in the Point Loma and Ocean Beach communities. SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204
