SAN DIEGO (KGTV) — As the U.S. prepares for the possibility of a coronavirus vaccine, San Diego County public health officials detailed what groups will see the vaccine first.San Diego County Public Health Officer Dr. Wilma Wooten said the state anticipates receiving 327,000 doses in mid-December, with about 28,000 doses heading to San Diego County.According to the CDC's Advisory Committee on Immunization Practices, the phases for vaccine distribution will follow:Phase 1A: Healthcare personnel, nursing home residents, nursing home employeesPhase 1B: People with underlying medical conditionsPhase 2: Teachers, school staff, child care workers, food supply chain workers; Critical workers in industries essential to the function of society; People in and staff working at correctional facilities; All older adults not in Phase 1Phase 3: Children and young adults 30 and younger, critical workers not in Phase 1 or 2Phase 4: Everyone else living in the U.S.Wooten added that the county's first round of vaccines will have to go toward Phase 1A, and that there are well over 28,000 people in the first phase alone."It's not just doctors and nurses, it's other healthcare personnel that might take food to individuals in their room that would have COVID-19 or maintenance or janitors," Wooten said of the Phase 1A group on Wednesday. "So those are at the top of the list, acute healthcare facilities. Again, it is going to be very challenging. We are working out the numbers and working out the process now. But the good news is that the first shipment isn't going to be our last shipment."Wooten said that the second round of vaccine distribution will likely be within three weeks after the first round. She added that Phase 4 of distribution will likely occur in March and April.The FDA is scheduled to meet on Dec. 10 to discuss issuing an Emergency Use Authorization for Pfizer-BioNTech's COVID-19 vaccine. SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. One officer and four students were hospitalized, and two students were arrested.In 2018, a campus police officer slammed a student at Helix High School onto the ground. That student later filed a lawsuit over the incident.Now, a Change.org petition is calling for the San Diego Unified School District to close its district police department, saying, “Policing schools creates a toxic school climate that attenuates the school-to-prison pipeline and is not necessary to cultivating school safety.”As of Wednesday, the petition has just over 1,800 signatures.Federal data shows a slightly disproportionate amount of arrests of minority students within San Diego Unified School District. Data shows 66 percent of arrests are of Black or Hispanic students, even though they only make up 56 percent of the school population.Thurmond said he wants to look into that issue specifically.“To make sure that any police officer who is on campus is someone who wants to be on campus, who has chosen to be there, not just been assigned. And there will be training for them in implicit bias, de-escalation and understanding youth development,” Thurmond said.SD Unified officials have not responded to the petition or Thurmond’s comments, but on the district website, officials said having officers on campus allows them to build relationships with students, teachers, and staff, and better serve the school community. 2737

SAN DIEGO (KGTV) — As the unofficial start of summer came and went, one thing that many San Diegans were without was the use of community pools.Reopening community and apartment pools is listed in San Diego County's pilot program to phase into California's Stage 3 of reopening early.The county has submitted a letter petitioning the state to be allowed to enter the pilot program, but has yet to hear back.RELATED: Is it safe to swim in pools this summer amid COVID-19? CDC offers guidanceWhile Memorial Day weekend say many Americans looking to cool off, the Centers of Disease Control and Prevention offered new guidance on community pools. The agency says currently, "there is no evidence that the virus that causes COVID-19 can be spread to people through the water in pools, hot tubs, spas, or water play areas. Proper operation and maintenance (including disinfection with chlorine and bromine) of these facilities should inactivate the virus in the water."But for San Diego County, health officials are leaning on the state for the go ahead on pools. Sarah Sweeney, communications officer with the county's Health & Human Services Agency, says the risks go beyond pool chemicals.RELATED: Gov. It’s the gathering of individuals across different households for extended periods," says Sweeney.The county's public health orders allow for water activity in the ocean, bays, and lakes. SAN DIEGO (KGTV) -- Attorney General Jeff Sessions visited the U.S.-Mexico border Monday for a news conference. During the conference, Sessions announced that he would be referring all illegal border crossings to the Department of Justice. Sessions said he will be implementing a "zero tolerance" policy and that any people crossing the border illegally will be prosecuted. RELATED: President Trump visits border wall prototypes?"The American people are right and just and decent to ask for this. SAN DIEGO (KGTV) - Country music lovers in Mission Valley are fighting to keep InCahoots from closing at the end of the year. One woman started a petition on change.org in hopes of saving the beloved bar. Former congressional candidate Morgan Murtaugh started the petition on Sunday. She said she has been going to InCahoots for years and was devastated to find out the bar was sold. The owner tells 10News the land was sold and their lease was not extended. The bar’s last day is scheduled for New Year's Eve.RELATED: Beloved country bar InCahoots to close December 31Murtaugh hopes the new landowner will reconsider and let the bar continue leasing the building. If not, she says she plans on fighting any future plans for the use of the building or the land.InCahoots has been in Mission Valley for 26 years.
