OROVILLE, Calif. (AP) — Officials at the nation's tallest dam unleashed water down a rebuilt spillway Tuesday for the first time since it crumbled two years ago and drove hundreds of thousands of California residents from their homes over fears of catastrophic flooding.Water flowed down the spillway and into the Feather River as storms this week and melting snowpack are expected to swell the lake behind Oroville Dam in the foothills of the Sierra Nevada, said Molly White, principal engineer with the California Department of Water Resources.The spring storms follow a very wet winter that coated the mountains with thick snowpack, which state experts will coincidentally measure Tuesday to determine the outlook for California's water supplies. Heavy winter rain and snow has left the state drought-free for the first time since December 2011, experts say.The dam's main spillway "was designed and constructed using 21st century engineering practices and under the oversight and guidance from state and federal regulators and independent experts," Joel Ledesma, deputy director of the department's State Water Project, said in a statement."We spent the last two years restoring full functionality of the spillway. We expect it to run as designed," Ledesma said during a news conference.The original spillway on the 770-foot-high (235-meter) dam, which is 150 miles (241 kilometers) northeast of San Francisco, was built in the 1960s.In early 2017, storms drenched the state and the massive spillway broke apart as it carried heavy flows.Dam operators reduced the flow and allowed water to run down an emergency spillway — essentially a low area on the reservoir's rim — but the flow began eroding the earthen embankment that had never been used. Authorities suddenly had to order an evacuation of nearly 200,000 people living in communities downstream.The threat of a dam collapse that would unleash a torrent of water did not happen, however, and people were allowed to go home days later.In January 2018, an independent panel of dam safety experts released a nearly 600-page report that blamed the crisis on "long-term and systemic failures" by California dam managers and regulators to recognize inherent construction and design flaws in the dam.Repairs have cost .1 billion. California requested about 9 million from the Federal Emergency Management Agency for the fixes, but the federal government has rejected 6 million of those reimbursements. U.S. officials say the dam's upper gated spillway was damaged prior to the heavy rain two years ago.Local water agencies are already paying some of the repair costs, and they would cover anything not paid by the federal government. 2703

Ohio State's board of trustees is debating the fate of football coach Urban Meyer, who could face disciplinary action over his handling of domestic violence allegations against one of his former assistants.The board of trustees held a meeting private Wednesday to discuss a possible punishment against Meyer.Meyer has been accused of turning a blind eye to alleged domestic violence committed by Zach Smith, his wide receivers coach at both Ohio State and Florida. Smith was fired by Ohio State in late July when his ex-wife filed a domestic violence civil protection order.A day after Smith's firing, Meyer told reporters at Big Ten Media Days in Chicago that he was not aware of any allegations against Smith. Reports later indicate that Meyer's wife and wives of other coaches were aware of the allegations against Smith.Meyer then acknowledged in a statement that he misled reporters about his knowledge of Smith's allegations.  950

  

Oceanside (KGTV): The Main Attraction is getting ready for its last dance.The popular topless bar, the last of its kind in the North County, was recently sold. Developers now plan to turn the land it sits on, as well as more than 5 acres around it, into a mixed-use housing project.Papers filed with the City of Oceanside Planning Department show plans for a five story, 308-unit complex that also includes 4,000 square feet of street front retail stores and a six-story parking garage. Wood Partners and Lightfoot Planning Group filed the plans.The land sits just west of the 5 freeway near the intersection of North Coast Highway and Costa Pacifica Way. A vacant lot covers most of the 5.3-acre parcel. A few abandoned warehouses and the strip club stand as the only buildings around."It is exciting," says Leslee Gaul, the CEO of Visit Oceanside. "It’s part of the renaissance in our community, and I think it’s a great location."Gaul's office is right across the street from the topless bar. She works in the California Welcome Center. The Main Attraction is the first thing most visitors see when they get off the freeway in Oceanside.Gaul says the club has been a good neighbor, but she's ready for the change."It’s been a low key, positive relationship for many years," she says. "But as things change and our community changes, this is part of that."Homes within the complex will range from a 550 square foot studio to 1,550 square foot townhomes. The majority of the 308 units will be either one or two-bedroom apartments. Meanwhile, the plans from the developer say residents will have modern amenities, including "an indoor‐outdoor social lounge with pool access and catering kitchen, a fitness center, an artist center, bicycle room, and surfboard storage." There will also be a 5th‐floor deck with an ocean view.Phone calls to the developer, the city and the topless bar weren't returned this week. The project still needs approval from the City of Oceanside. There's no word on when the club will close. 2055

  

OTAY MESA, (KGTV) -- Construction for President Trump's border wall is set to begin the end of the month, but law enforcement is already prepping for protests.There are not too many visitors at the end of the only road that goes into the border project. Agents on ATVs and the occasional semi truck are about all you'll see.But by the looks of everything being put up, it's clear those in charge know something may be coming and they want to keep it out.People familiar with the border project say the fence was put up in the last few days.The San Diego Sheriff’s Department says they are not involved with the construction in any way but that, “the department is currently evaluating the need and possible location of a 'free speech' area where citizens can peacefully express their viewpoints.”Meanwhile, local activists like Border Angels' Enrique Morones told 10News they are not aware of any mass protest that could take place, but they are worried about possible out of town groups coming in and causing a problem. In the same week as the one-year anniversary of the Standing Rock protests over the Dakota Pipeline, law enforcement is guarding this patch near the border as it could become ground zero for the immigration debate. 1248
