WASHINGTON (AP) — Federal officials are outlining new rules that will let operators fly small drones over people and at night. Most drones will need to be equipped with remote identification that can be tracked by law enforcement officials. The final rules announced Monday by the Federal Aviation Administration could boost the commercial use of drones, which has been slowed by regulatory hurdles. UPS, Amazon.com, and Google parent Alphabet are among many companies exploring the potential for making deliveries to consumers with drones.“These final rules carefully address safety, security and privacy concerns while advancing opportunities for innovation and utilization of drone technology,” said U.S. Secretary of Transportation Elaine L. Chao.The FAA issued the following three operational requirements:1. Operate a standard Remote ID drone that broadcasts identification and location information of the drone and control station;2. Operate a drone with a Remote ID broadcast module (may be a separate device attached to the drone), which broadcasts identification, location, and take-off information; or3. Operate a drone without Remote ID but at specific FAA-recognized identification areas.According to the FAA, the Remote ID will help mitigate risks associated with expanded drone operations, such as flights over people and at night, and both rules support technological and operational innovation and advancements. 1436
VISTA (CNS) - A professional photographer who sexually assaulted four teenage girls during modeling sessions at a rented Carlsbad residence where he had set up a temporary studio was sentenced to 25 years in state prison Friday.Robert Koester, 52, pleaded guilty last month to 23 felonies related to raping and inappropriately touching the teens -- some of whom were drugged and unconscious during the abuse -- as well as creating child pornography of the girls.Koester also faces federal charges locally, as well as charges in his home state of Oregon, where he's accused of assaulting additional victims.RELATED: Modeling photographer pleads guilty to sex crimes against teenagersDeputy District Attorney Dan Owens said the investigations against Koester began with one of his local victims, identified in court only as Jane Doe 1, who came forward regarding the abuse and "put a stop" to his ongoing crimes. Based on her statements, Koester was arrested Nov. 13, 2018, in Carlsbad."The victims in this case showed extraordinary strength in coming forward and speaking out against this man who victimized them," according to Owens, who said the case has had "a tremendous impact on the victims who were involved in this case, not only them, but their families."Koester, who had been hired as a contract worker by Carlsbad-based Frank Model Management, raped and took nude photographs of the girls, whose ages ranged from 15 to 17 during the San Diego County incidents. VISTA (KGTV) – One person is dead and four more injured after three motorcycles crashed in Vista Saturday night.The crash happened at the intersection of Monte Mar Road and East Vista Way around 6:30 p.m. The motorcyclist who died is 55, but authorities did not release his name.Deputies say at least three motorcycles and one car were involved in the crash. All of the motorcyclists are part of the same club.Deputies say three Harley’s crashed with a Toyota Camry. Authorities don’t believe drugs or alcohol were factors in the crash. 544
VIRGINIA BEACH, Va.— The new virtual school year comes with challenges for many students, but one nonprofit is teaming up with a Virginia Beach business to help give kids the space they need to succeed.“When children have a place to sit down and learn, they’re going to do much better,” said George Melnyk Jr., President of Premier Millwork and Lumber Company.Melnyk’s wife, Kim, is a Virginia Beach School Board member. They decided to take on a project to make desks for CHIP, a child readiness non-profit advocacy program.“They’re going primarily to low-income homes, kids that just need a desk,” said Trish O’Brien, President of CHIP of South Hampton Roads.Machines and manpower are churning out the pieces that will become desks for hundreds of CHIP families.There’s no hardware, no tools, just four pieces that easily interlock in under a minute to create a temporary space that a child can call their own at no cost to mom and dad.“At the end of the day, they can disassemble them, slide them under the couch, stick them in the closet, put them away for the weekend, and then the next day, put them back together and be ready to work,” said Melnyk.Each desk cost .50 to build thanks to employees who are donating their time to keep labor costs at zero.Last Saturday, the crew built 110 desks. VISTA, Calif. (KGTV)- New details are emerging about a weekend murder investigation at a house in Vista. Neighbors tell 10News that a husband was arrested for shooting his wife and the two had a troubled history. A suspect in this case was arrested Saturday night by members of the San Diego Sheriff's Homicide Unit. Deputies report that he has been identified as fifty-seven-year-old Andrew Thomas Smith of Vista and he has been booked for murder at the Vista Detention Facility. He is being held without bail. The victim's family has been notified of her death. Deputies report that she has been positively identified as Jean Moore Smith, a fifty-nine-year-old resident of Vista and she was Andrew’s wife. He describes years of verbal abuse that neighbors say the wife directed at her husband and their son. “I would just hear her yelling. She was putting them down, degrading them [and] calling them idiots,” adds Margulies. Neighbors say the adult son may have developmental challenges. Minster saw him just after it all went down. “He had some marks on his face. It looked like maybe [there was] a little bit of blood but it looked like he was definitely attacked in some of the event that happened,” he tells 10News. 2279
