CHULA VISTA (CNS) - At least one man was injured in a traffic collision today on southbound Interstate 805 near East Palomar Street in Chula Vista, the California Highway Patrol said.At 11:10 a.m., a pickup truck flipped onto its side in a crash with a larger truck hauling boxes, according to a CHP incident log. The man was out of his pickup truck bleeding from a head wound.The larger truck continued southbound on I-805 after the crash, the CHP reported. The crash blocked two right lanes and traffic in the area was backed up, CHP officers on the scene said.No further information was immediately available. 620

CHULA VISTA, Calif. (KGTV) - The budget issues at the Sweetwater Union High School District appear to be worse than originally predicted, and it has cost some teachers their jobs. On Monday night, the district's school board voted to cut 34 temporary teaching positions in the district's adult education program. One of the teachers losing their jobs, Dottie Giffen, told the board members at the public meeting, "You could say sorry a million times, and the mess that you got us into does not make any of us feel better."Many parents say they are fed up with the cuts and want someone to be held accountable. Giffen said of the district's leadership: "We have no faith, no trust. We want the district cleared out. We want to start over fresh."According to an audit released at the school board meeting on Dec. 3, the district is in its current financial state because of a number of issues, including internal borrowing, unsustainable salary increases, and a decline in student enrollment.The new audit was first reported by The Voice of San Diego, showing the district is borrowing money faster than it can pay back, taking money from Mello-Roos fees on people’s property taxes. This fiscal year alone the will borrow million dollars in addition to the million they already owe. Parents are now hoping the county or state will take over and balance the budget. One parent told 10News he wants the district employees out, replaced by someone with a fresh set of eyes. County education officials told 10News they are monitoring the situation and issued this statement:“The San Diego County Office of Education (SDCOE) continues to monitor and work with the Sweetwater Union High School District to resolve the district’s 2018-19 budget shortfalls. Ensuring the students of Sweetwater Union High School District are supported and provided every opportunity to succeed is the highest priority of the district and SDCOE.”The district also sent 10News a statement reacting to the audit:“Over the past few months the Sweetwater Union High School District has faced very significant challenges with respect to our organizational budget. As we have previously outlined, several factors such as increased costs to the district and decreased enrollment and attendance have placed us in a very difficult position.However, Sweetwater, like many other districts across the state, has endured challenges like this in the past. We have worked diligently to stabilize our budget and taken measures to do so. CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916

CHULA VISTA (CNS) - A Tijuana police officer who allegedly took part in a plot to steal more than million from a Chula Vista home, which he and other defendants believed was a stash house containing drug money, was ordered Monday to stand trial on two conspiracy charges.Jesus Estrada Torres, 35, is accused of planning with five other men to rob the home in late January, after an undercover FBI agent told them a shipment of money would be delivered to the residence, according to testimony at the defendant's preliminary hearing.A fellow officer, Marco Quijas-Castillo, 27, pleaded guilty earlier this year to conspiracy to commit robbery and faces two years in state prison. Four others are also facing various charges in connection with the attempted theft.RELATED: 2 Tijuana police officers among group charged in Chula Vista home burglaryTestimony at Torres' preliminary hearing indicated the defendants were told two unarmed individuals would be inside the three-bedroom home, which was actually being rented by the FBI for the operation.The criminal complaint alleges Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 33, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 29, who traveled to Chula Vista from San Bernardino County.Castillo and Torres allegedly "provided counter-surveillance" at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance at the Chula Vista residence while Shaw walked up to the house, and "entered a code into a lockbox containing a key to enter the house," the complaint alleges.The men had allegedly planned to tie up the two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home, according to testimony.The defendants are due back in court June 30 for a readiness conference. 2022

CHINO HILLS, Calif. (KGTV) -- Fire officials say a brush fire that destroyed a two-story mansion in Chino Hills Monday may have been sparked by a bird, according to KABC. According to Chino Valley Fire, the blaze was caused by a large bird striking high-voltage power lines. The department says the bird then caught fire and fell to the ground, igniting the grass. The tweet went on to say that fire officials and SoCal Edison representatives inspected the power pole and found that there was no transformer installed on the pole as initially reported. No evacuations were ordered and no injuries reported. The blaze started near Chino Hills Parkway and Falling Star Lane just before 2 p.m., KABC reports. 715
