The Wisconsin Division of Criminal Investigation (DCI) identified Rusten Sheskey as the officer who shot Jacob Blake seven times in the back in Kenosha, Wisconsin on Sunday.The DCI, which provided its first update on the case late Wednesday, nearly 72 hours after the shooting, said its continuing its investigation, but is not pressing charges as of now.The shooting has prompted massive unrest in Kenosha since. The unrest culminated in a shooting incident that killed two people and injured one person on Tuesday amid the late-night demonstration. A 17-year-old was arrested in connection to Tuesday's shooting.In response to Sunday’s shooting, professional athletes in multiple sports boycotted scheduled games. All three NBA Playoff games on Wednesday were postponed, and a MLB game between the Milwaukee Brewers and Cincinnati Reds was also postponed.Investigators said that Sheskey, who was placed on administrative leave, has been with the police department for seven years.The DCI gave the following description of Sunday’s incident:“During the incident, officers attempted to arrest Jacob S. Blake, age 29. Law enforcement deployed a taser to attempt to stop Mr. Blake, however the taser was not successful in stopping Mr. Blake. Mr. Blake walked around his vehicle, opened the driver’s side door, and leaned forward. While holding onto Mr. Blake’s shirt, Officer Rusten Sheskey fired his service weapon seven times. Officer Sheskey fired the weapon into Mr. Blake’s back. No other officer fired their weapon. Kenosha Police Department does not have body cameras, therefore the officers were not wearing body cameras.”Officials also said that Blake told officers he had a knife. The DCI said that officials later found a knife on the driver's side floor of the car.The only videos of the incident were take bystanders that showed Blake opening his car door before he was shot at a close distance by Sheskey.Blake’s family said on Tuesday that the 29-year-old is partially paralyzed, but was fortunate to survive from his injuries. 2048

The U.S. House of Representatives voted in a bipartisan manner to remove statues honoring Confederate leaders from the Capitol. States largely decide on the statues to be displayed in the hall. Among the statues in Statuary Hall include Confederacy president Jefferson Davis and Confederate commander Robert E. Lee.Democratic Rep. Steny Hoyer of Maryland sponsored the bill.“I believe that most Americans are deeply distressed by racial injustice and want to see the progress of the Civil Rights Movement continue,” Hoyer said. They want our nation and our democracy to grow, mature, and become more perfect. Part of that process is making it clear, through our symbols and public displays of honor, what our country stands for and, as importantly, what it must never stand for again."Republican Paul Mitchell, R-Mich., joined Hoyer in calling for the removal of the statues.“The history of this nation is so fraught with racial division, with hatred, and the only way to overcome that is to recognize that, acknowledge it for what it is. So I support this resolution,” Mitchell said.Mitchell added that the statues should be returned to the states and be used for appropriate historical context.“Tearing it down does not do justice for the history of this nation and what our young people must understand,” Mitchell added.Whether the bill gets heard in the Senate remains doubtful, as Senate Majority Leader Mitch McConnell said last month the removal of the statues is a “bridge too far.” 2306

  

The so-called cone of uncertainty for Tropical Storm Jose now includes North Carolina's Outer Banks, Maryland and Delaware, after the National Hurricane Center on Thursday shifted its potential path west.The cone shows the probable track of the center of a storm over a five-day period.With maximum sustained winds of 70 mph, Jose is a tropical storm after being a hurricane through the week. The storm is expected to strengthen and become a hurricane again by this weekend, the center said. At one point last weekend, Jose was a Category 4 hurricane.Jose, which recently completed an odd clockwise loop, is forecast to move closer to the United States before turning north. The vast majority of computer models still keep the storm out to sea, but a few show it making a potential landfall along the East Coast, CNN meteorologist Brandon Miller said."Jose could produce other direct impacts next week along portions of the east coast of the United States from North Carolina northward to New England, but it is too soon to determine what those impacts might be or where they could occur," the hurricane center said.Track the storm hereThe inclusion of the Outer Banks in Thursday's advisories marked the first time the United States mainland has been in the forecast cone tracking Jose.As of 11 pm on Thursday, Jose was in the southwest Atlantic Ocean, about 375 miles northeast of the southeastern Bahamas, and was moving west-northwest at 8 mph.No matter its path, Tropical Storm Jose is expected to bring rough surf and rip current conditions in the next few days. The swells generated by Jose are affecting Bermuda, the Bahamas, the northern coasts of Hispaniola and Puerto Rico and the US Southeast coast. Those effects will spread north along the mid-Atlantic coast in the next few days.Jose is the sixth named hurricane of the Atlantic basin season, which lasts through November. The peak of hurricane season is generally from mid-August to mid-October. The White House privately warned the mayors of 11 major U.S. cities on Wednesday that they need to take "aggressive" steps to control COVID-19 outbreaks, the Center for Public Integrity reports.The warning came from Dr. Deborah Birx, the response coordinator for the White House Coronavirus Task Force. In the call, which the Center for Public Integrity included "hundreds of emergency managers and other state and local leaders," she identified 11 cities that are seeing an increase in the percentage of positive COVID-19 tests they've taken in recent weeks. Those cities were Baltimore, Cleveland, Columbus, Indianapolis, Las Vegas, Miami, Minneapolis, Nashville, New Orleans, Pittsburgh and St. Louis.“When you first see that increase in test positivity, that is when to start the mitigation efforts,” she said in a recording obtained by Public Integrity. “I know it may look small and you may say, ‘That only went from 5 to 5-and-a-half [percent], and we’re gonna wait and see what happens.’ If you wait another three or four or even five days, you’ll start to see a dramatic increase in cases.”The Center for Public Integrity also published a seven-minute segment of the conference call.Public Integrity · Dr. Deborah Birx CallIt's unclear who provided the Center for Public Integrity with the recording, which was closed to the press.
