NEW YORK, Sept. 23 (Xinhua) -- The foreign ministers of China and 42 African countries, or their representatives, held their second political consultation in New York on Thursday. Following is the full text of a joint communique issued at the end of consultations:JOINT COMMUNIQUE OF THE SECOND ROUND OF POLITICAL CONSULTATIONS BETWEEN CHINESE AND AFRICAN FOREIGN MINISTERSNew York, 23 September 2010 Chinese Foreign Minister Yang Jiechi (L, front) chairs the second political consultation between the foreign ministers of China and African Countries at the UN headquarters in New York, Sept. 23, 2010.In accordance with the mechanism of regular political dialogue between Chinese and African Foreign Ministers set up at the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), the Foreign Ministers of China and 42 African countries, or their representatives, held their second political consultation in New York on 23 September 2010. The Chairperson of the African Union ( AU) Commission was invited to the consultation.The meeting was co-chaired by the People's Republic of China and the Arab Republic of Egypt, the two co-chair countries of FOCAC.The Chinese and African sides had an in-depth exchange of views on strengthening China-Africa cooperation in international affairs, making progress towards the Millennium Development Goals (MDGs) and promoting peace and security in Africa. They reached the following consensus:1. The two sides applauded FOCAC's important role in guiding the comprehensive and fast growth of China-Africa friendship over the past 10 years since FOCAC's inception, and its contribution to South-South cooperation, common development and the building of a harmonious world. TOKYO, Oct. 5 (Xinhua) -- Japanese Foreign Minister Seiji Maehara said Tuesday that he will try hard to rebuild a "strategic, mutually beneficial relationship" with China.During a luncheon meeting at the Foreign Correspondents' Club of Japan, Maehara said he will strive to mend ties with China as foreign minister.He also welcomed the agreement between Prime Minister Naoto Kan and Chinese Premier Wen Jiabao in Belgium Monday to resume talks between high-level officials of the two countries.Earlier in the day Chief Cabinet Secretary Yoshito Sengoku expressed his hope for the improvement of Japan's relations with China."Promoting a strategic, mutually beneficial relationship and improving ties between Japan and China will be positive not only for the two countries but also for other Asian countries or countries around the world, especially for their economies," said Sengoku at a regular press conference in Tokyo.China-Japan relations have been soured recently after the Japanese Coast Guard illegally seized a Chinese fishing boat and detained the crew on Sept. 8 in waters off the Diaoyu Islands in the East China Sea.Japanese authorities insisted on performing a so-called domestic judicial procedure against the crew despite strong protests from the Chinese government and public. GUANGZHOU, Nov. 7 (Xinhua) -- Authorities in south China's Guangzhou, host city of the 2010 Asian Games, Saturday said it will cancel a newly-launched free public transportation service due to the enormous public response, which might pose a security threat to the Asian Games.The government earlier this month launched the color-coding scheme for vehicles, effectively grounding half of the city's 2.1 million private cars and those entering the city each day during the Asian Games.As a remedy, free public transport service was to be offered for 30 working days beginning November 1.The offer was met with unprecedented enthusiasm from Guangzhou residents. For days, subway trains were often crammed and stations were full as swarms of people lined up to take a free ride.Now, officials with Guangzhou's transportation authorities said they had to rescind the offer as more than 8 million passengers took the subway on an average day beginning November 1, a figure "much, much higher" than the subway system was designed to carry.Further, traffic controls were put into force 144 times during the week, which "seriously affects the normal security checks required for the Games" and causes "great inconvenience," officials said.Guangzhou authorities plan to roll back the free-day scheme on Nov. 8 and replace it with a cash subsidy program in which each household in Guangzhou will receive 150 yuan as a transportation subsidy from the government.The Asian Games are scheduled to begin on November 12, featuring 11,700 athletes competing in 42 sports.
BEIJING, Oct. 23 (Xinhua) -- China's Ministry of Finance (MOF) announced Friday it would sell 28 billion yuan (4.2 billion U.S. dollars) of book-entry discount treasury bonds from next Monday.The bonds would be sold at a discount and mature at face value, said the ministry in a statement on its website.With a term of 91 days, the issue price of the discount bonds would be 99.542 yuan, said the statement.The bonds will be sold from Oct. 25 to 27 and become tradable on inter-bank and securities bond markets on Oct. 29.The issue is the 14th batch of its kind this year.
