SAN DIEGO (KGTV) — Several North County residents felt their homes and businesses rattle briefly after a loud boom Friday.The noise and shaking were reported at about 1:30 p.m., according to San Diego Sheriff's Department. Deputies in the North County received calls from Vista about the noise. 10News also fielded several calls from Oceanside and San Marcos over the incident.USGS did not register any major earthquakes in the region Friday, according to the agency's website. At about 1:31 p.m., USGS recorded a 1.6-magnitude earthquake with a depth of about 5 miles in the Ocotillo Wells area, about 100 miles east of Oceanside.Camp Pendleton was scheduled to perform exercises involving mortar fire and high explosive munitions, according to a noise advisory statement, and finish its Exercise Iron Fist training alongside Japanese armed forces on base Friday. However, a spokesperson for Camp Pendleton told 10News the base was on normal operations Friday.The base's website advises that, "depending on atmospheric conditions, the sound of the explosions may be amplified and heard up to 50 miles away." SAN DIEGO (KGTV) — Several events and school systems in San Diego have had their immediate schedules altered due to the coronavirus.Several conferences set to take place in San Diego have canceled or rescheduled, while others don't have immediately plans to alter their plans.Schools systems are also preparing for the possibility of changing schedules and continuing the school year amid coronavirus worries.LATEST CORONAVIRUS UPDATESHere's a look at what events and schools have changed their schedules due to COVID-19 worries and what we're monitoring: (We'll update this list as soon as more information is available.)Events:The 34th National Institute on White Collar Crime has canceled its planned March 11-13 conference at Marriott Marquis San Diego, citing coronavirus fears. On its website, organizers with the American Bar Association (ABA) said the decision to cancel was made "as a result of the large number of speakers and attendees who were compelled to cancel their participation due to travel restrictions put in place by employers." The institute will not be rescheduled, according to ABA. The organization said refunds are being processed to attendees, but any travel reservations made will have to be handled individually.Leaders of the Experimental Biology conference set to take place April 4-7 canceled the massive gathering over COVID-19 as well. The conference expected more than 12,000 attendees at the San Diego Convention Center.The 2020 CIE Summit business technology summit at Marriott Marquis San Diego has been rescheduled from March 18-20 to Aug. 12-14 "out of an abundance of caution," organizers say.Organizers with the Future of Individualized Medicine 2020, scheduled for March 12-13 at the Scripps Institution of Oceanography, also canceled their event "based on concern for the health of our registrants, speakers, exhibitors and staff."The American Association for Cancer Research's annual meeting set for April 24-29 has been canceled. SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car.
