SAN DIEGO (KGTV)-  Tens of thousands of people in San Diego are on a waiting list for rental assistance.According to the San Diego Housing Commission, the Section 8 voucher program is currently helping about 15,000 families.With the need so great, Team 10 wanted to know if everyone getting help qualifies for a voucher.RELATED: Making It in San Diego: Region needs 143,000 affordable homesUsing information from the San Diego Housing Commission, 10News compared 2017 data on family size and income limits to the maximum annual income limits allowed at the time. The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program. Valladolid says officials verify income, assets, and family composition to determine eligibility.One of the housing commission's initiatives is to help promote self-sufficiency, so instead of looking at income yearly, they re-certify every two years.RELATED: Neighbors upset about planned affordable housing development in Point Loma"In addition to streamlining the efforts for the re-certification process it was also a way for families to be encouraged to increase their earnings over the years and not face an immediate adjustment to the rent portion when their income did go up,” Valladolid said.According to the housing commission, the majority of the households they serve are currently at or below 30 percent of the county's area median income of ,800.Source: SDHCThe value of a voucher is around ,000 for an individual family per year. Manchester replied that he could not make a contribution now because of his nomination, but noted his wife had just made a large contribution."As you know I am not supposed to do any, but my wife is sending a contribution for 0,000," said the email, obtained by CBS News. SAN DIEGO, Calif. (KGTV) - A former North County Boy Scout said he is one of hundreds of sexual abuse victims in a new lawsuit against the Boy Scouts of America.Matt, who only wanted to use his first name, joined the Boy Scouts when he was around 13 years old. He really loved the outdoor activities.“We had a lot of great trips… a lot of good camp outs,” Matt said. Roughly a year after he joined, things changed.“We had an assistant Scoutmaster that started to join us on trips,” Matt said. “He just started spending more time with kids and a lot of these bad things started to happen.”The new lawsuit alleging sexual abuse was filed on behalf of one former scout in Pennsylvania. The total number of alleged victims in this latest wave of accusations is more than 850, according to attorney Andrew Van Arsdale. Matt is one of them.“Our oldest [alleged victim] is in his late 80s. Our youngest is 14-years-old,” Van Arsdale said. Van Arsdale is one of the lawyers involved in the group “Abused in Scouting.” The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding. “It’s time to come forward. It’s the right time now and the response was overwhelming,” Van Arsdale said. He said he is “100 percent” expecting more people to come forward. For Matt, time has not healed all wounds of what he said the assistant Scoutmaster did to him.“He had come at me on multiple times. I think the first time, I was able to get him away from me,” Matt said. He was able to get away the first time, but not every time. He specifically remembers a camping trip in Camp Pendleton.“I woke up and he had gotten his hands on my genitals and massaging me… I woke up and pushed him off,” Matt said. “I think I just really kind of put it at the back of my head and just tried to forget about it.” But he didn’t forget and he said other kids in his troop were also abused by this man. In a statement, the Boy Scouts of America said that they “believe victims” and that the organization has “taken significant steps over many years to ensure that we respond aggressively and effectively to reports of sexual abuse.” The full statement can be read here. For some, it’s too little too late. “They knew it was a problem for a long time,” Van Arsdale said.“Anytime you got kids with adults having access to kids, you better make sure those adults are reliable, good people. And I don’t know that the scouts are doing that now. I would hope they are, but I know back in the day they weren’t,” Matt said. Matt said he quit because of that assistant Scoutmaster. So far there are eight former scouts in San Diego that are part of these latest allegations against the organization, according to Van Arsdale. 2798

  

San Diego (KGTV)- There are no regrets for a San Diego man who risked his life when he stumbled on a wreck in the middle of last week's rainstorm. "If you ask me, I probably would have done it again," says Victor Ruvalcava. On a rainy Wednesday morning, Dec. 4th, Ruvalcava says he saw a car flip over on Interstate 8 in Mission Valley. The young driver was ejected from the car. "I park behind his car, get out to see if he's ok, I asked him hey is there anyone else in the car. He didn't respond," says Ruvalcava. "I look towards the car, and that's when I get hit by the SUV."He was thrown about 100 feet after that SUV slammed into him. Ruvalcava spent days in the hospital with several injuries, which include a collapsed lung, broken ribs, and leg. While in the hospital, he says the young man he stopped to help, and his family came to visit him. He says they were "extremely thankful." CHP says for safety reasons, they don't recommend drivers stopping to help crash victims on a busy freeway. They should call 911. But Ruvalcava says he'd do it all over again. Family members have set up a GoFund Me account to help with his medical expenses. 1160
